COUNCIL ON AGING AND DISABILTIES MEETING

CALL TO ORDER: Vice Chair Wentz called the meeting to order at 9:00 a.m. Pledge of
Allegiance was said.
ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Gerald Peterson and Sharon Norton -
Bauman; Councilmembers: Ramsey Lee, Lois Burri, and Vera Grant. Also present were:
Community Outreach Coordinator Tracy Davis; Administrative Assistant Renea Aeschliman;
Caregiver Support Coordinator Nancy Abrahamson; Health and Human Services Director Fred
Johnson; Brad Beckman ADRC Manager; County Administrator Chuck Whiting; and Officer
Shawn Demulling. Excused were Councilmembers Kristen Johnson, Michelle Chevalier, Sue
Nelson, and Virginia Jacobson.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes was made by
Councilmember Burn and seconded by Supervisor Schrank; motion carried.
DATE OF NEXT MEETING: Thursday, March 19 in the Conference Room of Health and
Human Services in New Richmond.
1. Aging Updates:
• Caregiver Program A list of the current Interfaith Volunteer requests was given to the
Council. Abrahamson informed the Council that she has been able to fill some of the requests
from the list. Abrahamson explained to the Council that currently there is a need for additional
volunteers for the DayAway /Adult Day Respite Program in Hudson and New Richmond.
There has been an increased number of requests for individuals under the age of 60 and from
other counties searching for a structured environment for their loved one to participate. Since
the DayAway /Adult Day Respite Program is a social model, participants must be independent
in toileting and participate with activities.
• Transportation Program
Transportation requests to use the ADRC vans for out of county trips were presented by
Community Service Coordinator Davis.
• Use of New Richmond & Glenwood City vans — March 17 to Eau Claire for
Senior Americans Day
A motion to accept the transportation requests was made by Councilmember Grant and
seconded by Supervisor Schrank; motion carried.
Trainings: Community Services Coordinator Davis informed the Council the second
training opportunity for staff and volunteer drivers will be February 27 from 1:00 p.m. —
3:30 p.m. Ethics and Boundaries trainings will be held at the River Falls Public Library.
° Transportation Advisory Committee will meet after the Council meeting.
• Card Tournament: Davis informed the Council members of the upcoming start of the Annual
County Wide Card Tournament. The card games played are Euchre, 500 and Cribbage. Deer

Park will kick off the tournament on March 18 The tournament dates are every Wednesday
for 10 weeks rotating between all the Senior Centers including the Amery Senior Center.
Senior Center team size is will be limited to the size of the host site. To register to play, players
must call the host site the Monday prior to game day. Davis invited the Council members to
join in on the fun.
• The Somerset Nutrition Program Manager position Beckman informed the Council the
Somerset Nutrition Program Manager position has been posted and interviews will take place
the last week in February. Cheryl Moilanen resigned prior to her unfortunate accident on
February 6th.
• Health & Wellness Expo: Beckman informed the Council the planning for the upcoming
Health & Wellness Expo is going well. Currently there are over 30 vendors registered for the
event with a variety of services provided at their tables. One of the vendors, Hudson Hospital,
will present the Photo Voice project that was featured at the Phipps Center for Arts. Photo
Voice was a collaborative effort between Hudson Hospital and St. Croix County Public Health.
2. ADRC updates:
• Strategic Planning Beckman informed the Council he is working with ADRC staff to
determine the mission and values for the ADRC. He has reviewed other Strategic Plans
through Health and Human Services and is following their layout and requirements. The
Strategic Plan for the ADRC is a work in progress and will be presented to the Council upon
completion. A time will be set up with Pete Kling, UW Extension, to assist with the Strategic
Plan.
• Update on ADRC office expansion: As of today's meeting with Building Services Supervisor
Tobin, Information & Technology Supervisor Boron, Beckman, Johnson, and two ADRC staff
members, the ADRC will be relocated temporarily to the County Board Room, sick room and
Health and Human Services building in New Richmond. The project will begin March 17
and should take 2 -3 weeks to complete. There will be signage in the buildings to assist clients
and the community to locate the ADRC. Beckman informed the Council there would be a
grand opening after the remodel is completed in April.
• Client transition update Beckman reported 28 individuals have chosen Community Health
Partnership in February and currently there are 57 on the IRIS State Self- directive program.
IRIS will be holding a training session for the participants in the IRIS program this spring. The
Information & Assistance Specialist meet on a weekly basis reviewing the current waiting list
and adding to the new list. There have also been a number of Nursing Home relocations in the
past month.
3. Project Lifesaver for St. Croix County: Officer Demulling shared information on a new
program introduced to St. Croix and Pierce County called Project Lifesaver. Project Lifesaver is a
program dedicated to safeguarding and locating individuals who may wander or become lost due to
Alzheimer's Disease, Dementia, Autism, Down Syndrome and related conditions. Officer
Demulling handed out brochures and information on Project Lifesaver to the Council. He displayed
the wristband that the individual would wear and the tracking device used. Office Demulling
informed the Council the Sheriff's Department is taking applications. Individuals interested in

f utilizing the program must have a doctor's prescription stating the individual is at risk of wandering.
The enrollment cost is $300.00 with a monthly maintenance fee of $10.00; there is a financial screen
completed for those individuals who may not be able to afford the enrollment fee. Currently there
are two officers from St. Croix County and Pierce County trained and certified and three
transmitters have been purchased to be located throughout St. Croix County. Project Lifesaver is a
501C3 nonprofit organization and part of an International program. Officer Demulling informed the
Council if they have additional questions or would like more information, they could contact the
Sheriff's Department or visit www. projectlifesavemiercestcroix .org .
4. Correspondence Beckman read a Thank You note from a Love Bag recipient. Love Bags is a
program that provides fresh fruit to those on the Home - Delivered Meal Program. The program has
been made ossible through h
p g the United Way via an anonymous donor. Community Services
Coordinator Davis was informed this year may be the last year for the Love Bags since the
anonymous donor moved out of the area. There were over 100 Love Bags distributed which is an
increase from last year.
Beckman informed the Council the ADRC brochure is being worked on. The goal is to have
an all inclusive brochure to hand out at events or mail to individuals seeking information on the
ADRC. Along with a new brochure, the current website is being reviewed and recommendations
will be made to enhance it.
Beckman reviewed the handout given to the Council pertaining to the Governor's proposed
budget. He pointed out a couple of the keypoints — SeniorCare RX will continue without any
changes in eligibility requirements; the number of clients moving from the current list will decrease
due to the change from 24 months to 36 months starting May 1 the Guardianship Support Center
through CWAG will lose funding. St. Croix County was fortunate to open its ADRC when it did
since the timeline for adding some counties into Family Care will be halted until 2011. Beckman
informed the Council when preparing the 2009 budget, there were no assumptions made regarding
increased funding from the state. Even though the funding formula changed, there is not any
expected change in cost to the county.
5. Possible Agenda Items for next meeting:
A motion to adjourn was made by Councilmember Lee and seconded by Councilmember Grant;
motion carried. Meeting was adjourned at 11:00 a.m.
