Committee Chairman's Comments ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 4/6/2009 1:30 PM MINUTES — OFFICIAL Emergency Management and Communications Committee APRIL 14, 2009 PRESENT: Roger Rebholz, John Borup, Julie Speer, Dave Ostness, John Mortensen - County Board; Casey Swetlik - Emergency Communications; J. Klatt, K. Anderson, J. Shilts — Sheriff's Dept.; C. Nelson — EMS Representative; Doug Briggs — Police Representative; James Frye — Fire Representative; Wendy Kramer — Public Health; Jeff Vogt — Roberts /Warren Fire & Rescue; Carlene Jensen — Salvation Army; Chuck Whiting — County Administrative Coordinator. Excused: J. Colvard Chair Borup called the meeting to order at 9:00 a.m. The 3/10/2009 Minutes were approved on a Speer/Mortensen MOTION. DATE OF NEXT MEETING: MAY 12, 2009 AT 9:00 a.m. LOCATION: ST. CROIX COUNTY GOVERNMENT CENTER EMERGENCY SERVICE AGENCY REPRESENTATIVE'S CONCERNS AND ISSUES A. Sheriffs Dept. — No issues. Klatt informed that 21 Sheriff's Department personnel participated in a Skywarn Class. Shilts also informed of a national run by the Hell's Angels up in Northern MN at the end of July through August 2, 2009 which could potentially have issues arise. B. Municipal Law Enforcement — Upcoming three -day concert, "Country Splash" - Briggs also mentioned of the Riverboat Table -Top Exercise on June 10, 2009. C. Fire Services — Nothing. Frye informed that the City has hired a consultant assessing a Building Space Needs for Public Safety. A report will be forthcoming at the end of June. D. EMS Services — Nelson informed that EMS Week is May 17 -23, 2009. E. Public Health — Kramer, along with a handout, informed of Public Health's achievements in Emergency Preparedness. Kramer informed of a City Readiness Functional Exercise on June 15, 2009, along with Mpls. /St. Paul participants, opening an EOC and a mass clinic opening and operation. C. Nelson will be the evaluator for this exercise. HUDSON RADIO SHACK UPDATE Swetlik, along with a handout, reported that this site is not big enough to support the Radio -Base project. He is working also with J. Frye /City of Hudson and County Building Service on the engineering component for this site. Swetlik explained the options. LYNX SYSTEM UPDATE This system allows notification to County government offices in Hudson, Baldwin, and New Richmond. Some computers still need to have this system installed. A testing of this system to all computers will be conducted 4 -23 -2009. CITY WATCH UPDATE Swetlik explained that this "mass notification" 911 and mapping system is installed. 911 MAPPING UPDATE Swetlik explained that he met with the Finance Committee and this Bulberry 911 Mapping System will be funded through the Wireless 911 Revenue account. DIRECTOR'S REPORT — EMERGENCY MANAGEMENT Borup reported on several issues for Colvard: 1. Severe Weather /Tornado Awareness Week is April 20 -24, 2009, with a mock tornado drill being conducted on April 23, 2009 at 1:40 p.m. If bad weather on April 23` then the drill will be done on April 24, 2009. (Handout) 2. The 2006 Pre - Disaster Mitigation Grant has been closed out with the federal share being fully paid to the County. 3. The Office of Justice Assistance is accepting pre - applications for the Round 5 Interoperable Communications Grant. This grant will replace and upgrade existing VHF public safety radios. Any local or tribal public safety agency in WI can pre - apply. The deadline for pre - application is June 5, 2009. (Handout) Swetlik commented that fixed Radio -Base stations can be funded on this grant. Swetlik's plan is to apply for his Radio Base project to be funded. 4. The first half of FFY 09's Plan of Work has been completed. A letter has been submitted to the state. (Handout) 5. An updated State Statute 166 was given as a handout noting the change of a County Board Chair being able to declare a State of Emergency. 6. A handout showing St. Croix County's Flood vulnerability was given. COUNTY WARNING SIREN PROCEDURE Swetlik provided a handout on this subject and informed that Corporation Counsel has no formal opinion on this procedure. Corporation Counsel advises that if any change is made to the procedure, that the public be informed. Discussion was held on certain circumstances, and a Rebholz /Speer MOTION was made to not sound the sirens when a Warning Extension is issued. DIRECTOR'S REPORT — EMER. COMMUNICATIONS Swetlik informed that National Telecommunicator Week is April 12 -18, 2009. Swetlik gave a handout. Borup was concerned that the last paragraph doesn't fully compliment the Emergency Telecommunicators; Swetlik will revise. Swetlik explained that he has communication devices on the New Richmond Water Tower. County Building Services maintains this tower. Swetlik and Bldg. Services are working together in case the tower's removal or modifications to the tower affect communication devices. Swetlik explained Capital Outlay, along with a handout. Swetlik has five items starting in year 2012. Borup would like it noted that in the years 2010 and 2011 there are no capital outlay projects. Swetlik informed that he has had brochures locally printed. These brochures will educate and will be distributed at County tours, etc., educating parents, teachers, and children about the use of the 911 Center and cell phones. COMMITTEE CHAIRMAN'S COMMENTS Whiting informed the Committee to submit their 2010 Goal Setting items to the County Board. The meeting adjourned at 10:20 a.m. Respectfully Submitted, Emergency Mgmt.
