CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD SEPTEMBER 14, 1999 The St. Croix County Health and Human Services Board met on September 14, 1999, at the St. Croix County Human Services complex in New Richmond, Wisconsin. MEMBERS PRESENT: Robert Stephens, Chair Chris Bethke James Craig Jack Dowd Einar Horne MEMBERS ABSENT: Leon Berenschot, excused Lois Burri, excused Fern Johnson, excused Mary Louise Olson, excused STAFF PRESENT: John Borup, Health and Human Services Director Judy Ziegler, Accounting Supervisor Carolyn Krieger, Nursing Home Administrator Fred Johnson, Family and Children' s Supervisor Kathy Dunlap, Family and Children' s Supervisor Karen Hall, Long Term Support Supervisor Deb Lindemann, Public Health Nurse Malva Berg, Secretary OTHERS PRESENT: David Trebesch, Baldwin/Woodville School District Nan, Vanessa, Casey, Tony from Baldwin/Woodville Schools Chair Stephens called the meeting to order at 8:00 a.m. noting the meeting was properly and legally publicized. NEXT MEETING: The Health and Human Services Board meeting scheduled for September 23, 1999 at 6:30 PM. This will be a joint meeting with Public Protection to discuss possibly billing for secure detention services. AGENDA: Motion: A motion was introduced by Dowd, seconded by Bethke, and unanimously adopted: That the agenda be approved as circulated. MINUTES: Motion: A motion was introduced by Dowd, seconded by Bethke, and unanimously adopted: That the minutes of the 09/02/99 Health and Human Services Board meeting be approved as circulated. Borup said he has not received any directives from Finance regarding finalizing the budget on September 28 and 29. Stephens said if the County Board is not going to back unfunded monies in the budget, program cuts will need to be made. A handout was given to Board members regarding the WALHDAB annual meeting on Communicable Disease Prevention on October 14 and 15. It was asked if any Board members planned to attend this meeting. CONSIDERATION OF CLAIMS: The following reports were distributed to the Board: transfer of funds report, cash report and fixed assets purchased. Social Services and Human Services vouchers 320 through 341, dated September O1, 1999, in the amount of $109,383.46. SECURE DETENTION SERVICES FOR JUVENILES: Johnson said he has two separate resolutions to present due to different populations. The first resolution is for short-term detention for juveniles in need of protection or services, the second is for short-term detention for youth already under delinquency or intensive supervision. Johnson said if these resolutions are passed by the Health and Human Services Board, they will both also need to be forwarded to the full County Board for approval in order to enact them. He said supervisory review is required in each instance under both resolutions. Motion: A motion was introduced by Horne, seconded by Bethke, and unanimously adopted: That the Health and Human Services Board approves both resolutions and both resolutions be forwarded to the full County Board. (See copies of the resolutions attached to the end of the minutes. ) Horne requested that Johnson be at the County Board meeting when these resolutions are presented. Borup said Julie Speer from Public Protection Committee requested to be on the agenda for the 09/23/99 Health and Human Services Board meeting regarding billing for secure detention placement. Currently there is no billing procedure in place for secure custody. Dunlap said law enforcement does some transport of these placements but social workers may also do transport depending on the situation. Dunlap said the Sheriff's Department pays for jail costs. The Sheriff's Department takes juvenile into custody but Family and Children' s authorizes the hold. Stephens said Health and Human Services should provide the collection services, but costs should still come out of the Sheriff' s Department. A joint meeting will be held with Public Protection and Health and Human Services on 09/23/99. FINANCIAL REPORT: The following financial reports through July were distributed to the Board. Horne said all non-union employees will be charged 10% of the insurance premium along with the union employees. Horne attended the last Finance Committee to gain an understanding of the insurance process. He said Finance has bid out the part of insurance that can be bid out. He said an actuary has been retained by Personnel to study our insurance system over the next year. Stephens said the doctor visits should be a co-pay to employees. She said we had one admission that required IV therapy and because of the rates incurred a loss because of the Medicare reimbursement for this therapy, but cannot discriminate for admissions to the Nursing Home. Krieger said the -Nursing Home is pursuing the VA contract to increase Nursing Home census. She said the next phase will be a VA team tour, contract review and hopefully approval for admissions. Krieger informed the Board that all nursing homes statewide are having a severe staffing shortage. She said there is a severe RN shortage in this area, but we have not experienced this at St. Croix Health Center. Krieger said 88 facilities have banked 1, 015 beds. She said St. Croix Health Center is the only facility with below 92% occupancy that has not banked beds. Krieger distributed the staffing ratio report. This report compares staffing retention rates for nursing homes, reports the average number of employees on each shift, and reports retention and turn over rates throughout the state. She said the nurse staffing percentage in this report is too low as it is 15 years old and does not take into consideration the acute care of residents now residing in nursing homes. St. Croix County is above average in retention rates and has a low turn over rate compared to other facilities. PERSONNEL ISSUES: Kathy Waldal, Energy Assistance Coordinator, has requested to have her hours of work reduced from an 80% position to a 65% position due to the declining use and lower allocation to operate the Energy Assistance Program. Deb Lindemann presented four students from Baldwin/Woodville School District who gave a brief report on youth access to tobacco products and their concerns regarding tobacco use among youths. CHILD CARE RATES FOR 2000: The county is required to conduct an annual child care rate survey by federal regulations and state administrative rules. The survey is used to establish a level of maximum reimbursable rates for the County. Only licensed group child care centers, licensed family child care centers and licensed child care programs are surveyed. The rates for regularly certified child care providers are 75% of the licensed family day care rate and the provisionally certified child care providers rate is 50% of the licensed family day care rate. A copy of the new child care rates and copies of the survey for each type of child care were distributed to the Board. Motion: A motion was introduced by Horne, seconded by Stephens, and unanimously adopted: That the Board approves the child care rates as presented for 2000. (Rates are attached to the end of the minutes. ) Stephens asked if there were any other issues to bring before the Board. Time: 9:25 a.m. Chairman: Attest: (Secretary) 7 RESOLUTION FOR SHORT TERM DETENTION OF JUVENILES IN NEED OF PROTECTION OR SERVICES RESOLUTION WHEREAS, Chapter 938.355(6d) of the Juvenile Justice Code allows the use of short term detention for placement in a secure detention facility or in a place of non-secure custody for up to 72 hours; and short term detention can be utilized if the juvenile has been adjudicated as a Juvenile in Need of Protection and Services (DIPS). WHEREAS,the juvenile's caseworker or any other person authorized to provide intake or dispositional services for the Court may, without a hearing,take the juvenile into custody and place for up to the 72 hours as an immediate intervention; and the juvenile must be informed and understand that 72 hour placement may occur while alleged violations and appropriateness of a sanction are being investigated or for a violation of supervision conditions; and WHEREAS, Chapter 93 8.3 5 5(6m)(a)1 g allows for sanctions for violations if order for truancy and habitual truancy. Placement of the juvenile in a secure detention facility or in a place of non-secure custody for not more than 10 days. WHEREAS,the legislative change requires that this dispositional alternative be approved and authorized by the County Board of Supervisors. NOW, THEREFORE BE IT RESOLVED, that the St. Croix County Board of Supervisors authorizes the use of short term detention(72 hours hold) and the sanction for violation of order for truancy or habitual truancy for youth that are adjudicated as Juveniles in Need of Protection or Services (JIPS). The utilization of short term detention and this sanction shall be limited to the established procedures of the Department and by order of the Court. Dated this 14`h day of September, 1999.
