OCTOBER 12, 1999
The St. Croix County Health and Human Services Board met on October 12, 1999,
at the St. Croix County Human Services complex in New Richmond, Wisconsin.

Chair Stephens called the meeting to order at 8:00 a.m. noting the meeting
was properly and legally publicized.
NEXT MEETING: The Health and Human Services Board meeting scheduled for
October 28, 1999 at 6:30 PM at St. Croix Industries complex is in celebration
of their 25`h anniversary.
AGENDA: Motion: A motion was introduced by Bethke, seconded by Burri, and
unanimously adopted: That the agenda be approved as circulated.
MINUTES: Motion: A motion was introduced by Dowd, seconded by Bethke, and
unanimously adopted: That the minutes of the 09/23/99 Health and Human
Services Board meeting be approved as circulated.
ANNOUNCEMENTS: Borup said we have received the W-2 contract for 2000-2001
and will sign and return it.
CONCRETE ENTRYWAY EXPANSION: The Board moved the meeting outside to view the
entryway. Stephens said he proposes to expand the cement from the sidewalk
area about 12 feet. The building would then shield from the wind when
loading and unloading handicap people. He said this is not a parking area.
Cody expressed concern about backing out of this space and adding congestion
to an already crowded area. VanderWyst expressed concern about adding more
confusion to an area that is a high traffic area. He said he would rather
see something more positive done and not a "bandaid" approach. Borup said he
is concerned about drainage problems in this area if the concrete is added

FINANCIAL REPORT: The following financial reports through August, 1999 were
distributed to the Board. Krieger said the census today is 94. Krieger said
there will be an add-on to the Medicare rate effective 10/01/99, but we do
not know what that amount will be. We will also receive an increased Medicaid
rate from the State. Krieger said the wage pass-through bill will allow for
a 5% increase for CNAs and 3.5% for housekeeping, laundry and dietary, which
will be added to the Medicaid rate.
Krieger said the nursing home has lost six admissions to Deerfield in
September. Deerfield is unregulated and takes private pay people only.
There is a nurse's aid on staff but no nursing other than visiting home
health nursing coverage.
Krieger and Tellijohn reported on staffing issues in the nursing home.
Krieger said the nursing home has lost two full time CNAs in the last two
weeks due to increased wages offered at other facilities. Most businesses in
the area are also advertising sign-on bonuses. Tellijohn said she attended a
Director of Nurses meeting and all Directors of Nurses in the area are having
the same shortage of staff for both RN and CNA coverage. Most facilities are
using pool staff.
St. Croix Health Center is now at the bottom of the wage scale in the area
for CNAs. Tellijohn said it takes 80 hours of training to become a CNA and
we pay that fee. Tellijohn said staffing changes have been made due to low
census.
Stephens asked if the nursing home is a business we should be in due to low
census and difficulty with staffing. Horne said with the present make up of
the County Board, the County wants the nursing home business to continue.
Horne said we should look at the total philosophy. He said maybe we should
sell off some of the farm land and subsidize the nursing home. Stephens said
the Committee to study the farm land has not met and has a deadline of March,
2000 to report back to the Finance Committee. He said there will be no
County Board subsidy for the Nursing Home.
RNs currently get $.25/hour bonus for working weekends, CNAs do not get a
bonus for working weekends, but the weekend bonus is being negotiated
currently for the contract, but this bonus is being negotiated for CNAs only,

PUBLIC HEALTH: Nelson reported on several items for Public Health. She said
the next Legislative Event is scheduled for October 18, 1999 at 9:00 AM at
St. Croix County Health and Human Services and invited Board members to
attend.
Nelson gave a communicable disease update. She said there has been a recent
diagnosis of two individuals with Pertussis (whooping cough) . Public Health
is working with family, school staff, local health providers and exposed/
potentially exposed individuals. Nelson said influenza clinics began
10/11/99. She said the Personnel Committee will cover the cost of flu shots
for County Board members and County employees. Nelson said LaCrosse
Encephalitis surveillance and habitat elimination continues. Nelson
distributed a letter received from Baldwin/Woodville School District
regarding the Hepatitis B school-based clinics being given by Public Health.
Public Health is distributing free window covering repair kits to prevent
child strangulation.
Nelson said the initial negotiations for consolidated contracts were
completed September 30. She said the initial phase-in allocations include
immunizations, childhood lead poisoning prevention, maternal child health,
family planning, WWCCP, and prevention.
ECONOMIC SUPPORT/W-2: Fruit distributed the W-2 statistical report. She said
participation in W-2 is the highest it has been since W-2 started. She said
W-2 has started using community reinvestment funds. She said the financial
employment planners are finding that most of the applicants for the community
reinvestment funds are actually W-2 eligible and therefore must utilize the
regular W-2 funds first.
