ROLL CALL: Supervisors: Al Schrank, Gerald Peterson, Esther Wentz, and Sharon Norton Bauman; Councilmembers: Michelle Chevalier, Kristen Johnson, Sue Nelson, Vera Grant, Judy Harrison and Lois Bum. Also present were: Administrative Assistant Renea Aeschliman; Community Services Coordinator Tracy Davis; Preventative/Nutrition Program Coordinator Randi Hanson; Caregiver Support Coordinator Nancy Abrahamson; Health and Human Services Director Fred Johnson; Brad Beckman ADRC Manager; County Board Chairman Roger Rebholz; County Administrator Chuck Whiting; students from University of Wisconsin -River Falls Public Policy class. Excused was Councilmember Ramsey Lee ACTION OF PREVIOUS MINUTES: A motion to approve the minutes as corrected was made by Supervisor Schrank and seconded by Supervisor Wentz•, motion carried. DATE OF NEXT MEETING: Thursday, November 19 in the County Board Room of the St. Croix County Government Center. Supervisor Peterson will review vouchers. 1. Monthly Financial Report: Beckman handed out financial information for the ADRC and the Aging programs as of September 30, 2009. 2. Consideration of Claims and vouchers: Supervisor Norton - Bauman reviewed the vouchers. A. motion to accept the vouchers as presented was made by Supervisor Norton- Bauman and seconded by Supervisor Wentz; motion carried. Please see page 4 for a list of vouchers reviewed. Supervisor Peterson will review next month's vouchers. 3. ADRC budget for 2010: Johnson informed the Council the budget process is still ongoing. The only changes that will need to be made are due to Health Insurance costs. 4. Community Prevention — Mary Jo Sutton — "Our Neighbor's Place & Day Center Transition House ": Mary Jo Sutton was not able to make this month's meeting. She will be placed on November's agenda. 5. 1 St reading of Council on Aging & Disabilities By -Laws: Beckman informed the Council the by -laws need to be reviewed on a yearly basis. October's meeting will be the first reading and November will be the second reading. After discussion on some of the changes that were made, a motion made was to accept the 1 St reading of the by -laws by Councilmember Burri and seconded by Council on Aging Page 1 12/01/09 Councilmember Grant; motion carried. 6. Aging Updates: • County Aging Unit Plan 2010 -2012 — final proposal Beckman and Community Services Coordinator Davis informed the Council the draft was reviewed by Greater Wisconsin Agency on Aging and Resources ( GWAAR). There were a few grammatical changes and signatures are needed. Once all changes are made and the plan is signed, it will be sent to GWAAR for approval. • Caregiver Program • Interfaith Volunteer Needs handout A list of the current Interfaith Volunteer requests was given to the Council by Caregiver Support Coordinator Abrahamson. Abrahamson informed the Council there is an urgent need for drivers to take individuals to dialysis, therapy and other ongoing medical treatments. • Caregiver Conference — Save the date Abrahamson informed the Council the Caregiver Conference to be held on Friday, October 23 has over 100 registrations and vendors. If anyone is still interested in attending, there is still time or registration will be taken at the door. • DUAway Adult Respite program update Abrahamson reported that the Hudson location continues to be full and more volunteers are needed to assist with daily activities. There has been some transitioning of participants that are no longer appropriate for the program. • Transportation Program ° Transportation requests to use the ADRC vans for out of county trips were presented by Community Services Coordinator Davis. • November 16 — Baldwin & Woodville to Dunn County — 3 vans A motion to accept the transportation requests was made by Supervisor Schrank and seconded by Supervisor Wentz; motion carried. o Collaborative agreement between Center for Independent Living for Western Wisconsin to provide weekend and night transportation for Elderly and Disabled consumers: Community Services Coordinator Davis informed the Council the agreement is on hold at this time. The Director the Center for Independent Living has been out and unable to meet with Davis and Beckman. Funding has been set aside in the 2010 budget already for the project. 0 53.10 Collaborative Grant Davis informed the Council a 53.10 Grant will be pursued in 2010 with Aging & Handicapped, Inc. for the purchase of two additional vans to replace those vehicles in the ADRC fleet that are aging. Aging & Handicapped, Inc is a nonprofit entity who the ADRC already contracts with for the lease of some of their vehicles. More information will follow. • Senior Center/Nutrition Program o Senior Center Highlights Preventative/Nutrition Program Coordinator Randi Hanson Council on Aging Page 2 12/01/09 informed the Council the Nutrition Program Managers and she attended a training in Rice Lake on October 8 The training focused on food safety, first aid and strategies for getting participants in the door. The Monster Mash Bash is set for Friday, October 30 at the Roberts Park Building from 1:00 p.m. to 3:00 p.m. There will be chili, crackers, cheese and entertainment. The Flu Shot clinics at the local Senior Centers have been going really well. Deer Park had 20 people, Roberts had 12 people, and Baldwin had 70 people receive shots. A new sub cook has been hired to fill in at the three cooking kitchens. Substitute Nutrition Program Managers are still needed. o Glenwood City Nutrition Site — purchase of new stove and new ag rba disposal requests: Beckman informed the Council he is working with the City of Glenwood City on the purchase of a new stove and garbage disposal at the Glenwood City Nutrition Site. More information will follow when a decision is made. 7. ADRC updates: • Memory Walk September 19 Beckman informed the Council the Memory Walk was a success and a team will be put together again for 2010. i • Client Transition Update Beckman reported that in September, 12 individuals have chosen Community Health Partnership — Partnership Plan, 54 have chosen Community Health Partnership — Family Care Plan, 9 individuals have disenrolled from Community Health Partnership and into IRIS, 94 clients have been referred to IRIS and 19 individuals have completed Nursing Home Relocation. Ninety -eight individuals from the waiting list have been served. Pre - Admission Consultations as of July 1 St were at 104. • ADRC Quality Assurance Survey Ljpdates: Beckman informed the Council that students from St. Scholastica Social Work program met with the ADRC staff. The students will compile a tool to measure quality assurance and the ADRC will implement the tool. More information will be provided to the Council once the students have completed the measurement. 8. Correspondence The 2010 Health & Wellness Expo is scheduled for March 27 at the WITC in New Richmond. 9. Possible Agenda Items for next meeting: Community Prevention, Mary Jo Sutton.
