Shilts, J. Klatt — Sheriff's Dept.; Chuck Mehls — New Richmond EM; Craig Nelson — EMS Rep.; Mark Richert — North Hudson PD; Geralyn Karl — Public Health; Tammy Funk — Human Resources; Michelle Pietrick — Finance; Anne McNamara — American Red Cross. Chair Borup called the meeting to order at 1:00 p.m. The October 12, 2009 Minutes were approved on an Ostness /Speer MOTION. The October 28, 2009 Minutes were approved, with changes, on an Ostness/Mortensen MOTION. DATE OF NEXT MEETING: DECEMBER 8, 2009 AT 9:00 a.m. LOCATION: ST. CROIX COUNTY GOVERNMENT CENTER, COMMUNITY ROOM EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriffs Dept. —Nothing B. Municipal Law Enforcement — Nothing C. Fire Services — Not in attendance. D. EMS Services —Nothing E. Public Health — Karl explained, along with a handout, that PH is holding a HINI Clinic today and 11/17, 11/19, 11/23/ 11/24 — No appointment is necessary. These clinics are for the current target groups. There are no fees for receiving this vaccination. MASS IMMUNIZATION CLINICS Please see above. ROAD NAMING ORDINANCE Swetlik reported that Corporation Counsel has not had time to address this matter. PUBLIC HEALTH SATELLITE PHONE - GLOBAL STAR Swetlik reported that Global Star is an unreliable source for Public Health's line of communication with the hospitals. Global Star admits to having only a 39% success rate. Swetlik asked Global Star if this service was cancelled, eliminating a $24 /month fee, are there any penalties; the answer is no. C. Nelson will bring this item to the RTAC Agenda for discussion. MERGING OF EM AND EC DEPARTMENTS Borup recapped that at the 10/28/09 Committee Meeting, it was voted to merge the two departments and to have Swetlik and Timmerman draft a restructuring proposal to present at the December County Board Meeting. Swetlik's proposal was handed out and discussion was held. It was asked of Colvard and Swetlik to refine the Proposal's proposed costs along with two Committee members at an informal meeting on 11/19/09. A formal Committee Meeting will be held on 11/30/09. PURCHASE RACES RADIO FOR EOC Colvard explained to the committee that he had tried to fund the update of RACES radio equipment through a hospital consortium grant but they would not allocate funding for this at this time. He said that there is money left in the EM budget and that this could be funded through the EMPG grant at a 50150 cost. This is County -owned equipment that has not been upgraded for more than 17 years since he has been here. An Ostness / Rebholz MOTION was made for Colvard to purchase this radio for the EOC at a cost of $2,468.00. 800 MHZ CONTROLLERS FOR INTEROPERABILITY Swetlik advised that Washington County has provided two 800 mHz controllers for improved interoperability between St. Croix County and the MN 800mHz radio system. This will allow for frequencies to be patched together and agencies that are working together at an incident to communicate. These controllers were purchased through the MN Metropolitan Emergency Services Board (MESB) and carry a value of $10,000. Swetlik expects them to be installed and operational by 2010 following additional training and usage agreement contracts. DIRECTOR'S REPORT — EM Colvard informed that Klatt, Ostness, and himself will attend the WEMA Conference. Colvard informed that a new statute #323 will replace the current statute #166. DIRECTOR'S REPORT — EC Swetlik informed that the radio base installation is 3 /4 complete and provided a project cost summary sheet for the Committee to review. Swetlik hopes that in the first week of December, the installation will be complete provided the access issues at the King Stack are resolved by then. Swetlik advised that when the Communications Van is deployed to an incident, there is no recording device to capture and preserve radio and phone communications. This could result in a liability issue as well as a problem for law enforcement or fire. Shilts described that the recent shooting incident in Hudson involved a significant amount of decision making as well as having to have a dedicated person to try to document relative information. Swetlik advised this is the second time he has heard criticism from agencies running their operations out of the Communications Van. The other one was the North Hudson Warehouse Fire where Chief Frye even appeared before the Committee voicing his concern over no recording device. Cost estimates range from $2,000 - $8,000 depending on how many radio channels and phones get recorded. Swetlik advised that this is not in his 2009 or 2010 budget. This item will be placed on the December EM /C Agenda for further discussion. COMMITTEE CHAIRMAN'S COMMENTS The meeting adjourned at 2:38 p.m. Respectfully Submitted, Emergency Mgmt.
