Klatt — Sheriff's Dept.; C. Nelson — EMS Representative; Doug Briggs — Police Representative; Wendy Kramer — Public Health; Willard Moeri, Terry Dull — Roberts Village Board; Jeff Vogt — Roberts /Warren Fire & Rescue; Carlene Jensen — Salvation Army; Chuck Whiting — County Administrative Coordinator; Chair Borup called the meeting to order at 9:00 a.m. The April 14, 2009 Minutes were approved on a Rebholz /Mortensen MOTION. A Rebholz /Speer MOTION was made to move next month's Committee Meeting back one week due to attendance of County Board Supervisor. DATE OF NEXT MEETING: JUNE 16, 2009 AT 9:00 a.m. LOCATION: CITY OF NEW RICHMOND CIVIC CENTER, 156 East First St., New Richmond EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriff s Dept. — Klatt brought forward a concern — Same addresses. Named streets vs. Numbered streets. Planning and Zoning will be invited to next month's meeting to address this concern. B. Municipal Law Enforcement — Nothing C. Fire Services — Nothing D. EMS Services — C. Nelson reported that during EMS Week, there will be Open Houses at each EMS agency (Baldwin, Glenwood City, Hudson, and New Richmond). Nelson commented that the call volume has doubled. Nelson reported that Baldwin EMS is now at Paramedic level. E. Public Health — W. Kramer reported on the H1N1 virus. An Incident Command Post opened on April 28, 2009 with daily guidance from the WI Department of Public Health. Kramer reported that to -date there are 449 cases in WI. Kramer thanked Swetlik for the setup of a phone bank. Kramer thanked Ostness for PIO coverage. NATIONAL EMS WEEK — May 17-23,2009 EMERGENCY SUPPORT FUNCTION (ESF) 15 Colvard gave Committee members a copy of this ESF. Discussion was held on who will be the County Public Information Officer. A Rebholz /Mortensen MOTION for County Board Supervisor Ostness to be the Lead PIO. The Sheriff and Public Health will also be available to act as PIO backups. VILLAGE OF ROBERTS EMERGENCY OPERATIONS PLAN Colvard informed the Village that their plan is an attachment to the County's Emergency Operations Plan and would like the village's plan updated annually. VILLAGE OF ROBERTS TABLETOP EXERCISE W. Moeri and T. Dull expressed a need to have an exercise. Colvard explained that the Office of Justice Assistance supports exercising and training. Colvard will draft an exercise for use to communities throughout the County and make an inquiry about grant funding with OJA. HUDSON WATER TOWER RADIO SHELTER UPDATE Swetlik reported that he will meet with the City of Hudson's Utility Board tonight to find out details and how to proceed on this project. STATE JOINT FINANCE COMMITTEE AND 911 LEGISLATION Swetlik provided handouts. Swetlik explained that the Joint Finance Committee had voted with a 9 -6 margin to include the 911 Bill into the State budget. One of the changes proposed from the draft worked on several months ago involves only one PSAP per County qualify for funding and that the County Board ' would be responsible for selecting that PSAP. Swetlik explained that there are other Counties that have multiple PSAPs, and he feels there would be opposition to this approach which could lead to a delineation of services within the same county due to funding constraints. St. Croix County only has one PSAP. This bill (if approved) calls for an implementation on Oct. 1, 2009 and calls for a tax increase from 40 cents per subscriber to 75 cents. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT A handout showing all of the State - Funded training courses that have or will be taught was given. Borup would like it noted that the EM Dept. is exceeding goal setting plan. Colvard mentioned that Heartview, Inc. has turned in an Emergency Operations Plan; Colvard complimented the facility on their Emergency Operations Plan. Colvard reported that Invitation letters have gone out pertaining to the June 10, 2009 tabletop exercise in Hudson. This exercise is being funded through an OJA grant. DIRECTOR'S REPORT — EMERGENCY COMMUNICATIONS Swetlik reported that the Glenhills Park telephone project is completed. Borup commented that in completing this project, Swetlik will be saving the County money. Swetlik reported that the raising of the microwave dish on the Government Center roof was successful, with no interruptions of radio service. Swetlik reported that the Mock State Tornado Warning Drill was held; the County used the Lynx System for notification to employees with success. Swetlik informed that he needed to activate the 911 Backup System in Baldwin due to service work needing to be performed in Hudson. Swetlik stated that without the Baldwin facility, we would have lost radio capability for several hours.
