CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD May 27, 1999 The St. Croix County Health and Human Services Board met on May 27, 1999, at the St. Croix County Health and Human Services/Health Center complex. MEMBERS PRESENT: Robert Stephens, Chair Leon Berenschot Chris Bethke Lois Burri James Craig Jack Dowd Einar Home Fern Johnson Mary Louise Olson -MEMBERS ABSENT: None STAFF PRESENT: John Borup, Health and Human Services Director Carolyn Krieger, Nursing Home Administrator Ron Kiesler, AODA/Mental Health Coordinator Steve Kirk, MH/AODA Clinic Services Supervisor Karen Hall, Long Term Support Supervisor June Merkt, Home Health Supervisor Mary Boots, Home Health RN Leeann Brown, Home Health RN Lucinda Momchilovich, Home Health Aide Sharlene Momchilovich, Home Health Aide Marcia Heinbuch, Home Health Receptionist Darlene Sittlow, Home Health Billing Clerk Norma Vrieze, Early Intervention Director Kristie Tellijohn, Director of Nursing-Nursing Home Judy Aronson, Secretary OTHERS PRESENT: Mary Aaby, Heartland Home Health Kathleen Helgeson, Heartland Home Health Chair Stephens, called the meeting to order at 6:00 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Friday, June 11, 1999 at 8:00 A.M. at the St. Croix County Health and Human Services/Health Center 1 case by case basis if staff are available and the private agencies are able to take them if they want to. Stephens stated the handwriting was on the wall, we did what we had to and i decision. t was not an easy 3 MOTION: A motion was introduced by Stephens, seconded by Bethke, and unanimously adopted: That the Health and Human Services Board meeting be adjourned. CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD PUBLIC HEARING May 27, 1999 The St. Croix County Health and Human Services Board conducted an "Open Hearing" on May 27, 1999, at St. Croix Industries in New Richmond, Wisconsin. MEMBERS PRESENT: Robert Stephens, Chair Leon Berenschot Chris Bethke Lois Burri James Craig Jack Dowd Einar Horne Fern Johnson Mary Louise Olson Chair Stephens called the Open Hearing to order at 7:00 P.M., noting that the meeting was properly and legally publicized. Stephens welcomed everyone to the Hearing and invited everyone to speak and asked that everyone sign a sheet. Stephens introduced John Borup and the members of the Health and Human Services Board. Stephens introduced Chairman Ray Mealey from the Long Term Support Advisory Committee and Mealey introduced the committee members present. This Public Hearing is being filmed for Cable TV by Channel 10 from Hudson, Wisconsin. Stephens stated the Health and Human Services Board just met and it was a unanimous decision that Home Health is abolished effective November 1", 1999 and felt this is what we had to do and it was not an easy decision. Borup thanked Stephens and echoed Stephen's comments. Since 1967 we have been providing Home Health services. Home Health was declining and facing losses that are not acceptable so we are recommending to the County Board to close Home Health effective November l', 1999. Stephen invited all those who wish to speak to do so. There were a significant number of people who did give testimony. Stephens read some letters from those who could not attend and the rest of the letters were available on the table to read. See attachments in minute book. Stephen thanked everyone for all the written and verbal testimonies. Stephen stated St. Croix County is one of the most generous counties of the 72 counties in Wisconsin. Borup stated we would begin the Year 2000 budget and get instruction for budgets in July. Stephen asked if there was anyone else who would like to give testimony. i
