JUNE 11, 1999
The St. Croix County Health and Human Services Board met on June 11, 1999, at
the St. Croix-County Human Services complex in New Richmond, Wisconsin.

Chair Stephens called the meeting to order at 8:00 a.m. noting the meeting
was properly and legally publicized.
NEXT MEETING: The Health and Human Services Board meeting scheduled for June
24, 1999 will not be held unless urgent agenda items arise. John Borup and
Robert Stephens will be out of town during this time. The next Health and
Human Services Board meeting will be July 13, 1999 and Jack Dowd will review
vouchers.
AGENDA: Motion: A motion was introduced by Bethke, seconded by Berenschot,
and unanimously adopted: That the agenda be approved as circulated.
MINUTES: Motion: A motion was introduced by Berenschot, seconded by
Johnson, and unanimously adopted: That the minutes of the 05/27/99 Health
and Human Services Board meeting and Open Publi.c Hearing be approved as
circulated.
HOME HEALTH: Borup said Kiesler, Dowd and Merkt will be at the 06/22/99
County Board meeting to present the resolution to close the Home Health
Program. Stephens said Home Health has the best staff and there is a lot of
competition from the private sector for home health business. Dowd said this
department is in the people business and we are here to give service and take
care of people. Discussion followed.
Stephens said this resolution needs to go to the County Board. Borup said
there are 30 vulnerable clients in need of more services if Home Health
closes. We have received no written guarantees from the private sector that
they will meet the needs of these clients. The private sector is interested
only in those clients they make a profit on.

purchase personal care and supportive home care services for Long Term
Support clients in the River Falls area of St. Croix County.
21702: Dave Halt Ford, $13,171.50, passenger van. First payment for
Sheltered Workshop van. Purchase was in 1999 budget.
NURSING HOME:
311: Caring Heart Corporation, $10, 990.50, Nursing Home pool staff. Cost of
hiring pool staff to fill CNA positions in Nursing Home.
Motion: A motion was introduced by Bethke, seconded by Stephens, and
unanimously adopted: That the following vouchers be approved and be made a
part of the supplemental minute book pages 1782 through 1827:

HOME HEALTH: Merkt said she has contacted Pierce County and they may be
willing to put St. Croix County on a list to pick up some clients located
near the border of the county. She has also contacted Dunn County and will
also contact Polk County. August 1, 1999 has been set at the last date to
accept clients in the program. Merkt said staff are currently evaluating
some clients and will not admit them if they are long term chronic care
clients.
NURSING HOME: Krieger said the Nursing Home census is 100. She said the
consulting fees for May were about $3,500.
Krieger said according to Brian Schoeneck, Wisconsin Association of Home and
Services for the Aging, St. Croix Health Center will receive a decrease of
1.14% in the Medicaid rate 07/01/99 due to low occupancy. Krieger explained
bed decertification and bed banking. It is Schoeneck's recommendation that
we receive the penalty and recapture this loss through ITP funds.
The 1.14% decrease has changed due to the recent legislative action that
passed a 5% wage pass through this past week. The wage pass through will
increase the 07/01/99 rate by about $1.20 a day per Brian Schoeneck.
Stephens said the Board members should thank staff personally for sticking
through the survey process. Stephens said the staff work very hard. Krieger
said medical staff state that St. Croix Health Center is the best and support
US.

Motion: A motion was introduced by Stephens, seconded by Dowd, and
unanimously adopted: That the Board approves making the half-time limited
term social service aide position for Community Services/Restitution Program
as well as coordination of services to victims of juvenile crime permanent
with a "sunset" clause should the grant money disappear.
Stephens asked if there were any other issues to bring before the Board.
Motion: A motion was introduced by Horne, seconded by Bethke, and
unanimously adopted: That the meeting be adjourned.
