CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD October 28, 1999 The St. Croix County Health and Human Services Board met on October 28, 1999, at the St. Croix Industries. MEMBERS PRESENT: Robert Stephens, Chair Leon Berenschot Chris Bethke Lois Burri James Craig Jack Dowd Einar Home Fern Johnson Mary Louise Olson MEMBERS ABSENT: None STAFF PRESENT: John Borup, Health and Human Services Director Marilyn Fruit, W-2/E.S. Supervisor Judy Aronson, Secretary OTHERS PRESENT: John Mortenson, County Board Member Craig Adams, Transportation Program Manger, WestCap Peter Kilde, Executive Director, WestCap Chair Stephens, called the meeting to order at 6:30 P.M. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting is scheduled for Thursday, November 11, 1999 at 8:00 A.M. at the St. Croix County Health and Human Services/Health Center complex. Berenschot will review vouchers at 7:30 A.M. AGENDA: MOTION: A motion was introduced by Bethke, seconded by Dowd, and unanimously adopted: That the agenda be approved as circulated. MINUTES: MOTION: A motion was introduced by Bethke, seconded by Burri, and unanimously adopted: That the minutes of the 10/12/99 Health and Human Services Board meeting be approved as circulated. The meeting began with a tour of St. Croix Industries. The staff and workers of St. Croix Industries cordially invited everyone to share in their Open House celebrating 25 years of service to persons with disabilities. 1 they attended a workshop given by John Keefe. He stated we only have 3 basic choices: 1) Pay: The price of doing nothing; 2) Play: Figure out new game rules, assume risk, and develop a game plan; or 3) Get out of the kitchen. Olson stated our mission is unique. The mission of the Wisconsin County Homes is to serve the poor, the needy, and the hard-to-care for. Burri went over the graphs of the 65+ population. Olson and Burri stated we have not really been allowed to play and have not been allowed a mechanism to feed people into the facility. We are falling behind other corporations. We are concerned about the number of residents on our census. Home stated this is the national trend. St. Croix County is growing. The market forces are competitive. Stephens stated Somerset Clinic is being built, we should talk with them. Stephens thanked Olson and Burri for their very good presentation. Nursing Home: Borup stated the census is at 92 as of 10/20/99. The referrals are very slow. Home Health: Borup stated Home Health programming is "winding down". June Merkt is still involved in "close out" activities. The doors close tomorrow, October 29', 1999. The services have ended. 2000 Budget Update: Borup stated Governor Thompson signed the budget last night. At yesterday's County Board meeting the Board approved the 2000 budget. Our budget(s) were approved, including the allocation of "contingency" funds to cover potential salary adjustments. While exact dollar amounts for our programs were not detailed, the amount would cover 3% salary adjustments or $235,429 for the Department and Nursing Home. Borup stated the concrete project is proceeding. Our Maintenance Department is doing a great job and will be finished tomorrow, October 29`x, 1999. Borup stated the "farm" house contract with Patricia Wolff is up on 12/01/99. Borup stated he would renew the contract with an increase in rent from $500.00/month to $525.00/month if that meets with the Board's approval. The Board was in agreement. Stephens asked if there were any other issues to bring before the Board.
