ST. ROM�w UNTY RESOLUTION UPDATING COUNTY BOARD RULES AND BYLAWS

1 WHEREAS, it is one of the Administration Committee's responsibilities to recommend
2 changes to the Rules and Bylaws to the County Board; and
3 WHEREAS, the Administration Committee has reviewed and recommends that
4 amendments be made to the Rules and Bylaws.
5 NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
6 Supervisors that the attached amendments to the Rules and Bylaws of the Board of Supervisors
7 of St. Croix County, Wisconsin are hereby adopted.
8 BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors that the
9 amendments to the Rules and Bylaws attached hereto are effective immediately.

WHEREAS,it is one of the Administration Committee's responsibilities to recommend
changes to the Rules and Bylaws to the County Board; and
WHEREAS,the Administration Committee has reviewed and recommend that
amendments be made to the Rules and Bylaws.
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board of
Supervisors that the attached amendments to the Rules and Bylaws of the Board of Supervisors
of St. Croix County, Wisconsin are hereby adopted.
BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors that the
amendments to the Rules and Bylaws attached hereto are effective immediately.
1) Amend ARTICLE THREE, MEETINGS OF THE COUNTY BOARD, Section A
(1) and(4) to read as follows:
Section A. Meeting Place, Dates and Times. County Board meetings shall be held as follows:
1. Regular Meeting Dates and Times. The County Board shall hold its regular meetings
at the St. Croix County Government Center, 1101 Carmichael Road, Hudson,
Wisconsin, the first Tuesday of each month except for the Organizational Meeting
which is to be held at the date described below. The meetings in November,
December, January, and February shall begin at 9-40 8:00 a.m. The meetings in
March, April, May, June, July, August, September and October shall begin at 5:00
p.m. When necessary, meeting dates and times may be changed by the County Board
Chair.
4. Organizational Meeting. The Organizational Meeting is held the third Tuesday of
April at 5:00 p.m. 8:00 a.m. in even numbered years following the spring election.
The Board elects the Chair and Vice-Chair, confirms County Administrator
appointments to the Health and Human Services Board(and Council on Aging and
Disabilities) and elects the remaining four Standing Committees. Any other County
business before the County Board is handled as it would be at any other regular
meeting.
2) Amend ARTICLE THREE, MEETINGS OF THE COUNTY BOARD, Section E (3)
to read as follows:
Section E. Procedures.
3. The order of business on a County Board meeting agenda shall be as follows:

3) Amend ARTICLE FOUR, COUNTY BOARD STANDING COMMITTEES,
Section F, 5 (c) to read as follows:
Section F. Standing Committee Meetings.
5. Any public comment section of the agenda shall follow public comment protocol as follows:

b. The Committee Chair will announce a set period of time for any Public Comment
based on the number of speakers and number of items on the agenda. Each
speaker is limited to a maximum of three (3) minutes in length or as announced
by the Committee Chair. No further comments will be allowed during the rest of
the meeting unless approved by the Committee Chair whose decision may be
appealed to the Standing Committee.
C. A comment card should be completed and given to the Committee Chair who will
call speakers up one at a time. For-t4ose not wishing to speak, the Comm4ee
Chair-will read t4e wr-44en eemment ear-d after- all t4e speakers are done.
4) Amend ARTICLE FOUR, COUNTY BOARD STANDING COMMITTEES,by
creating Section I, 1 (c) 21) to read as follows:

9. Transit Commission. The Transit Commission is created pursuant to Wis. Stat. §
59.58(2)which permits counties to establish, maintain and operate a comprehensive
unified transportation system which is to be used chiefly for the transportation of persons
and freight.
a. Members: Nine (9) members, two (2)members shall be Transportation Committee
members, one (1) member shall be from the County Board at large and
members shall be citizens.
b. Term: Staggered 3 year terms.
c. Populated: Appointments shall be made by the County Administrator pursuant to
Wis. Stat. § 59.18(2)(c).
