CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD NOVEMBER 11, 1999 The St. Croix County Health and Human Services Board met on November 11, 1999, at the St. Croix County Human Services complex in New Richmond, Wisconsin. MEMBERS PRESENT: Robert Stephens, Chair Leon Berenschot Chris Bethke Lois Burri James Craig Jack Dowd Fern Johnson Einar Horne Mary Louise Olson MEMBERS ABSENT: none STAFF PRESENT: John Borup, Health and Human Services Director Judy Ziegler, Accounting Supervisor Carolyn Krieger, Nursing Home Administrator Barbara Nelson, Public Health Supervisor-Health Officer Ron Lockwood, Long Term Support Kathy Dunlap, Family and Children' s Supervisor Malva Berg, Secretary OTHERS PRESENT: Chuck Warzecha, Bureau of Environmental Health Chair Stephens called the meeting to order at 8:00 a.m. noting the meeting was properly and legally publicized. NEXT MEETING: The Health and Human Services Board meeting scheduled for November 23, 1999 will not be held unless urgent agenda items arise before that date. The next Health and Human Services Board meeting will be December 14, 1999 at 8:00. Bethke will review vouchers at 7:30 AM on December 14. AGENDA: Motion: A motion was introduced by Bethke, seconded by Johnson, and unanimously adopted: That the agenda be approved as circulated. MINUTES: Motion: A motion was introduced by Berenschot, seconded by Burri, and unanimously adopted: That the minutes of the 10/28/99 Health and Human Services Board meeting be approved as circulated. PUBLIC HEALTH: Chuck Warzecha, Hazardous Waste Site Exposure Assessment, Bureau of Environmental Health, Division of Health, gave a report on drinking water problems in private wells in St. Croix County. He has been working with private well issues in the county over the past years and continues to be concerned with this in St. Croix County because of the rapid rural development. The unit he works with evaluates the health effects from exposure to contaminants in groundwater, air, soil, and food chain from hazardous waste sites contaminants and consults on risk assessments for hazardous sites. Horne said areas around dumps have the most water problems. Warzecha said the water problems are more health issues than bacterial issues. He said another problem not covered under health issues is the stress involved when finding a contaminated site. FINANCIAL REPORT: The following financial reports through September, 1999 were distributed to the Board. The Board thanked Maintenance for the extraordinary work they did on installing the parking space in the front of the building. Krieger said the census today is 96 with three pending admissions. She said the 07/01/99 Medicaid rate will not be received until 2000. She said the Medicare rate was increased 10/01/99. She said the form for ITP monies has not been received as yet. Lockwood said this policy has been approved by the Long Term Support Committee and is providing this policy to the Health and Human Services Board for their information. There is no action needed on this policy unless the Health and Human Services Board feels the policy needs modification. Lockwood said an itemized list of any home modifications must be included in the individual service plan that is approved by the Wisconsin Department of Health and Family Services. He said Westcap does some home repairs that COP does not pay for but there is no duplication of services between Westcap and the COP program. Lockwood said three clients from Northern Center will need to be relocated into the community by 01/30/00, but he hopes to get an extension on this move until the end of March. He said it is hopeful this placement will be in place no later than April as we are trying to develop a placement site in St. Croix County. Stephens asked if there were any other issues to bring before the Board. Motion: A motion was introduced by Berenschot, seconded by Bethke, and unanimously adopted: That the meeting be adjourned.
