The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible compliance with all code requirements. No person may engage in or work at plumbing in the state unless licensed to do so by the Department per s.145.06, stats. The following conditions shall be met during construction or installation and prior to occupancy or use: Key item(s) • In the event this soil absorption system or any of its component parts malfunctions so as to create a health hazard, the property owner must follow the contingency plan as described in the approved plans. In addition, the owner must insure that the operation, maintenance and monitoring duties as described in the "In- Ground Soil Absorption Manual System" are complied with. A copy of this information must be given to the owner upon completion of the project. • This approval does not include plans for the general plumbing systems or sewer piping leading to the septic/holding tank that may be required for this project. See section COMM 82.20, Wis. Adm. Code, to determine if plan submittal and approval is required. • The plumbing for this project discharges to a private sewage system. The approval covers only domestic /sanitary wastes directed into this system. The Department of Natural Resources (WDNR) must be contacted regarding the treatment and disposal of all industrial wastes, including those combined with domestic /sanitary wastes. • Comm 83.02. This approval covers only the domestic wastewater directed into the POWTS. The Department of Natural Resources must be contacted regarding the treatment and disposal of non - domestic wastewater, including those mixed with domestic wastewater. Pursuant to s. Comm 83.21(2)(c)5, Wis. Adm. Code, if any part of a POWTS requires servicing or maintenance at an interval of 12 months or less, a notice of the need for such servicing or maintenance must be recorded with the deed for the property. If the maintenance or service notice has not been recorded, a sanitary permit can not be issued by the sanitary permit issuing agent. • The gravel -less system components must be installed in accordance with the manufacturer's printed instructions, the plan approval, and ch. Comm 83, Wis. Adm. Code. If there is a conflict between the manufacturer's instructions and the plan approval, the plan approval and code requirements will take precedence. • The designer proposes to install an outlet filter to achieve the requirement of wastewater particle size. Maintenance information must be given to the owner of the tank explaining that periodic cleaning of the septic tank outlet filter will be required. The outlet filter shall be installed per product approval stipulations. Reminder • Materials shall conform to the requirements of COMM 84. • Surface water drainage shall be diverted away from the system area. • Maintain well and waterline set backs per COMM 83.43(8)(i). A copy of the approved plans, specifications and this letter shall be on -site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. All permits required by the state or the local municipality shall be obtained prior to commencement of construction/installation /operation. In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. Tank inspections must Include a visual inspection of the tank(s) to identify any missing or broken hardware, identify any cracks or leaks, measure the volume of combined sludge and scum and to check for any back up or ponding of effluent on the ground surface. The dispersal cell(s) shag be visually inspected to check the effluent levels In the observation pipes and to check for any ponding of effluent on the ground surface. The ponding of effluent on the ground surface may indicate a failing condition and requires the immediate notification of the local regulatory authority. When the combined accumulation of sludge and scum in any tank equals one -third (Y or more of the tank volume, the entire contents of the tank shag be removed by a Septage Servicing Operator and disposed of in accordance with chapter NR 113, Wisconsin Administrative Code. All other services, Including but not limited to the servicing of effluent filters, mechanical or pressurized components, pretreatment units. and any"servicing at intervals of 512 months, shall be performed by a certified POWTS Maintainer. A service report shag be provided to the local regulatory authority,within 10 days of completion of any service event. p 7 o�L.)l Page v of v START UP AND OPERATION For new construction, prior to use of the POWTS check treatment tank(s) for the presence of Painting Products or other chemicals that may impede the treatment process and /or damage the dispersal; cell(s). If high concentrations are detected have the contents of the tank(s) removed by a septage servicing operator prior to use. System start up shall not occur when soil conditiorm are frozen at the infiltrative surface. During power outages pump tanks may fill! above normal highwater levels. When power is restored the excess wastewater will be discharged to the cell(s) in one large dose, overloading the eeills) and may result in the backup or surface discharge of effluent. To avoid this situation have the contents of the pump tank removed by a Septage Servicing Operator prior to restoring power to the effluent pump or contact a Plumber or POWTS Maintalner to assist in manually operating the pump controls to restore normal levels within the pump tank. Do not drive or park vehicles over tanks and dispersal cells. Do not drive or park over, or otherwise disturb or compact, the area within 15 feet down slope of any mound or at -grade soil absorption area. Reduction or elimination of the following from the wastewater stream may improve the performance and prolong the life of the POWTS: antibiotics; baby wipes, cigarette butts; condoms; cotton swabs; degreasers; dental floss; diapers; disinfectants; fat; foundation drain (sump pump) water; fruit and vegetable peelings; gasoline; grease; herbicides; meat scraps; medications; oil; painting product0,•pesticides; sanitary napkins; tampons; and water softener brine. ABANDONMENT When the POWTS fails and /or is permanently taken out of service the following steps shall be taken to insure that the system is properly and safely abandoned in compliance with chapter Comm 83.33, Wisconsin Administrative Code: • All piping to tanks and pits shall be disconnected and the abandoned pipe openings seated. • The contents of all tanks and pits shall be removed and property disposed of by a Septage Servicing Operator. e After pumping, all tanks and pits shall be excavated and removed or their covers removed and the void space filled with soil, gravel or another inert solid material. Tile plans were submitted by Brady Utgard, 112 Keller Ave. #2, Amery, WI 54001, a licensed Private Onsite Wastewater Treatment Sysb=n (POTWS) designer and were received for approval on April 26, 2006_ The Spring Point Project is to build and operate a bioseczue barrier facility to raise high- healtb pigs that meet the federal requirernerIts for using animal tissues in burinans. Research has shown success reversing type 1 diabetes in hutnens through islet transplantation, however, the demand for islet cells grossly outweighs the supply for planned pig islet transplant trials in humans. T w goal is to have suitable donor pigs available by the time the University of Minnesota's Diabetes Institute for Immunology and Transplantation has refined the immunosuppressive treatment to a point that makes it safe for clinical trials to begin. At full operation the Spring Point Project will house 159 pigs including boars, sows, nursing pigs and growing pigs in each size class. To maintain a biosecurre facility, Spring Point does not want any waste hauling trucks to come onto the site to remove the waste for disposal elsewhere. Because a sanitary sewer is not available, the designer has proposed to treat the manure and wastewater and dispose of it on -site in a subsurface soil absorption system. The designer has estimated the waste volume as 210 gallons of pig manure and 3410 gallons of wash water for a total of 3620 gpd- Published charts for waste excreted from each size and type of swine were used to calculate total. of 48.5 Ib biochemical oxygen demand (BOD) /day and 15.8 lb nitrogen/day. The waste entering the first treatment tank will have an estimated 1615 mg/1 BOD and 528 mg/1 total N. The propose treatment system design follows COMM 83, Wis. Adm. Code, criteria and is outlined as follows: a Effluent will flow to two 6000 gallon septic tanks in series with an effluent filter in the second tank. The filter will be cleaned whenever necessary by accessing through a riser that is above the ground surface. • Septic tank effluent flows to a 9100 gallon surge tank from which a dose is pumped to the "Nibbler' system at a timed interval of approximately 30 minutes. dnr.wi.gov Quality Natural Resources Management wisconsin.gov Through Excellent Customer Service 2 -d a 'There will be 46 "Nibbler' pods located in two 7700 gallon tanks which are at the ground surface for ease of maintenance. Each "Nibbler" pod is at the top of the tank and consists of buoyant media that are the attachment surfaces for the treatment bacteria. A blower supplies air continuously to an air lift pump that circulates the mixed liquor through the media. There is a settling zone in the lower part of the tank. Effluent from the "Nibbler" units flows to a 4800 gallon clarifier tank. A pump in the clarifier tank turns on whenever the dose pump runs and returns approximately 75% of the effluent back to the first septic tar& for nitrate removal. • Clarified effluent will flow to a 5000 gallon pump chamber when is will be dosed to the soil absotpti on 'system.. The soils evaluation report concluded that 0.7 gal per day /ft sq was the design loading rate. The designer has chosen to oversize the field by more than 50% and the wetted area is approximately 8100 square feet. The soil absorption system uses trenches with bare soil on the bottom and covered by a plastic dome called. an "infiltrator" to support the soil cover. There are fifteen 100 'foot long "infiltrator" trenches and the effluent is discharged at one end of each "infiltrator.." The Department believes that this design. will not provide even distribution through the trench. Therefore, it is recommended that effluent be distributed the length of the trench by a distribution pipe inside each infiltrator. The designer has provided some data to support the BOD removal by the "Nibbler' unit, but there is no informsition about calculated nitrate concentrations in the effluent dosed to the soil absorption system. The designer predicted that the system will achieve at )east 50% nitrate removal, but there are no other systems like this to provide operating data. The treatment of swine manure using the proposed system design has, to our knowledge, not been done before and, therefore, DNR considers this a experimental system. The system is approved with the condition that if the nitrate concentrations in the treated effluent are too high, additional improvements will be necessary. Such changes could involve hauling the effluent to the New Richmond or another wastewater treatment facility or installing additional nitrate removal.. The concentrations of pollutants in the discharge to the sbil absorption system will be regulated by a Wisconsin Pollutant Discharge Elimination System (WPDES) permit. This may be a specific permit or general permit No. WI- 0055611, Discharging Wastewater to a Subsurface Soil Absorption System. This permit is applicable to any industrial, commercial, or agricultural facility which discharges liquid waste to a subsurface soil absorption system,. The permit will require the periodic collection of a representative sample of effluent from the wastewater system. This effluent sample will need to be analyzed for specific pollutants such as suspended solids, BOD, nitrate and pH. Your system design should provide a place to collect a wastewater sample prior to entering the soil absorption field. A method to measure wastewater flow will also be required by the permit. The WPDES permit will be issued or granted by our West Central Region office. The plans and specifications are hereby approved in accordance with s. 281.4 1, Stats., as attested by affixing on them the stamp of approval, Number S- 2006 -0397, subject to the following conditions: 1. Tbat in the event that the DNR determines that the nitrate concentrations in the treated effluent discharged to the soils absorption system are sufficiently elevated such that there will be an exceedence of the groundwater standards in NR 140, Wis. Adm. Code, additional improvements will be necessary. 2. That tlae designer investigate the feasibility of our recommendation that installation of distribution pipe along the length of each. infiltrator to improve effluent distribution in the infiltrators. 6 -d 3. That the Department's Basin Wastewater Engineer, Pete Skorseth, (715 -684 -2914) be notified when construction has commenced and again when the facilities are placed in operation. 4. That a certified POTW's maintainer be retained to operate. the treatment facilities when they are placed in operation. S. That an operation and rltaintenance manual for operation of the new or modified treatment system be prepared and submitted to the owner before placing the system into operation and before the issuance of the WPDES permit. 6. That a licensed master plumber inspector be provided during the course of construction 7. That the improvernent(s) be installed in accordance with the plans and specifications and above conditions, or subsequent essential and approved modifications. These plans and specifications have been reviewed in accordance with s. 281.41, Sorts. Where necessary, plans and specifications should be submitted to the Department of Commerce, Division of Buildings and Safety or other state or local agencies to insure conformance with applicable codes or regulations of such agencies. The Division of Water reserves the right to order changes or additions should conditions arise snaking this necessary. This approval is not to be construed as a Department determination on the issuance of a Wisconsin Pollutant Discharge Elimination System permit or an opinion as to the ability of the proposed system to comply with effluent Iimitations in such permit or an approval for any activities requiring a permit under ch. 30 or 31, Stats. Tangible personal property which becomes part of a waste treatment or pollution abatement plant or equipment, may be exempt from sales tax under s. 77.54(26), Stats. Similarly, property purchased or constructed as a waste treatment facility and used for the treatment of industrial wastes may be exempt from general property taxes under s. 70.11(21)(a), Stats. A prerequisite to exemption is the filing of a statement on forms prescribed by the Department of Revenue. To obtain the necessary forms, and information on whether or not your property qualifies for these exemptions, please contact the Department of Revenue, P.O. Box 8933, Madison, Wisconsin, 53708. In case installation of these improvements has not been commenced within two years from this date, this approval shall become void. After two years, therefore, new application must be made for approval of these or other plans and specifications before any construction is undertaken. If you believe that you have a right to challenge this decision, you should know that Wisconsin Statutes and administrative rules establish time periods within which requests to review Department decisions trust be filed.
