CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD February 25, 1999 The St. Croix County Health and Human Services Board met on February 25, 1999, at the St. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: Robert Stephens, Vice Chair Leon Berenschot Chris Bethke Lois Burri Fern Johnson Allen Limberg Mary Louise Olson MEMBERS ABSENT: Jack Dowd, excused Einar Horne, excused STAFF PRESENT: John Borup, Health and Human Services Director Kathy Dunlap, Family & Children's Supervisor Judy Aronson, Secretary OTHERS PRESENT: None Chair Stephens, called the meeting to order at 6:30 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Thursday, March 11, 1999 at 8:00 A.M. at the St. Croix County Health and Human Services/Health Center complex. Bethke will review vouchers at 7:30 a.m. Olson will not be at the March 11`h meeting. AGENDA: MOTION: A motion was introduced by Bethke, seconded by Berenschot, and unanimously adopted: That the agenda be approved as circulated. MINUTES: MOTION: A motion was introduced by Berenschot, seconded by Limberg, and unanimously adopted: That the minutes of the 02/11/99 Health and Human Services Board meeting be approved as circulated. Program Reports: Family & Children's: Dunlap has been working on a proposal of the appeal process for substantiated child abuse/neglect findings. Corp Counsel has looked at the proposal. We are waiting for Dunn and Pierce County, Corp Counsel to look at theirs, as this is a joint venture. 1 According to Chapter 68 Appeal, the staff are obligated to let clients know they have the right to appeal or grieve the findings. The proposal is that Borup would handle a desk review of these cases and then an "Administrative" Hearin panel would Hearing p be formed to review the case. If the decision was upheld, the client could still request a formalized hearing. Dunlap stated the timeline is extremely tight. The client can still appeal to the Circuit Court if they don't agree with the outcome/decisions. Dunlap stated she is not anticipating many of these types of cases as everyone has been informed of the process. Dunlap stated Children's Service Society of Wisconsin officially started yesterday, 02/24/99. The contract with Children's Service Society was reviewed again. They will report on their performance contract monthly. At the present time we have 22 foster homes, with 2 more ending due to relocating. The foster homes are for children birth to 18 y/o who are delinquent or abused children. Dunlap stated there are concerns with the potential cuts in the State budget of$278,000 in Youth Aids funding. State laws mandate this program. The counties are getting shortchanged. If this cut goes through,' 14 counties will get an increase in Youth Aids funding and 58 counties will get decreased Youth Aids funding. Borup stated when mandates are there you can't take these dollars away. The County Association is pushing that no one gets cut. Borup stated the basic county allocation St. Croix County receives per capita is dead last, we are not getting enough state aid. Dunlap stated the delinquency cases keep going up. Nursing Home: Borup stated the ITP budgeted for 1999 is $534,000 compared to $434,000 estimated by the State auditor. We will not know the final ITP figure until June, 1999. The Nursing Home surveyors arrived on 02/15/99 and exited on 02/18/99. On 02/11/99 the State Engineer went through the nursing home and ordered us to remove computer cabling from the elevator motor room by 04/01/99. Per contract this is Norstan's responsibility (cable installer). Discussion followed. The surveyor's were negative about the building ramps, size of dining room, hallways, etc. Borup discussed survey cites and reported that Administration will appeal four cites. The nursing home census is 102 with two referrals pending. Personnel Issues: Borup stated he is very pleased to report that Karen Hall returned to work on a half-time basis on 02/15/99. Hall hopes to be on a full-time basis around 04/01/99. Borup stated Marilyn Fruit had a car accident and so is not at work at the present time. Borup stated the County's health care costs are rising $50 to $55/month on 07/01/99. Borup stated that Computer Services are shifting from DRI to ECHO and we may need to hire an LTE to work on the conversion. This will be discussed at the meeting on 03/11/99. 2 i Cable TV Installation For Nursing Home: Borup stated he called AudioVisual Planners (David Ault) twice today, and both times Mr. Ault was on the other line, so asked that Ault return his call. Ault never returned the call. Borup read from the November 10' minutes and the fax he received from Ault today (dated September 15, 1998) did not read the same. We have had much trouble getting together with them. Discussion followed. MOTION: A motion was introduced by Berenschot, seconded by Bethke, and unanimously adopted: That the Health and Human Services Board have Krieger notify AudioVisual Planners and inform them we are terminating any business with them. Mr. Ball from Frontier will be asked to attend our next meeting to rediscuss this. Stephens asked if there were any other issues to bring before the Board.
