C OUNCIL ON AGING AND DISABILTIES MEETING
March 19, 2009

CALL TO ORDER: Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance
was said.
ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Gerald Peterson and Sharon Norton -
Bauman; Councilmembers: Ramsey Lee, Lois Burri, Kristen Johnson, Michelle Chevalier, Sue
Nelson, and Vera Grant. Also present were: Community Outreach Coordinator Tracy Davis;
Administrative Assistant Renea Aeschliman; Caregiver Support Coordinator Nancy Abrahamson;
Health and Human Services Director Fred Johnson; Brad Beckman ADRC Manager; County
Administrator Chuck Whiting; Economic Support Supervisor Mary Squyer; Public Health Officer
Wendy Kramer; Mental Health Coordinator Ron Kiesler; St. Croix Industries Director Clark
Schroeder; Family & Children's Coordinator Kathy Dunlap; and Norm Matzek. Absent was
Councilmember Virginia Jacobson.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by
Councilmember Wentz and seconded by Councilmember Grant; motion carried.
DATE OF NEXT MEETING: Thursday, April 16 in the County Board Room of the St. Croix
County Government Center.
1. Health & Human Services:
• Tour of building by Health & Human Services Director Johnson: Johnson conducted a brief
tour of the Health & Human Services building for the Council members. He showed the
Council members the locations of Family & Children's Services, Behavioral Health, Public
Health, and the temporary location for the ADRC staff members. He explained where and why
some of the departments will be relocated to better serve the clients.
• Departmental Presentations:
• Economic Support: Supervisor Mary Squyer introduced herself to the Council and
explained the services provided through the Economic Support Department.
Economic Support determines eligibility for medical assistance, food share, energy
assistance and other publicly funded programs. Currently there are 3,963 open cases;
312 are waiver clients. ES works closely with the ADRC. There have been some
glitches since the transition into managed care, but they are being worked on.
• Public Health: Public Health Officer Wendy Kramer introduced herself to the
Council. Kramer handed out a brochure outlining the services and programs provided
by Public Health. Kramer stated that the Birth to Three Program will soon be part of
Public Health. The ADRC has set up a contract with the Registered Dietitian Teresa
Kvam. Kvam will be reviewing the menus for the Senior Nutrition Sites and assist
when special diets are needed for clients and with those that are found to be at high
nutritional risk. Kvam will also be doing the nutritional education component for the

ADRC for staff and participants. Beckman stated that a Registered Nurse will work
with the Information & Assistance Specialist on client screens and the Adult Protective
Services as well as other ADRC staff upon request.
• Mental Health/YCSS: Coordinator Ron Kiesler introduced himself to the Council.
Kiesler explained to the Council of the three keys services provided through
Behavioral Health — Clinical Services /Therapy, Community Services, and Emergency
Services. The ADRC works closely with the Behavioral Health Department and
YCSS. YCSS stands for Youth Community Support Services, and is a shared program
between Mental Health and Family & Children's. In YCSS there are children waiver
services provided to those under 18 years of age. When a client is 17 years and 9
months the transition process into ADRC is started.
• Family & Children's Services: Coordinator Kathy Dunlap introduced herself to the
Council members. Dunlap explained the services /programs provided by Family &
Children's Services are child protection, juvenile delinquency, foster care for children
and 24 hour /7 day emergency services. Dunlap stated they start transitioning clients at
17 year and 9 months into the ADRC.
• St. Croix Industries: Director Clark Schroeder introduced himself to the Council.
Schroeder informed the Council there are currently 150 developmentally disabled
clients receiving assistance through either the Work Services program or Day Services
program. There are 5 transportation routes set up to bring clients to and from the Day
Services program. Schroeder pointed out that St. Croix Industries does not receive any
county levy dollars, instead receives funding through Community Health Partnership
or private clients.
Aging Updates:
• Caregiver Program A list of the current Interfaith Volunteer requests was given to the
Council. Caregiver Support Coordinator Abrahamson explained to the Council currently there
is a need for additional members for the Adult Day Respite Program. The program cost is
$45.00 /session and there are scholarships available for those unable to pay the full cost.
• Transportation Program
Transportation requests to use the ADRC vans for out of county trips were presented by
Community Service Coordinator Davis.
• New Richmond — March 21 to Menomonie
• Deer Park Senior Center — March 27 to Science Museum
A motion to accept the transportation requests was made by Councilmember Grant and
seconded by Councilmember Wentz, motion carried.
° Trainings: Community Services Coordinator Davis informed the Council the second
training opportunity for volunteers and staff was held on February 27 Between the two
sessions more than 70 individuals attended.
Transportation Advisory Committee Report: Supervisor Schrank informed the Council
the Transportation Advisory Committee met last month after the COAD meeting. The
two main topics discussed were the expansion of the mileage limit for the home - delivered

t meal program and transportation of portable oxygen tanks by volunteer drivers.
Supervisor Schrank made a motion to increase the mileage range for meal delivery from 5
to 8 miles from the Senior Nutrition Site; motion was seconded by Councilmember
Wentz; motion passed.
Supervisor Schrank then made a motion to allow the transportation of portable oxygen
tanks by volunteer drivers. There was discussion by Council members surrounding the
County's policy on the issue and the motion was tabled until more information can be
presented to the Council. Beckman will follow up with Corporation Counsel and Risk
Management regarding the issue of transporting oxygen by volunteer drivers.
• Card Tournament: Davis announced that the very first tournament date was held at Deer
Park with 64 individuals attending. The next tournament game will be held in Baldwin on
Wednesday, March 26 Davis invited the Council members to join in on the fun.
• The Somerset Nutrition Program Manager position Beckman said that the Somerset
Nutrition Program Manager position has been filled by Joyce Schwartz and she will begin on
Wednesday, March 25
• Health & Wellness Expo: Beckman stated that the upcoming Health & Wellness Expo has
sold out of vendor tables. A waiting list of vendors has been started for next year. Beckman
displayed the advertisements posted in the River Town News newspapers — Hudson Star
Observer, River Falls Journal, and the New Richmond News. A sign up sheet was passed
around so the Council members could choose a time to assist with greeting the attendees at the
Health and Wellness Expo.
2. ADRC updates:
• ADRC Brochure: Beckman stated the new ADRC brochure will be similar to the one from
Douglas County Aging Resource Center. The brochure will be in booklet format and make use
of the marketing dollars in the ADRC budget. The brochure will highlight all the services
provided by the ADRC and will be printed on an annual basis.
• ADRC staff training with Mental Health: An ADRC staff training has been scheduled for
Thursday, May 14 with the topic on how to deal with difficult clients.
• Strategic Planning Beckman is working with Health and Human Services and on the strategic
initiatives set forth by the County Board. Beckman explained he, along with the ADRC staff,
are working on updating the departmental brochure, website and the informational database
called Beacon. He will be working with Pete Kling through UW Extension Office.
• Update on ADRC office ex ansion• Beckman informed the Council the remodel is going well.
The ADRC was able to temporarily utilize 5 spaces within the Planning & Zoning Suite. 1216
conference room as the main point of entry, the HHS satellite office and 2 offices in the former
Long Term Support unit in New Richmond. The remodel is expected to take 3 -4 weeks and an
open house will be planned once everything is completed.
• Client transition update Beckman reported for the month of February, three individuals have
chosen Community Health Partnership - Partnership, 30 have chosen Community Health
Partnership — Family Care, 59 clients have transitioned into IRIS, and 12 individuals have
completed Nursing Home Relocation. All the clients from the old waiver list have been

transitioned and currently 6 -7 a month can be transitioned from the current waiting list until
May 2009. Even though there is a steady flow of individuals coming off of the waiting list,
there is also steady flow of those being added to the list.
3. Correspondence Beckman read thank you notes from a Love Bag recipient and St. Bridget's
Catholic Church in River Falls.
Beckman explained the Senior Statesmanship brochure provided to the Council members.
He informed the Council to contact him if there is anyone interested in attending. The ADRC
would be able to obtain scholarships from the Greater Wisconsin Agency on Aging Resources, Inc.
Beckman reviewed the info sheet given to the Council pertaining to the Governor's proposed
budget for 2010 -2011.
