COUNCIL ON AGING AND DISABILTIES MEETING
January 22, 2009
St. Croix County Government Center
CALL TO ORDER: Councilmember Nelson called the meeting to order at 9:00 a.m.
PLEDGE OF ALLEGIANCE
ROLL CALL: Supervisors: Al Schrank, Esther Wentz, Gerald Peterson; Councilmembers:
Ramsey Lee, Lois Burri, Kristen Johnson, Vera Grant, Michelle Chevalier, and Sue Nelson. Also
present were: Community Outreach Coordinator Tracy Davis; Administrative Assistant Renea
Aeschliman; Caregiver Support Coordinator Nancy Abrahamson; Health and Human Services
Director Fred Johnson; Brad Beckman ADRC Manager; County Administrator Chuck Whiting; and
Community Health Partnership Representative Linda Fike. Absent were Supervisor Sharon Norton -
Bauman and Councilmember Virginia Jacobson.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes with the revision was
made by Supervisor Schrank and seconded by Councilmember Grant; motion carried.
DATE OF NEXT MEETING: Thursday, Feb. 19 in the County Board Room of the Government
Center.
1. Aging Updates:
• Caregiver Program A list of the current Interfaith Volunteer requests was given to the
Council. Abrahamson informed the Council that she has been able to fill some of the requests
from the list. There has been an increased number of volunteer requests and also volunteer
applicants.
• Transportation Program
° Transportation requests to use the ADRC vans for out of county trips were presented by
Community Service Coordinator Davis.
• Deer Park Senior Center — Stillwater — January 23
A motion to accept the transportation requests was made by Councilmember Grant and
seconded by Councilmember Lee; motion carried.
° Transportation Advisory Committee: Community Service Coordinator Davis informed
the Council she would like to schedule a meeting with Transportation Advisory
Committee after the February Council meeting. Members of the Transportation Advisory
Committee are Supervisor Schrank, Councilmembers Grant and Lee. Davis stated she
would like to have the Transportation Advisory Committee review the current policies
pertaining to the transportation of individuals on oxygen through the Volunteer Medical
Transportation Program, the radius of service for the Specialized Transportation Program
for the Nutrition/Senior Center, and other policies.
° Trainings: Community Services Coordinator Davis informed the Council there will be
two training opportunities for staff and volunteer drivers in February. On February 6 th &

27 from 1:00 p.m. — 3:30 p.m. Ethics and Boundaries trainings will be held at the River
Falls Public Library.
• The Preventative/Nutrition Program Coordinator Randi Hanson introduced herself as the
new Preventative/Nutrition Program Coordinator to the Council. Hanson informed the Council
that she has completed the first rotation of the menus and will be working with a registered
dietitian to ensure state compliance and nutrition regulations. Hanson will be visiting the
Nutrition Sites on a regular basis to ensure compliance with state ServSafe code and to review
policies and procedures with the Nutrition Program Managers and Nutrition Program Cooks.
She will be responsible for hiring and training new staff members for the Nutrition Program,
oversight of the Nutrition Advisory Committee and coordination of quarterly meetings with the
Nutrition Program Managers and Nutrition Program Cooks.
• The Hammond and Roberts Nutrition Program Manager position Interviews were held the
week of January 5 th and the position has been filled by Amy Hueg. Hueg will began on
Monday, January 26 at the Roberts Senior Center and Tuesday, January 27 at the Hammond
Senior Center. Hanson will train Hueg on both days.
• Health & Wellness Eno: The event will be held on March 28, 2009 at WITC in New
Richmond from 9:00 a.m. — 1:00 p.m. Vendor registration information was sent out to
prospective vendors and there has been good response so far. The Expo will feature clinics,
hospitals, nursing homes, home health agencies and other providers. There will also be blood
pressure screens, diabetic information, cholesterol checks, and other screenings. The expo will
be open to individuals of any age. More information will follow.
• 2008 Program Statistics Beckman distributed handouts from his presentation to the County
Board on Tuesday, January 20 The handouts reflected the number of units of service
provided to clients throughout 2008. An increase was seen in the transportation program and
home - delivered meals. The number of volunteer requests and need for Adult Day Respite also
increased in 2008. The Congregate Nutrition Program showed a decrease in numbers, which is
a trend throughout the state.
2. ADRC updates:
• Update on ADRC office expansion: Johnson informed the Council the project is a go, but no
timeline has been given by Building Services. Discussion pertaining to where the office staff
will be relocated during the remodeling process. Space in the Government Center is at a
minimum and relocation options discussed are: utilizing the lower level community room;
conference room 1216 (near the ADRC office); Health and Human Services satellite offices.
Moving the entire ADRC staff to New Richmond for 2 weeks does not make a lot of sense.
Johnson and Beckman will be setting up a time to meet with Building Services Supervisor
Tobin shortly so the ADRC staff can prepare for the remodel.
• Client transition update Beckman reported 23 individuals have moved from the list while 33
from the list are not eligible for the publicly funded program system. Currently, 49 members
have chosen IRIS State Self - directive program which is the most of any county in Wisconsin.
• Newsletter Changes Beckman stated the newsletter will now be called ADRC News instead
of SCAN. Other additions to the newsletter includes articles from the Disability Benefit
Council on Aging Page 2 03/04/09
Specialist, Information and Assistance Specialists, and monthly feature of a Health and Human
Services Department.
• 2008 Prop_ ram Statistics Beckman informed the Council over 200 individuals received
assistance with Medicare Part D from the Elderly Benefit Specialist. The Disability Benefit
Specialist has been very busy since starting in August. Beckman reported Disability Benefit
Specialist Mottaz has 13 Social Security Disability applications in process, 3 appeals, and
continues to assist individuals 18 to 59 years of age with Medicare Part D and other services.
3. Project Lifesaver for St. Croix County: Officers Demulling and Johnson were not able to
attend today's meeting. They will present the Project Lifesaver project at the February meeting.
4. Linda Fike, Community Health Partnership: Linda Fike informed the Council that February
2009 will be the last month for transitioning all current LTS clients into Community Health
Partnership or IRIS. To date, Pierce & St. Croix Counties have transitioned 450 clients. Even
though there have been some glitches with Western Wisconsin Medical Association, St. Croix
County has done a good job transitioning clients. After February, 10 clients (3 Nursing Home
relocations and 7 waiting list) a month will transition into either Community Health Partnership or
IRIS. Discussion was held regarding the acceptance of Partnership or Family Care programs
provided by Community Health Partnership by clinics in the Western Wisconsin Medical
Association. Fike stated that clients under Partnership can change to providers that currently accept
the CHP — Partnership Plan. Clients with CHP — Family Care Plan can continue to see their same
provider. The ADRC will be meeting with the staff from CHP at the end of January.
5. Michelle Chevalier — Social Security experience: Councilmember Chevalier shared her
signing up for retirement experience with Social Security. Chevalier called the toll free number that
was listed in the SCAN Newsletter and was on hold for a long time before reaching a live voice that
referred her back to the Elderly Benefit Specialist at her local ADRC. When she called the ADRC
she was informed the EBS was on leave and the individual filling in would not be returning to the
office for another week. She was then referred to the DBS Mottaz, who informed her of the offsite
hours for Social Security in River Falls. Unfortunately, there would be no date for December due to
the holidays. DBS Mottaz provided Chevalier with a direct number for an individual at Social
Security and was then redirected to another individual. Eventually Chevalier was able to set up a
telephone appointment with a Social Security representative to complete the application over the
phone. Her experience with Social Security was not a very good one and just wanted to share it
with the Council.
6. Correspondence Beckman read two Thank You notes from Secret Santa recipients.
Beckman informed the Council of a new senior and disability housing unit that will be built
in the Heritage Green Development in Hudson.
The AARP Tax Assistance 2009 schedule was handed out. The schedule will also be printed
in the ADRC Newsletter and local newspapers.
Beckman informed the Council that all non -union employees on the pay grid will receive a
one time pro -rated check in lieu of a raise in 2009. It was discovered that most of the Aging staff
were not on the pay grid (Managers, Cooks, Cooks Aides, and Drivers). Beckman and Johnson met
with the Finance Committee. As a result, the `non -grid' Aging employees will also receive a pro -

rated, one time check, in lieu of a raise in 2009. Once the Springsted Study is complete, all ADRC
staff will be on the pay grid.
7. Possible Agenda Items for next meeting: Project Lifesaver; Council Chair Nelson will not be
present at the February Council meeting, Council Vice Chair Wentz will reside over the meeting.
A motion to adjourn was made by Supervisor Peterson and seconded by Supervisor Wentz; motion
carried.
