ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Gerald Peterson and Sharon Norton - Bauman; Councilmembers: Ramsey Lee, Lois Burri, Kristen Johnson, Michelle Chevalier, Sue Nelson, and Vera Grant. Also present were: Administrative Assistant Renea Aeschliman; Benefit Specialist Liza Gibson; Caregiver Support Coordinator Nancy Abrahamson; Health and Human Services Director Fred Johnson; Brad Beckman ADRC Manager. ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by Councilmember Wentz and seconded by Councilmember Burri; motion carried. DATE OF NEXT MEETING: Thursday, May 21 in the County Board Room of the St. Croix County Government Center. 1. St. Croix Valley Habitat for Humanity — Dan Randall: Dan Randall, volunteer for St. Croix Valley Habitat for Humanity, presented information to the Council the services provided by the agency and the current volunteer needs. The Habitat for Humanity is a non - profit agency with the headquarters for the St. Croix Valley chapter in River Falls. Habitat for Humanity provides affordable homes to qualifying individuals. Individuals qualify by showing a need, ability to pay back a loan within 30 years, and willingness to partner with Habitat for Humanity for 500 hours of work in building their home or other homes. Habitat for Humanity provides the services through volunteers and volunteers are always needed — to assist in building, provide meals, or greeters at the building sites. Individuals interested in Habitat for Humanity should contact the River Falls office at 715- 425 -5623. 2. Aging Updates: • Caregiver Prog am • Interfaith Volunteer Needs handout A list of the current Interfaith Volunteer requests was given to the Council. Abrahamson explained to the Council currently there is a need for additional volunteers for the Hudson Adult Day Respite Program. Abrahamson informed the Council Meg Heaton, Hudson Star Observer, will be visiting the Hudson location and writing an article for an upcoming publication. • Caregiver Conference — Save the date Beckman informed the Council the date for the Caregiver Conference has been set for Friday, October 23 More information will follow. • United Way Proposal Beckman informed the Council that Abrahamson presented grant proposals for both Interfaith and DayAway to the St. Croix Valley United Way. More information will be provided next month. • Transportation Program Council on Aging Page 1 06/03/09 ° Transportation requests to use the ADRC vans for out of county trips were presented by Manager Beckman. • Baldwin, New Richmond, Glenwood City Vans — June 19 — Minnesota Science Museum A motion to accept the transportation requests was made by Councilmember Lee and seconded by Councilmember Grant; motion carried. ° Transportation Advisory Committee proposed policy changes: • Volunteer Med Transportation — oxygen transports: Tabled until next months meeting. • Increase mileage radius for the Nutrition Site Vans regarding Home - Delivered Meals: Supervisor Schrank made a motion to increase the mileage range for meal deliver from 5 to 8 miles from the Senior Nutrition Site; motion was seconded by Supervisor Peterson; motion passed. • Card Tournament: Beckman informed the Council that the tournament is going well with Baldwin in the lead. • The Somerset Nutrition Program Manager position Beckman informed the Council the new Somerset Nutrition Program Manager is Joyce Schwartz and the transition has been going well. • United Wa�Proposal for Senior Center Board Coalition Community Services Coordinator Davis was not present, so more information will be provided at the May Council meeting. • Volunteer Luncheon — April 17 Beckman informed the Council there are 160 RSVPs for the day's events. The luncheon will be held at R &D Catering in New Richmond. • Health & Wellness Expo: Beckman informed the Council there were over 250 individuals that attended the 1 Annual Health & Wellness Expo at WITC in New Richmond. There was a wide range of vendors and a variety of attendees. 3. ADRC updates: • Elderly Benefit Specialist: Liza Gibson, Elderly Benefit Specialist, introduced herself to the Council. Gibson explained that she assists individuals 60+ with benefits; to understand Medicare, Medicaid, SeniorCare, Medicare Part D, and public benefits. She can assist individuals with applications and appeals when necessary. Gibson informed the Council that she works with an attorney from the Elder Law Center through the Coalition of Wisconsin Aging Groups. • Student Intern from UW Stout: Beckman informed the Council Marie Walters, student from the UW Stout, will be interning at the ADRC starting in May. Walters will need to complete 204 hours over the summer. • ADRC Brochure: Beckman handed out the new ADRC brochure to the Council members. • ADRC Goal setting with County Board on April 24 Beckman informed the Council that he and Johnson will be attending the goal setting for the county on April 24 • Client transition update Beckman reported for the month of March seven individuals have chosen Community Health Partnership — Partnership Plan, 33 have chosen Community Health Partnership — Family Care Plan, 55 clients have transitioned into IRIS, and 14 individuals have Council on Aging Page 2 06/03/09 • completed Nursing Home Relocation. The Information & Assistance staff is currently working on the 2008 September /October waiting list and starting in May the number of individuals able to transition changes to three, four, and four per month off the ADRC waiting list. • Budget: The Councilmembers received three handouts that outlined the current state of the Aging and ADRC budgets. A request was made to review all vouchers for the month by Supervisor Norton - Bauman and will begin in May. Councilmember Burri will review the May vouchers prior to the May Council meeting. 4. Correspondence Beckman informed the Council of the upcoming ADRC Open House in May on the 18 from 2:00 p.m. — 5:00 p.m. Flyers were given to the Council members. Beckman informed the Council of the Empty Bowls fundraiser in Hudson which he will be attending. 5. Possible Agenda Items for next meeting: Review of vouchers Policy tabled regarding transportation of portable oxygen tanks by volunteer drivers A motion to adjourn was made by Supervisor Schrank and seconded by Councilmember Wentz, motion carried.
