PUBLIC HEALTH: :?elinda Hanson gave a brief presentation on Turning Point
(Wisconsin' s initiative to transform public health) . She said John Chapin
wants to view Public Health as more of a business. Right now there are a lot
of pots of money and we have to track the spending on each one. Chapin' s
plan is to consolidate the money and negotiate an outcome for it. The funds
will depend on the level c= public health, population, risk factors, and
geographic size. She said we will find out in April or May the results of
the consolidated contracts and what our monies will be based on outcomes.
Deb Lindemann, PHN, gave an update on the nicotine patch distribution. She
said St. Croix County received 400 patch kits at a value of $160 per kit as
part of a tobacco settlement agreement. She said the program is going well.
Lindemann distributed a brochure on TRUST (Tobacco Reduction Using the
SettlemenT) . She said half the settlement dollars will go towards reduction
in tobacco addiction. She will present a resolution to the Board at the
03/25/99 meeting for support of the TRUST campaign.
REAPPOINTMENT AND PRIVILEGES OF MEDICAL STAFF FOR 1999:
Motion: A motion was introduced by Limberg, seconded by Berenschot, and
unanimously adopted: That --he Board approves the following reappointments
and privileges for the medical staff.
1. REAPPOINTMENTS TO MEDICAL STAFF:
The Credentials Committee of the Medical Staff recommends to the St. Croix County Department of Health
and Human Services Board the reappointments to the Medical Staff of the following members:

2. DELINEATION OF PRIVILEGES:
The Credentials Committee of the Medical Staff recommends to the St. Croix County Department of Health
and Human Services Board the approval of the Delineation of Privileges as applied for by the medical staff to
include Group 1 privileges:
1. Care of non-critical medical and geriatric patients, and patients who are admitted for diagnostic
purposes.
2. Care of terminally ill patients.
3. Care of first and second degree bums.
4. Minor surgery,including simply lacerations,incision and drainage of superficial abscesses,removal of
lightly imbedded corneal foreign bodies,and emergency tracheostomy.
