COUNCIL ON AGING AND DISABILTIES MEETING
November 19, 2009
County Board Room, Hudson
CALL TO ORDER: Chair Nelson called the meeting to order at 9:00 a.m. Pledge of Allegiance
was said.
ROLL CALL: Supervisors: Al Schrank, Gerald Peterson, Esther Wentz, and Sharon Norton -
Bauman; Councilmembers: Michelle Chevalier, Kristen Johnson, Sue Nelson, Vera Grant, Judy
Harrison and Lois Burri. Also present were: Administrative Assistant Renea Aeschliman;
Community Services Coordinator Tracy Davis; Information & Assistance Specialist Denise Gillen;
Adult Protection Social Workers Mike Traynor & Deloris Mosay; Caregiver Support Coordinator
Nancy Abrahamson; Health and Human Services Director Fred Johnson; Brad Beckman ADRC
Manager; County Board Chairman Roger Rebholz. Excused was Councilmember Ramsey Lee.
ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made
by Supervisor Wentz and seconded by Councilmember Burri; motion carried.
DATE OF NEXT MEETING: Thursday, December 17 in the County Board Room of the St.
Croix County Government Center. Supervisor Schrank will review vouchers.
1. Monthly Financial Report: Beckman handed out financial information for the ADRC and the
Aging programs as of October 31, 2009.
2. Consideration of Claims and vouchers: Supervisor Peterson reviewed the vouchers. A motion
to accept the vouchers as presented was made by Supervisor Peterson and seconded by Supervisor
Schrank; motion carried. Please see page 4 for a list of vouchers reviewed. Supervisor Schrank will
review next month's vouchers.
3. ADRC budget for 2010: Johnson informed the Council the 2010 budget passed Finance and
County Board with a few changes. The changes were due to health insurance and there is a
possibility for final adjustments due to non union salaries. A summary of the budget will be printed
for Council once everything is finalized.
4. Community Prevention — Mary Jo Sutton — "Our Neighbor's Place & Day Center
Transition House ": Mary Jo Sutton, Our Neighbor's Place, provided information to the Council
regarding the newly created Day Center and Transitional Housing available in River Falls for St.
Croix and Pierce County residents. The Day Center is open Monday — Friday from 8:00 a.m. — 5:00
p.m. and offers individuals assistance with their basic needs, safety, and access to information.
Sutton informed the Council the transitional housing house is designed for a five to six month stay
for individuals. The house opened its doors in August and with lots of hard work fundraising, is

self - sufficient for one year. The plans are to open an emergency shelter by September 2010.
Donations are accepted at the Day Center to help with operations or items for individuals. For more
information, individuals can contact the Day Center at 715- 425 -9000.
5. 2 nd reading of Council on Aging & Disabilities By -Laws: October's meeting was the first
reading and November is the second reading. A motion made was to accept the 2 nd reading of the
by -laws by Supervisor Schrank and seconded by Councilmember Grant; motion carried.
6. Aging Updates:
• Caregiver Prog am
• Interfaith Volunteer Needs handout A list of the current Interfaith Volunteer requests was
given to the Council by Caregiver Support Coordinator Abrahamson. Abrahamson
informed the Council there is an urgent need .for drivers to take individuals to dialysis,
therapy and other ongoing medical treatments.
• Caregiver Conference Abrahamson informed the Council the Caregiver Conference on
Friday, October 23 was a wonderful day. Approximately 150 registrations and vendors
attended.
• DUAway Adult Respite progLam ppdate Abrahamson reported there is currently one
opening on Mondays in Hudson with 2 or 3 in New Richmond. More volunteers are
needed to assist with daily activities.
• Transportation Program
° Transportation requests to use the ADRC vans for out of county trips were presented by
Community Services Coordinator Davis.
• December 20 — River Falls to Menomonie
• December — Glenwood City — Dunn County for light tour
A motion to accept the transportation requests was made by Supervisor Peterson and
seconded by Supervisor Wentz; motion carried.
0 85.21 Specialized Transportation Assistance Program for Counties grant application
Community Services Specialist Davis presented sections A -H of the grant to the Council.
A public hearing is set for 1:00 p.m. on Thursday, December 10 at the Baldwin
Municipal Building.
o Collaborative agreement between Center for Independent Living for Western Wisconsin
to provide weekend and night transportation for Elderly and Disabled consumers:
Community Services Coordinator Davis informed the Council on October 29 Davis and
Beckman met with the Director of the Center for Independent Living. A meeting has been
set up with Center for Independent Living and Kilmanjaro Taxi on December 15 Davis
informed the Council that the current contract with the Disability Coalition to provide
transportation to individuals runs on a fiscal year and a request was made to change to a
calendar year for 2010. However, the Coalition would loose 6 months of funding with the

change. Davis asked the Council to approve changing the contract's date frames and
extended the current contract to December 31, 2009 with an additional allocation of
$3,750.00. A motion to accept the proposed contractual change and allocation was made
by Supervisor Schrank and seconded by Supervisor Peterson; motion carried.
• Senior Center/Nutrition Program
• Senior Center Highlights Beckman informed the Council that 275 flu shot were given
at the flu clinics which were held at the local Nutrition Sites.
The Glenwood City Nutrition Site hosted their annual Stew fundraiser. The money
raised at the event will be used to fund trips and other Senior Center activities.
Over 30 participants from the Baldwin, Woodville, and Roberts Senior Centers
enjoyed the Ozark Christmas at the Mabel Tainter Theater in Menomonie.
The Hudson Senior Center Board met with the Hudson City Council earlier in the
week to discuss funding for the Hudson Senior Center.
The Nutrition Sites /Senior Centers are preparing for the Holiday season and
appreciation dinners.
• Monster Mash Bash: Beckman informed the Council there were approximately 140
individuals in attendance. Roger Huetmaker and the Hunyucks played and chili with
cheese and crackers was served. Six classes from varying grades from the Elementary
paraded through. It was a very fun event and enjoyed by all.
7. ADRC updates:
• Union Strategy for ADRC positions: Human Resources Administrator Tammy Funk informed
the Council of the Union's actions regarding positions within the ADRC. Currently there are 3
positions; Information & Assistance Specialist, Disability Benefit Specialist, and Elderly
Benefit Specialist; deemed as professional and up for unionization. In the past when positions
have been reclassified and unionized, employees in those positions have been given the option
to join the Union or not. Once the position is vacated, it becomes a Union position. The
County has yet to decide whether to go to a hearing regarding the positions becoming part of
the Union. If the hearing is lost to Union, the employees and positions in question would
automatically become part of the Union without choice. Currently the staff, Human Resources
and Union are still deciding on whether a hearing would be appropriate or not.
• Information & Assistance Specialist — update: Information & Assistance Specialist Denise
Gillen informed the Council that she and the other two I &A Specialists have been busy with
assisting those on the waiting list with guardianship and answering questions of those seeking
information on housing, nursing homes, publicly funding programs and other programs. The
number of Badger Care Core Plus applicants has decreased since the state halted registration
into the program. Currently the three I &A Specialist are recertifying clients enrolled in the
IRIS program. They also continue to transition those on the current waiting list into either
Community Health Partnership or IRIS and adding additional individuals to the waiting list.

• Client Transition Update Beckman reported that in October, 13 individuals have chosen
Community Health Partnership — Partnership Plan, 60 have chosen Community Health
Partnership — Family Care Plan, 100 clients have been referred to IRIS and 21 individuals have
completed Nursing Home Relocation. One hundred six individuals from the waiting list have
been served. Pre - Admission Consultations as of July 1 St were at 150 with the majority of those
not needing a consultation with an I &A Specialist.
• Adult Protection Social Worker — update: Adult Protection Social Workers Deloris Mosay and
Mike Traynor informed the Council regarding their role within the ADRC and program
guidelines. Both Traynor and Mosay investigate allegations of abuse or neglect of elderly and
vulnerable adults whether it be in the form of financial, physical or emotional. In 2008 there
were 100 referrals to the Adult Protection unit and in 2009 the number increased to 146. These
referrals need to be investigated within 24 hours. Both Traynor & Mosay assist with
guardianships and protective placements.
• 2010 Health & Wellness Expo March 27 Beckman informed the Council the 2nd annual
Health & Wellness Expo is scheduled for March 27 at the WITC in New Richmond.
• Service Directory: Beckman informed the Council that work has begun on the 2010 ADRC
Service Directory. A committee has been meeting and gathering information on agencies
within St. Croix County. Letters will be sent out within the week. The directory will be free to
consumers and will published free of charge to the ADRC by a company in the
Duluth/Superior Area. All advertisements will be collected by the publisher while content will
be compiled by the ADRC.
• ADRC News Publication: Beckman informed the Council the November issue of the ADRC
News contained four additional pages to accommodate articles geared toward individuals with
disabilities and the additional articles from staff.
