ST. ROM�'w '° �..1NTY RESOLUTION APPROVING APPLICATION AND ADMINISTRATION
OF TARGETED RUNOFF MANAGEMENT GRANTS
1 WHEREAS St. Croix County is interested in acquiring grants from the Wisconsin Department of
2 Natural Resources for the purpose of implementing measures to control agricultural or urban storm
3 water runoff pollution sources (as described in the application and pursuant to ss. 281.65 or 281.66,
4 Wis. Stats., and chs. NR 151, 153 and 154); and

6 WHEREAS, a cost-sharing grant is required to carry out the project; and

8 WHEREAS,the DNR expects the individual(s) in the positions authorized by this resolution to
9 become familiar with the applicable grant program's procedures for the purpose of taking the necessary
10 actions to undertake, direct, and complete the approved project, including acting as the primary contact
11 for the project, submitting required materials for a complete grant application,fulfilling the
12 requirements of the grant agreement, carrying out acquisition or development project (e.g., obtaining
13 required permits, noticing, bidding,following acquisition guidelines, etc.), and closing the grant project
14 (e.g., submitting final report, grant reimbursement forms and documentation, and organization of
15 project files for future monitoring of compliance).

17 THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the Community
18 Development Director,the Resource Management Administrator and/or the Grant Manager are
19 authorized to act on behalf of St. Croix County and the Community Development Department to:
20 • Sign and submit an application to the State of Wisconsin Department of Natural Resources for
21 any financial aid that may be available;
22 • Sign a grant agreement between the St. Croix County and the Department of Natural Resources;
23 • Enter into cost-share agreements with landowner/operator to install best management
24 practices;
25 • Make cost-share payments to landowner/operator after payment is requested, evidence of
26 contractor payment by landowner/operator has been received, and grantee has verified proper
27 BMP installation;
28 • Sign and submit reimbursement claims along with necessary supporting documentation;
29 • Sign and submit interim and final reports and other documentation as required by the grant
30 agreement;
31 • Sign and submit an Environmental Hazards Assessment Form, if required; and
32 • Take necessary action to undertake, direct and complete the approved project.

34 FURTHER, be it resolved that St. Croix County shall comply with all state and federal laws,
35 regulations and permit requirements pertaining to implementation of this project and to fulfillment of
36 the grant document provisions.
