INTRODUCTION
On 23 July 2003, a soil test and evaluation was conducted by this soil tester on the property
described above. The soil test was done in response to a request by the property owner, Terry
Hermanson, as part of the development of this parcel for a three- bedroom residence.
The initial determination found the site to be marginally suitable for a mound type septic system
(Soil Absorption System). However, there was not a clear separation distance of 4 inches
between the bottom of the A horizon and evidence of seasonal saturation (as evidenced by
redoximorphic features). As a result, this soil tester requested the presence of the Wisconsin
State Waste Water Specialist, Leroy Jansky, to conduct a soils review of this site, specifically in
the area of the proposed SAS. The soils verification -soils on -site was conducted on 4 August
2003.
RATIONAL FOR THE INTERPRETIVE REPORT
High and low chroma features in the soil as compared with matrix soil colors are considered as
indicators of seasonal saturation in the State of Wisconsin. Department of Commerce Comm
81.01 (118) states:
"High groundwater" means zones of soil saturation which include perched water tables,
shallow regional groundwater tables or aquifers, or zones that are seasonally, periodically
or permanently saturated.
Comm 81.01 (119) further defines evidence of seasonal saturation in the soils:
"High groundwater elevation" means the higher of either the elevation to which the soil is
saturated when observed as a free water surface, or the elevation to which the soil has
been seasonally or periodically saturated as indicated by the highest elevation of
redoximprohic features in the soils.
At least 36 inches of suitable soil is required between the bottom of the soil absorption system
and the redoximorphic soil features in most types of soils (Table 83.44 -3, Department of

Commerce). Where this does not exist, an`above ground SAS must be constructed (i.e. mound or
At- Grade).
The POWTS code gives further consideration to sites in which redoximorphic features are close
to the bottom of the A horizon. Comm 85.30 (2) (b) states:
Unless determined otherwise..., the highest elevation of seasonal soil saturation shall be
the ground surface where redoximorphic features are present within 4 inches of the
bottom of the A horizon.
This code limitation in the suitability of soils on a site for a SAS can be challenged in situations
where the certified soil tester feels that seasonal saturation does not extend to the surface and
where there is at least 6 inches of suitable in situ soil. In such a case, Comm 85.60 (2) does
allow for the CST to write a written report evaluating and interpreting redoximorphic soil
features.
GEOLOGICAL HISTORY
The soils observed on site strongly suggest that the area has been influenced by glaciation. Soils
appear to be loess, underlain by glacial till. No bedrock was observed at the depth of the hand
dug pits.
The subsurface formation in St. Croix County consists of the Prairie Du Chien Group (dolomite
and sandy dolomite). Depth to bedrock ranges from 0 - 15 meters (Brown, B.A. (1988)). This
formation is of Ordovician origin (Paleozoic era 425 mya). Dolomite appears to have been laid
during the early Ordovician period, while the sandstone was laid during the late part of the period
(Paull, R.K. and Paull, R.A. (1977)).
Glaciation of St. Croix County occurred many times during the history of the earth, although the
most recent glaciation, during the Pleistocene epoch (approximately 1 million to 10,000 years
before present), is the most apparent. There were several stages of glacial advance, the most
recent being the Wisconsin stage. This was the result of the advance of the Superior Lobe
(Martin, L. (1965). The Physical Geology of Wisconsin. University of Wisconsin Press,
Madison, Wisconsin).
The glacial till present as parent material in the subsoil of the Hermanson site is most likely the
result of deposit from Superior Lobe material. Loess, present as soil of the Ap, E, and portions
of the Bt horizon, may be the result of windblown fine textured soil on the banks and floodplains
of the Eau Galle River or the St Croix River.
LOCAL HYDROLOGY
As noted on the accompanying topographic maps, regionally, the land surface has a gentle slope
to the west, south-west. This slope is presumably the influence of the seasonal creek, which lays
approximately 200 feet west of the proposed site for the soil absorption system. The largest river
in the immediate area of this site is the Eau Galle River which lays approximately 4 miles west of
the site. Approximately 1 mile east of the site is the county line for Dunn County. Dunn County

is predominantly a driftless area with Precambrian sandstone and loess caps. The area west of
the Saint Croix -Dunn County line may have, at one point in geological time, been part of the
watershed to the Eau Galle River. The relatively erosion - resistant sandstone of Dunn County
may have been the east boundary of the watershed. The area between the Eau Galle River and
Dunn County may have been the floodplain to the Eau Galle River. The Hermanson property is
approximately 58 feet higher in elevation than the Eau Galle River (1200 ft MSL versus 1148 ft
MSL).
Although the regional flow is westerly, there are considerable topographic changes in the land
surface within the area of the proposed soil absorption system. These changes have been noted
on the accompanying 2 plot plans. Plot plan 1 shows an overall lay -out of the proposed SAS.
An arbitrary benchmark (BM) has been established immediately north of the proposed SAS.
This has been assigned the elevation of 100.0'. As noted, the elevation of the proposed mound
site lays along the 96.28 foot contour.
The topographic maps consulted for this report do not indicate any wetland areas in the
immediate vicinity of the proposed mound SAS's. No naturally occurring areas of standing
water were observed in the area of the proposed mound SAS's. However, seasonal waterways
were observed approximately 200 feet east of the proposed SAS and approximately 200 feet west
of the proposed system. Soil maps for the area also depict areas of seasonal waterways.
SOIL MAPPING OF THE AREA
Direct soil mapping of this area by this soil tester indicates that, taxonomically, this soil is a
Glossaqualf (an aquic alfisol). Aquic alfisols have elluvial and illuvial horizons which are
saturated at some time during the year (as evidenced by the redoximorphic features). Soil series
maps for this area characterize this area as Glossaquic Hapludalfs. Specifically, this is classified
as Vlasaty series soils. (Information on the soil series for this area was provided by the St. Croix
County Soil Conservation Service.)
As noted in the CST Soil and Site Evaluation, clay loam was encountered in all pits in the
vicinity of the proposed SAS. Depth to these layers varied from 12 to 18 inches in the pits where
the layers could be observed. No standing water was observed in any of the pits.
Redoximorphic features were observed in the soil, and reported in the Soil and Site Evaluation,
starting as shallow as 8 inches below grade. No redoximorphic features were observed in the A
horizon.
VARIAT IONS IN SOIL CONDITIONS AND SURFACE WATER FLOW
Regional surface water flow (and presumably subsurface flow) is west towards the Eau Galle
River. Topography in the vicinity of the proposed SAS indicate that flow is southeast (10%
slope) away from the proposed mound site.
General surface water flow in the area may be primarily vertical for the first 8 inches as a result
of the relatively permeable upper horizons. Permeability is moderately slow in the subsoil and is
most likely perching above the dense clay loam subsoil.

Permeability in the upper horizons may also be the result of extensive cultivation, thus loosening
the soil and increasing its permeability in the upper horizons.
Also present in the Ap horizon, and slightly into the subsoil, were worm channels, suggesting
that the upper horizon was aerated enough to support aerobic organisms. Roots and root
channels were also present in the 0 to 8" range of the soil profile.
Soil colors as noted by this soil tester were 10YR 3/2 from 0 -8 ". This grayish brown color is
darker than the gleyed colors one would associate with a more aquic condition. This suggests
that in the upper soil profile at least, perching conditions do not take place for any considerable
period of time.
No puddled or massive soils were observed in the area of the proposed SAS's to a depth of 8
inches.
Close inspection of the Ap horizon did not indicate the presence of redoximorphic features. This
suggests that although there is not an A +4 situation, there is adequate depth in the A horizon
(approximately 8 inches) to maintain a suitable distance between the bottom of the SAS and the
limiting factor and thus to allow for the placement of a mound SAS.
The gradual appearance of redox features in the soil profile is also significant with respect to the
actual depth of seasonal saturation. Although low chroma and high chroma features were
observed in some areas of the soil immediately below the A horizon, these colors were not
prominent until the Bt horizon, thus suggesting that significant seasonal saturation did not occur
in the A horizon.
PROPOSALS
This soil tester feels that mound systems on these sites would adequately provide wastewater
treatment and effluent dispersal as long as the follows design conditions are implemented:
1. The construction of the soil absorption system must be in the area designated on the plot
plan.
2. Areas lower in the landscape must not be used for soil absorption systems.
3. The SAS must be designed very long and narrow with a linear loading rate equal or less
than 4.5 gpd/ft. This may limit the number of bedrooms that a can be placed on the site.
4. At least 2.50 feet of ASTM 33 sand be used under the laterals.
5. Maximum hole spacing in laterals should be 30 inches.
6. Slopes on the down -slope side of the mound should be 1:4 rather than the traditional 1:3
to increase the toe absorption area.
7. The area upslope of the proposed SAS's should be contoured to prevent water from

flowing into the mound areas. In other words, the area around the upslope should be
higher than surrounding areas to encourage water movement away from the proposed
mound. In addition, the up -slope toe should be designed so that water is diverted around
the mound. This entails changing the up -slope toe gradually from a 3:1 slope to a 5:1
slope.
8. A diversion trench should be constructed 15 to 25 feet up -slope of the SAS to divert
water from the proposed residence around the mound.

An onsite soils verification was conducted at the above referenced site as per district policy for all sites
with less than four inches of unsaturated soil below the bottom of the A horizon. The intent of this
investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or
absence of redoximorphic features in the A horizon and subsoil. In -situ soil texture, structure, and
consistence factors were also reviewed as they relate to wastewater application rates. Other site
conditions such as percent and direction of slope, landscape position, land surface contour length, and
surface water hydrology may also be noted and their effects are factors considered in the
recommendations and conclusions portion of this report.
Adequate contour length is available to maintain a low linear loading rate (5 4.5 gpdt t) and thus should
be fully utilized in the mound design. Soil borings were hand dug within the tested area as identified by
the CST. Two soil borings were reviewed in this area.

An onsite soils verification was conducted at the above referenced site as per district policy for all sites
with less than four inches of unsaturated soil below the bottom of the A horizon. The intent of this
investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or
absence of redoximorphic features in the A horizon and subsoil. In -situ soil texture, structure, and
consistence factors were also reviewed as they relate to wastewater application rates. Other site
conditions such as percent and direction of slope, landscape position, land surface contour length, and
surface water hydrology may also be noted and their effects are factors considered in the
recommendations and conclusions portion of this report.
Adequate contour length is available to maintain a low linear loading rate (5 4.5 gpd /ft) and thus should
be fully utilized in the mound design. Soil borings were hand dug within the tested area as identified by
the CST. Two soil borings were reviewed in this area.

The submittal described above has been reviewed for conforman ce with applicable Wisconsin Administrative
Codes and Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. The owner, as defined

5. Pursuant to outlet filter product approval stipulations, maintenance information must be given to tKe cKvner of
the POWTS explaining that periodic cleaning of the septic tank outlet filter is required. The access opening
used to service the filter shall terminate at or above finished grade with a watertight cover.
A copy of the approved plans, specifications and this letter shall be on -site during construction and open to
inspection by authorized representatives of the Department, which may include local inspectors. All permits
required by the state or the local municipality shall be obtained prior to commencement of
construction /installation/operation.
In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions
should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this
review shall relieve the designer of the responsibility for designing a safe building, structure, or component.

Attached please find the mound design for the Hermanson residential property. Please note the
following:
1) This mound design is based on the criteria set forth in the Mound Component Manual
for POWTS - S13D- 10691 -P (R. 01 /O1) and the Pressure Distribution Manual for POWTS
- SBD -10706 (R. 01 /01);
2) The installer of the proposed mound system is responsible for installation according to
this design. The owner is responsible for the operation and maintenance of the system.
The owner or owner's agent is required to submit necessary maintenance reports to the
appropriate jurisdiction;
3) Routine and preventative maintenance is outlined in Section VIII of the Mound
Component Manual;
4) A contingency plan must be implemented in the event that this system should fail.
This plan may include:
A) attempting to correct the problem and restore the existing mound to daily use;
B) leveling the site on which the present mound is located and constructing a new
mound system;
C) finding a new, undisturbed area for a POWTS.

MAINTENANCE INSTRUCTIONS
Inspections of tanks and dispersal cells shall be made by an individual carrying one of the following licenses or certifications: Master
Plumber; Master Plumber Restricted Sewer; POWTS Inspector; POWTS Maintainer; Septage Servicing Operator (pumper). Tank
inspections must include a visual inspection of the tank(s) to identify any missing or broken hardware, identify any cracks or leaks,
measure the volume of combined sludge and scum and a check for any back up or ponding of effluent on the ground surface. The
dispersal cell(s) shall be visually inspected to check the effluent levels in the observation pipes and to check for any ponding of effluent
on the ground surface. The ponding of effluent on the ground surface may indicate a failing condition and requires the immediate
notification of the local regulatory authority.
When the combined accumulation of sludge and scum in any treatment tank equals one -third (36) or more of the tank volume, the entire
contents of the tank shall be removed by a Septage Servicing Operator and disposed of in accordance with chapter NR 113, Wisconsin
Administrative Code.
All other services, including but not limited to the servicing of effluent filters, mechanical or pressurized components, pretreatment units,
and any servicing at intervals of <_12 months, shall be performed by a certified POWTS Maintainer.
A service report shall be provided to the local regulatory authority within 10 days of completion of any service event.

INTRODUCTION
On 23 Jul 2003, a soil test and evaluation was conducted by this soil tester on the propert3f

Hermanson, as part of the development of this parcel for a three- bedroom residence.
The initial determination found the site to be marginally suitable for a mound type septic system
(Soil Absorption System). However, there was not a clear separation distance of 4 inches
between the bottom of the A horizon and evidence of seasonal saturation (as evidenced by
redoximorphic features). As a result, this soil tester requested the presence of the Wisconsin
State Waste Water Specialist, Leroy Jansky, to conduct a soils review of this site, specifically in
the area of the proposed SAS. Ile soils verification -soils on -site was conducted on 4 August
213.
RATIONAL FOR THE INTERPRETIVE REPORT
High and low chroma features in the soil as compared with matrix soil colors are considered as
indicators of seasonal saturation in the State of Wisconsin. Department of Commerce Comm
81.01 (118) states:
"High groundwater" means zones of soil saturation which include perched water tables,
shallow regional groundwater tables or aquifers, or zones that are seasonally, periodically
or permanently saturated.
Comm 81.01 (119) further defines evidence of seasonal saturation in the soils:

"High groundwater elevation" means the higher of either the elevation to which the soil is
saturated when observed as a free water surface, or the elevation to which the soil has
been seasonally or periodically saturated as indicated by the highest elevation of
redoximprohic features in the soils.
At least 36 inches of suitable soil is required between the bottom of the soil absorption system
and the redoximorphic soil features in most types of soils (Table 83.44 -3, Department of

Commerce). Where this does not exist, an above ground SAS must be constructed (i.e. mound or
At- Grade).
The POWTS code gives further consideration to sites in which redoximorphic features are close
to the bottom of the A horizon. Comm 85.30 (2) (b) states:
Unless determined otherwise..., the highest elevation of seasonal soil saturation shall be
the ground surface where redoximorphic features are present within 4 inches of the
bottom of the A horizon.
This code limitation in the suitability of soils on a site for a SAS can be challenged in situations
where the certified soil tester feels that seasonal saturation does not extend to the surface and
where there is at least 6 inches of suitable in situ soil. In such a case, Comm 85.60 (2) does
allow for the CST to write a written report evaluating and interpreting redoximorphic soil
features.
GEOLOGICAL HISTORY
The soils observed on site strongly suggest that the area has been influenced by glaciation. Soils
appear to be loess, underlain by glacial till. No bedrock was observed at the depth of the hand
dug pits.
The subsurface formation in St. Croix County consists of the Prairie Du Chien Group (dolomite
and sandy dolomite). Depth to bedrock ranges from 0 - 15 meters (Brown, B.A. (1988)). This
formation is of Ordovician origin (Paleozoic era 425 mya). Dolomite appears to have been laid
during the early Ordovician period, while the sandstone was laid during the late part of the period
(Paull, R.K. and Paull, R.A. (1977)).
Glaciation of St. Croix County occurred many times during the history of the earth, although the
most recent glaciation, during the Pleistocene epoch (approximately 1 million to 10,000 years
before present), is the most apparent. There were several stages of glacial advance, the most
recent being the Wisconsin stage. This was the result of the advance of the Superior Lobe
(Martin, L. (1965). The Physical Geology of Wisconsin. University of Wisconsin Press,
Madison, Wisconsin).
The glacial till present as parent material in the subsoil of the Hermanson site is most likely the
result of deposit from Superior Lobe material. Loess, present as soil of the Ap, E, and portions
of the Bt horizon, may be the result of windblown fine textured soil on the banks and floodplains
of the Eau Galle River or the St Croix River.
LOCAL HYDROLOGY
As noted on the accompanying topographic maps, regionally, the land surface has a gentle slope
to the west, south-west. This slope is presumably the influence of the seasonal creek, which lays
approximately 200 feet west of the proposed site for the soil absorption system. The largest river
in the immediate area of this site is the Eau Galle River which lays approximately 4 miles west of
the site. Approximately 1 mile east of the site is the county line for Dunn County. Dunn County

is predominantly a driftless area with Precambrian sandstone and loess caps. The area west of
the Saint Croix -Dunn County line may have, at one point in geological time, been part of the
watershed to the Eau Galle River. The relatively erosion - resistant sandstone of Dunn County
may have been the east boundary of the watershed. The area between the Eau Galle River and
Dunn County may have been the floodplain to the Eau Galle River. The Hermanson property is
approximately 58 feet higher in elevation than the Eau Galle River (1200 ft MSL versus 1148 ft
MSL).
Although the regional flow is westerly, there are considerable topographic changes in the land
surface within the area of the proposed soil absorption system. These changes have been noted
on the accompanying 2 plot plans. Plot plan 1 shows an overall lay -out of the proposed SAS.
An arbitrary benchmark (BM) has been established immediately north of the proposed SAS.
This has been assigned the elevation of 100.0'. As noted, the elevation of the proposed mound
site lays along the 96.28 foot contour.
The topographic maps consulted for this report do not indicate any wetland areas in the
immediate vicinity of the proposed mound SAS's. No naturally occurring areas of standing
water were observed in the area of the proposed mound SAS's. However, seasonal waterways
were observed approximately 200 feet east of the proposed SAS and approximately 200 feet west
of the proposed system. Soil maps for the area also depict areas of seasonal waterways.
SOIL MAPPING OF THE AREA
Direct soil mapping of this area by this soil tester indicates that, taxonomically, this soil is a
Glossaqualf (an aquic alfisol). Aquic alfisols have elluvial and illuvial horizons which are
saturated at some time during the year (as evidenced by the redoximorphic features). Soil series
maps for this area characterize this area as Glossaquic Hapludalfs. Specifically, this is classified
as Vlasaty series soils. (Information on the soil series for this area was provided by the St. Croix
County Soil Conservation Service.)
As noted in the CST Soil and Site Evaluation, clay loam was encountered in all pits in the
vicinity of the proposed SAS. Depth to these layers varied from 12 to 18 inches in the pits where
the layers could be observed. No standing water was observed in any of the pits.
Redoximorphic features were observed in the soil, and reported in the Soil and Site Evaluation,
starting as shallow as 8 inches below grade. No redoximorphic features were observed in the A
horizon.
VARIATIONS IN SOIL CONDITIONS AND SURFACE WATER FLOW
Regional surface water flow (and presumably subsurface flow) is west towards the Eau Galle
River. Topography in the vicinity of the proposed SAS indicate that flow is southeast (10%
slope) away from the proposed mound site.
General surface water flow in the area may be primarily vertical for the first 8 inches as a result
of the relatively permeable upper horizons. Permeability is moderately slow in the subsoil and is
most likely perching above the dense clay loam subsoil.

Permeability in the upper horizons may also be the result of extensive cultivation, thus loosening
the soil and increasing its permeability in the upper horizons.
Also present in the Ap horizon, and slightly into the subsoil, were worm channels, suggesting
that the upper horizon was aerated enough to support aerobic organisms. Roots and root
channels were also resent in the e 0 to 8 range of the soil profile.
Soil colors as noted by this soil tester were 10YR 3/2 from 0 -8 ". This grayish brown color is
darker than the gleyed colors one would associate with a more aquic condition. This suggests
that in the upper soil profile at least, perching conditions do not take place for any considerable
period of time.
No puddled or massive soils were observed in the area of the proposed SAS's to a depth of 8
inches.
Close inspection of the Ap horizon did not indicate the presence of redoximorphic features. This
suggests that although there is not an A +4 situation, there is adequate depth in the A horizon
(approximately 8 inches) to maintain a suitable distance between the bottom of the SAS and the
limiting factor and thus to allow for the placement of a mound SAS.
The gradual appearance of redox features in the soil profile is also significant with respect to the
actual depth of seasonal saturation. Although low chroma and high chroma features were
observed in some areas of the soil immediately below the A horizon, these colors were not
prominent until the Bt horizon, thus suggesting that significant seasonal saturation did not occur
in the A horizon.
PROPOSALS
This soil tester feels that mound systems on these sites would adequately provide wastewater
treatment and effluent dispersal as long as the follows design conditions are implemented:
1. The construction of the soil absorption system must be in the area designated on the plot
plan.
2. Areas lower in the landscape must not be used for soil absorption systems.
3. The SAS must be designed very long and narrow with a linear loading rate equal or less
than 4.5 gpd/ft. This may limit the number of bedrooms that a can be placed on the site.
4. At least 2.50 feet of ASTM 33 sand be used under the laterals.
5. Maximum hole spacing in laterals should be 30 inches.
6. Slopes on the down -slope side of the mound should be 1:4 rather than the traditional 1:3
to increase the toe absorption area
7. The area upslope of the proposed SAS's should be contoured to prevent water from

flowing into the mound areas. In other words, the area around the upslope should be
higher than surrounding areas to encourage water movement away from the proposed
mound. In addition, the up -slope toe should be designed so that water is diverted around
the mound. This entails changing the up -slope toe gradually from a 3:1 slope to a 5:1
slope.
8. A diversion trench should be constructed 15 to 25 feet up -slope of the SAS to divert
water from the proposed residence around the mound.

An onsite soils verification was conducted at the above referenced site as per district policy for all sites
with less than four inches of unsaturated soil below the bottom of the A horizon. The intent of this
investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or
absence of redoximorphic features in the A horizon and subsoil. In -situ soil texture, structure, and
consistence factors were also reviewed as they relate to wastewater application rates. Other site
conditions such as percent and direction of slope, landscape position, land surface contour length, and
surface water hydrology may also be noted and their effects are factors considered in the
recommendations and conclusions portion of this report.
Adequate contour length is available to maintain a low linear loading rate (S 4.5 gpd/ft) and thus should
be fully utilized in the mound design. Soil borings were hand dug within the tested area as identified by
the CST. Two soil borings were reviewed in this area.

Recommendations for this site include the possible use of a mound system designed to overcome
limitations of a high level of seasonal soil saturation and slow permeability present in the subsoil. A soil
saturation determination pursuant to Comm 85.60 must be completed by a CST and approved by the
department to certify that this site has at least 6 inches of soil free of saturated conditions for seven or
more consecutive days. Should a mound design be pursued for use at this site, the linear loading rate
should not exceed 4.5 gpdt t and the basal wastewater application rated should not exceed 0.2 2
least 30 inches of sand lift must be used when apply s e p tic tank effluent to the distribution cell. The

longest portion of the mound must be orientated along the contour. The mound shall be constructed to
divert surface water around the mound structure as much as possible. In addition, waterway shall be

constructed 20-50 feet up slope of the mound to intercept surface water and divert it away from the
mound system area.

General Comments and Recommendations: Soils are somewhat poorly drained Aquic Hapludalfs underlain by glacial till. Redox features are the result
of perching above the dense till layer. A long narrow mound SAS is recommended for this site (gravel area = 4 ft x 112.5 ft) with 2.50 feet of sand
