Chair Borup called the meeting to order at 9:00 a.m. The September 8, 2009 Minutes were approved on a Rebholz /Speer MOTION. DATE OF NEXT MEETING: NOVEMBER 16, 2009 AT 1:00 p.m. LOCATION: ST. CROIX COUNTY GOVERNMENT CENTER, COMMUNITY ROOM EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriffs Dept. — Nothing B. Municipal Law Enforcement — Xcel Energy is presently working on customizing the way personnel perform maintenance on towers. The King Stack Tower will have to wait until details are released. C. Fire Services — Nothing D. EMS Services — Mehls reported that a Pierce Co. TT Mass Casualty exercise will be conducted in November. E. Public Health — Reyzer reported that PH has a command structure and EOC operations in place for the upcoming School Mass Clinics. There is a Task Force which is planning the mass clinics. The first shipment will be used for emergency responders. The last week in October, a Mass Clinic will be opened at the Hudson School District. MASS IMMUNIZATION CLINICS Please see above. ROAD NAMING ORDINANCE Swetlik reported that Corporation Counsel has other work to finish then will give attention to this matter. PUBLIC HEALTH SATELLITE PHONE - GLOBAL STAR Swetlik informed the Committee that this phone was purchased through a PH grant. The phone is installed in the Comm. Van. A monthly charge of $26.16 is paid for this phone out of his budget. Swetlik reported that this phone service is not reliable and provided documentation showing only 41% coverage on a daily basis; perhaps change to another vendor. The monthly charge to Global Star is budged for 2010; if change to another vendor, this is not in the 2010 budget. Swetlik gave the cost details for Global Star verses a different vendor. Swetlik will check the grant requirements. This item will be placed on the November Agenda. Rebholz suggested that this issue be brought to the attention of the Attorney General, being that the State has unreliable service through Global Star also, as does the hospitals state -wide. SHARING CITY WATCH Swetlik explained that sharing City Watch with communities would result in additional costs. Swetlik explained that some County departments are utilizing this system. Discussion was held. An Ostness /Speer MOTION was made to keep City Watch in -house within St. Croix County for government services. Briggs mentioned a same - type -of service through Nixel, which is free of charge. DIRECTOR'S REPORT — EM Colvard explained that the FFY2009 Plan of Work has been completed. Colvard mentioned one task that has not been fully completed, which is the Mass Evacuation Plan. This task will be completed in FFY 2010. Colvard reported that the 2010 Plan of Work application is in the process of being submitted. The FFY 2010 Instructions were a handout. Ristow explained the EMPG and EPCRA Grants. Ristow also provided FFY 2010 amounts for each grant (EMPG= $51,057) ( EPCRA= $18,328), also reporting that Redistribution monies may be available, which comes from other counties' allocation if that certain county does not complete their Plan of Work for 2009. Ristow also explained what is expected in the Plan of Work. Ristow commented that St. Croix County is ready to move past Table -Top Exercises and onto either Functional or Full -Scale Exercises. Colvard informed Ristow as to why communities are resistant to having more than a table -top exercise is because of budget restraints. Ristow also encouraged the need for preparedness, as when an incident strikes a community, it pays off tremendously. Colvard supplied a handout from IAEM (International Association of Emergency Managers) pertaining to Department of Homeland Security's Appropriations Bill Conference Report Highlights. Colvard informed that he, Klatt, Anderson, and Ostness will attend the WEM Conference in November, 2009. DIRECTOR'S REPORT — EC Swetlik provided a handout concerning cell phones and accidental calls made to 911. These accidental 911 calls add a demand to the 911 center and law enforcement. Swetlik explained that this handout will be published via newspapers and the Hudson cable station. Borup suggested sending this handout to cellular telephone companies. Swetlik provided a handout concerning the Radio Base Project. Swetlik advised of a critical failure of the main law enforcement radio base in Glenwood City which covers the east half of the County. This failure was with the old base. Because the new equipment was already in position and ready to be hooked up, the outage was for less than two hours and didn't involve a costly repair to the old base. Swetlik informed that the County got the most out of the old system. Swetlik informed that he is still trying to take advantage of an OJA Grant/Interoperability Round 5 where pre - application of $58,000 reimbursable costs was approved; EM office will make final application for Emergency Communications and other agencies. Swetlik informed that the Public Service Commission is issuing an additional area code for the 715 area. The additional code will be 534. Swetlik informed that his department is ready. Effective 10/17/09 you should begin using the new dialing procedure (area code plus seven -digit telephone number for Local Calls) (Long Distance calls will remain the same.). whenever you place local calls from the 715/534 area code. Beginning 7 -17 -2010, you must use the new dialing procedure for all local calls. Swetlik informed that he has obtained 67 Mite14125 telephones for County departments' use when their telephone is no longer usable at a price of $10 /each verses $225 /each. He advised that Dana Baker has been notified since that is where most departments will go in an attempt to order a new /replacement. REVIEW OF EMPLOYEE CONTRACT Borup mentioned that the Committee will now continue this discussion. Ristow provided her advice to the Committee /County, recommending a Full -Time position. Ristow provided other county situations. Discussion was held. Borup stated that this needs to be handled as a business issue and determine the County's needs. A discussional meeting will be scheduled for 10/28/09 for County Board Committee members, Human Resources, and C. Whiting. At the November regular EM /C Committee meeting, a decision and vote will be taken. COMMITTEE CHAIRMAN'S COMMENTS The meeting adjourned at 11:10 a.m. Respectfully Submitted, Emergency Mgmt.
