The St. Croix County Health and Human Services Board met on January 12, 1999, at the St.
Croix County Health and Human Services/Health Center complex.

Vice Chair Dowd, called the meeting to order at 8:00 A.M. noting the meeting was properly and
legally publicized.
NEXT MEETING: The next Health and Human Services Board meeting is scheduled for
Thursday, February 28, 1999 at 6:30 P.M. at the St. Croix County Health and Human
Services/Health Center complex. Johnson will review vouchers at 7:30 a.m. on February 11,
1999. Dowd will not be at the January 28h meeting and may not be at the February 11`h meeting.
AGENDA: MOTION: A motion was introduced by Berenschot, seconded by Bethke, and

report, fixed assets purchased, unemployment for November, and cash report for December.
Health and Human Services Board member, Burri reviewed the December vouchers.
HUMAN SERVICES:
18839: Cellulink, $14.35, Telephone. Lifeline telephone service for a Long Term Support
waiver client.
18841: Children's Services, $1,815.00, Treatment Foster Care, December care for one juvenile
in a treatment foster care setting.
18846: Courage Center, $46.35, Long Term Support purchased services, co-pay for services
received from Courage Center for a Long Term Support Child with Medicare coverage.
18859: Mary Greifzu, $64.56, W-2 transportation. Transportation costs for a W-2 client to
attend job interviews and meetings at the Job Center.
18927: Nila Lindberg, $625.00, Long Term Support Transitional Living. Cost of care for one
Long Term Support client for the month of December.
19145: Lori Cavanaugh, $900.00, Family Support. Ramp materials for a family with a
handicapped child. This is a 100% State funded program for clients.
19144: Mary Rosauer, $44.10, Guardian Expense. Guardian costs for one client for December.

submit a plan to administer W-2 for the next W-2 Contract without further competition. The W-2
agency must meet both the Financial and Program Right of First Selection requirements. Fruit
stated with the clientele we spend a lot of time with them and the administrative costs are high.
The cases take a lot of time. We do not know if we will meet the criteria for the Right of First
Selection for the W-2 Contract for 2000/2001.
The Governor has proclaimed January 25h, 1999 as Economic Support and Wisconsin Works
Specialists Day. The Proclamation is particularly important as the Governor acknowledges those
who have been instrumental in helping make Wisconsin's welfare reform a success. It also
provides the opportunity for local agencies to recognize the hard work and dedication of staff to
help low-income families become economically self-sufficient.
Pathways to Independent Grant Application: Kirt and Kiesler are requesting permission to
respond to a request for proposals for "Pathways to Independence", which is being sponsored
jointly by the Department of Health and Family Services and Vocational Rehabilitation. The
grant promises between $25,000 to $200,000 (with no county match) for five (5) years to help
employ the "persistently mentally ill" and possibly developmentally disabled as well as the
physically disabled population. In addition, it offers up to $25,000 for start-up costs to include
staff training, computer hardware, and office equipment. Our request would include hiring one
full-time staff for job development and placement. Counties will be competing for 10 grants in
1999 and another 10 grants in the year 2000. With this grant we are looking to hire someone to
find employers, then provide job coaching. Borup stated this grant is important to this
population.
Kirt stated in 1998 the number of clients that used the psychiatric hospitals was lower than in
1997. He also stated the number of persons that used domestic shelter that we paid for was less
than in 1997. Clients have to meet the criteria before the shelter (Turningpoint) puts them up.
Borup stated Turningpoint is an asset to the county. Kirt stated in 1998 the number of Alcohol-
Drug Abuse detoxification went up from 1997.
MOTION: A motion was introduced by Olson, seconded by Burri, and unanimously adopted:
That the Health and Human Services Board approve the grant be written for "Pathways to
Independence" grant.
Dowd asked if there were any other issues to bring before the Board.
