The submittal described above has been reviewed for conformance with applicable Wisconsin Administrative Codes
and Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. The owner, as defined in
chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements.
No person may engage in or work at plumbing in the state unless licensed to do so by the Department per s.145.06,
stats.
The following conditions shall be met during construction or installation and prior to occupancy or use:
Reminders
• This system is to be constructed and located in-accordance with the enclosed approved plans and with the
component manuals listed above.
• The plumbing for this project discharges to a private sewage system. The approval covers only
domestic /sanitary wastes directed into this system. The Department of Natural Resources must be contacted cOrl d
regarding the treatment and disposal of all industrial wastes.
Apps
• The leaching chambers must be installed in accordance with the manufacturers printed instructions, the plan e
approval and Comm 83, Wis. Adm. Code system sizing criteria. If there is a conflict between the N
manufacturer's instructions and the plan approval, the plan approval and code requirements will take

• The well must be a minimum of 25 feet from any POWTS tank, and a minim of 50 feet from the absorption
area. chs. NR 811 & 812c
• A Sanitary Permit must be obtained from the county where this project is located in accordance with the
requirements of Sec. 145.135 and 145.19, Wis. Stats.

• Inspection of the POWTS installation is required. Arrangements for inspection shall be made with the designated
county official in accordance with the provisions of Sec. 145.20(2)(d), Wis. Stat
• Comm 83.22(7) A copy of the approved plans, specifications and this letter shall be on -site during construction
and open to inspection by authorized representatives of the Department, which may include local inspectors.
Owner Responsibilities:
• Comm 83.52 Responsibilities. The owner of a POWTS shall be responsible for ensuring that the operation and
maintenance of the POWTS occurs in accordance with this chapter and the approved management plan under s.
Comm 83.54(1).
• Comm 83.52(2) A POWTS that is not maintained in accordance with the approved management plan or as
required under s. Comm 83.54(4) shall be considered a human health hazard.
• Comm 83.55 The owner is responsible for submitting a maintenance verification report acceptable to the county
for maintenance tracking purposes. Reports shall be submitted at intervals appropriate for the component(s)
utilized in the POWTS.
• State and federal regulations prohibit the discharge of hazardous wastes to a private sewage system. Accidental
discharge of any hazardous substance to a private sewage system must be reported to the Department of Natural
Resources or the Wisconsin Division of Emergency Government.
All permits required by the state or the local municipality shall be obtained prior to commencement of
construction /installation/operation.
In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should
conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review
shall relieve the designer of the responsibility for designing a safe building, structure, or component.

System Management
Management of this system is critical. As a condition of approval of these plans this system management section
must be reviewed with the owner, and the owner must be provided with a complete set of plans including this management
section. If problems develop with the adsorption system or any other system components, the installing plumber, T. L. Sinz
Plumbing, 715- 235 -2644, or the St. Croix County Zoning Office should be contacted at 715- 386 -4680 for their assistance.
General
Proper functioning of an on -site disposal system, "septic system," is significantly dependent on the volume of water
wh ich flows into the system and the level of contaminants in that volume. The lower the volume of water and the lower the
level of contaminants, the better and longer the system will function. Typical system components include a septic tank or
compartment to settle out solids and contain greases and oils, a filter on the outlet of the septic tank to retain small particles
of the same density as water, a pump tank or compartment to allow a dose to be accumulated, a pump and controls, and
finally sorne type of soil adsorption cell to recycle the water in a manner to protect ground water quality and public health.
1. If the septic tank is installed prior to sheet -rock and /or painting, pump the septic tank before normal use begins to ensure
adherence to contaminant load design criteria.
2 Install water - saving appliances whenever and wherever possible.
3. Repair even small water leaks as soon as possible.
4. Never pour grease or oil down any drain or stool.
5. Garbage disposals are not recommended; if you must have one, use it sparingly.
6. No paper products other than tissue should go into the system.
7. No chemicals should go into the system.
8. Avoid surge flows of water; try to spread laundry throughout the week.
9. Septic tank effluent must be less than or equal to the design criteria specified in page 2 of these plans.
10. If septic or pump tanks are no longer used, they must be properly abandoned.
11. If construction timing and weather could create a frozen infiltration system, weather - proofing with plastic sheeting
and heavy mulching may be required to maintain a functional system at start-up.
Maintenance
1. The septic tank must be inspected every three years by a properly licensed person.
2. If necessary, the septic tank must be pumped to remove solids and scum;.pumping is required if the
combined scum and solids volume equals one third of the tank volume.
3. Periodic observation pipe inspections should be made by the owner to examine the state of the in -situ soil
adsorption cell. Quarterly inspections are recommended, and a licensed plumber should be notified if effluent is
consistently ponded in the adsorption cell.
4. If this system contains specific treatment components other than those mentioned here, maintenance
requirements will accompany their specifications.
5. Avoid compaction such as vehicle traffic within 15' down -slope of the adsorption system.
6. Avoid disturbing the system itself such that might encourage erosion or disturb the required seeding of the system.
7. Particularly avoid winter traffic such as sliding or snowmobiling which might compact snow and lead to
increased frost depth,
8. Surface drainage must be diverted around the system; avoid landscape changes which might send surface run -oft into
the system area.
9. Warning: Do not enter septic, pump or other treatment tanks; death may result because they may contain lethal (jases or
insufficient oxygen.
Contingency Plan
Wastewater monitoring of volume and quality is not a normal requirement for non -high strength wastewater
systems; such monitoring may become necessary if problems develop. Any necessary monitoring shall be done in accord
with the requirements of Comm 83.54 (2). Pumping and hauling of wastewater may be necessary while analysis and
repairs are implemented. Additional testing, designing, and /or installation of additional treatment components or
conversion to a holding tank may be necessary.

HANGAR AREA LEASE
THIS AGREEMENT, made and entered into on the date indicated below by and
between the City of New Richmond, State of Wisconsin, a municipal corporation,
hereinafter called the Lessor, and Roberts Development Co. hereinafter called the
Lessee.
NVITNESSET14:
WHEREAS, the Lessor owns and operates an airport known as the New
Richmond Municipal Airport and said Lessee is desirous of leasing from the Lessor a
certain parcel of land on the said airport, hereinafter more fully described, for the purpose
of aircraft storage
WHEREAS, the Lessee will use the below described property for the purpose of
storing aircraft and shall conduct only such aircraft maintenance on its own aircraft as
performed by the Lessee or by regular employees of the Lessee.
NOW, THEREFORE, for and in consideration of the rental charges, covenants,
and agreements herein contained the Lessee does hereby hire take and lease
from the
Lessor and the Lessor does hereby grant, demise, and lease unto the Lessee the following
Premised, rights, and easements on and to the airport upon the following terms and
conditions:
1. Property Desgdzfion Lot 2, Row 20 of the Airport Layout Plan - "New
Richmond Regional Airport. Leased Property equals 14,400 square feet

2. Hangar Qnstruction The Lessee shall have the right to erect, maintain and
alter buildings r structures ctures upon said premises providing such buildings or structures
coa.form to the applicable requirements of the Wisconsin Department of Industry, Labor
& Human Relations and pertinent provisions of any local ordinances in effect. All plans
for such buildings or structures shall be reviewed and approved in writing by the lessor
prior to construction.
3. Teens The tern of this lease shall be for a maximum of twenty (20) years
commencing on July 1, 2000 and ending on June 30, 2020.

4. t: The Lessee agrees to pay to the Lessor for the use of the premises,
rights, and easements herein described, a yearly rental of ten (10) cents per square foot for
the land leased, for a total annual charge of $1440.00, payable on July I annually. It is
understood and agreed that the rental rate herein specified shall be subject to re-
e and readjustment at the end of each three year period of this lease, provided
that any readjustment of said present rates, or as same may be amended hereafter, shall be
reasonable.
5. Non - Exclusive Use The Lessee shall have the right to the non - exclusive use,
in common with others, of the airport parking areas, appurtenances and improvements
thereon; the right to install, operate, maintain and store, subject to the approval of the
Lessor in the interests of safety and convenience of all concerned, all equipment
necessary for the safe hangaring of the Lessee's aircraft, the right of ingress to and egress
from the demised premises, which right shall extend to the Lessee's employees, guests,
and patrons; the right, in common with others authorized to do so, to use common areas
of the airport, including runways, taxiways, aprons, roadways, and other conveniences for
the take -off, flying and landing of aircraft.
6. Laws and lie ations The Lessee agrees to observe and obey during the term
of this lease all laws, ordinances, rules and regulations promulgated and enforced by the
Lessor, and by other proper authority having jurisdiction over the conduct of operations at
the airport.
7. Hold Harmless The Lessee agrees to hold the Lessor free and harmless from
loss from each and every claim and demand of whatever nature made upon the behalf of
or by any person or persons for any wrongful act or omission on the part of the Lessee,
his agents or employees, and from all loss or damages by reason of such acts or
omissions.
8. Ins ce : The Lessee agrees that he will deposit with the Lessor a policy of
comprehensive liability insurance upon 90 days written notice from the Lessor.
9. Maintenance of Premises: The Lessee shall maintain the structures occupied
by him and the surrounding land premises in good order and make repairs as necessary.
No outside storage shall be permitted except with the written approval of the Airport
Commission. In the event of fire or any other casualty to structures owned by the Lessee,
the Lessee shall either repair or replace the leased area to its original condition; such
action must be accomplished within 120 days.of the date the damage occurred. Upon
petition by the Lessee, the Lessor, may grant an extension of time if it appears such
extension is warranted.
10. Right to The Lessor reserves the right to enter upon the premises at
any reasonable time for the purpose of making any inspection it may deem expedient to
the proper enforcement of any of the covenants or conditions of this agreement.

11. Taxes The Lessee shall pay all taxes or assessments that may be levied
against the personal property of the Lessee or the buildings which he may
erect on lands leased exclusively to him-

ipns The Lessee agrees that no signs or advertising matter be erected
without the consent of the Lessor.
13- Default The Lessee shall be deemed in default upon:
a. Failure to pay rent within 34 days after due date;
b_ The filing of a petition under Federal Bankruptcy Act or any amendment
thereto including a petition for reorganization or an arrangement;
c. The commencement of a proceeding for dissolution or for the
appointment of a receiver;
d. The making of an assignment for the benefit of creditors without the
prior written consent of the Lessor;
e. Violation of any restrictions in this lease, or failure to keep any of its
covenants after written notice to cease such violation and failure to
correct such violation within thirty days.
Itfault by the Lessee shall authorize the Lessor, at its option and without legal
proceedings, to declare this lease void, cancel the same, and re-enter and take possession
of the premises.
14. Title Title to the buildings erected by the Lessee shall remain with the
Lessee and shall be tnwsferable. Upon termination of this lease, the Lessee may, at the
option of the Lessor, remove the buildings, all equipment. and property therein and restore
the leased property to its original condition,
15. 5—n y Removal The Lessor agrees to provide NO snow removal services to
the Lessee's leased premises in the hangar area.
16. Lease Jransfer The Lessee may not, at any time during the time of this lease,
assign, hypothecate or transfer this agreement or any interest therein, without the consent
of the Lessor.

17. Airport Deyeloprneant The Lessor reserves the right to Further develop or
improve the landing area of the airport as it sees ft, regardless of the desires or view of
the Lessee, and without interference or hindrance. If the development of the airport
requires the relocation of the Lessee, the Lessor agrees to provide a compatible location
and agrees to relocate all buildings or provide similar facilities for the Lessee at no cost to
the Lessee.
18. Subgrdination Clause This lease shall be subordinate to the provisions of
arty existing or future agreement between the Lessor and the United States or the State of
Wsconsin relative to the operation or maintenance of the airport,. the execution of which
has been or may be required as a condition precedent to the expenditure of federal or
stated funds for the development of the airport. Furthermore, this lease may be amended
to include provisions required by these agreements with the United States or the Stated of
'Wisconsin.
19. Arbitration Any controversy or claim arising out of or relating to this lease
or any alleged breach thereof, which cannot be settled between the parties, shall be settled
by arbitration in accordance with the rules of the American Arbitration Association, and
judgment upon the dispute rendered by the arbitrator(s) shall be final and binding on the
parties.
20. Floor Height The Lessee agrees to erect a building on the leased premises
with a minimum finished floor height at least six (6) inches above the finished grade of
the taxilane nearest the front of the building.
21. Taxiway Access The Lessee is prohibited from operating automobiles on
runways or main taxiways.
22. Parkins Automobile parking must be on the leased premises or on
designated areas of the airport.
