CROIX COUNTY HEALTH AND HUMAN SERVICES BOARD DECEMBER 14, 1999 The St. Croix County Health and Human Services Board met on December 14, 1999, at the St. Croix County Government Center in Hudson, Wisconsin. MEMBERS PRESENT: Leon Berenschot Chris Bethke Lois Burri Fern Johnson Einar Horne Mary Louise Olson MEMBERS ABSENT: James Craig, excused Jack Dowd, excused Robert Stephens, excused STAFF PRESENT: John Borup, Health and Human Services Director Judy Ziegler, Accounting Supervisor Carolyn Krieger, Nursing Home Administrator Fred Johnson, Family and Children' s Supervisor Ralph Robole, Facilities Manager Mai a-Berg, Secretary Secretary Bethke called the meeting to order at 7:00 a.m. noting the meeting was properly and legally publicized. NEXT MEETING: The next Health and Human Services Board meeting will be January 11, 2000 at 8:00 AM. AGENDA: Motion: A motion was introduced by Berenschot, seconded by Burri, and unanimously adopted: That the agenda be approved as circulated. MINUTES: Motion: A motion was introduced by Berenschot, seconded by Bethke, and unanimously adopted: That the minutes of the 11/11/99 Health and Human Services Board meeting be approved as circulated. CONSIDERATION OF CLAIMS: The following reports were distributed to the Board: transfer of funds report, cash report, unemployment report and fixed assets purchased. Ziegler -noted that the -unemployment report consisted mainly of former Home Health employees. Health and Human Services Board member, Bethke, reviewed the November vouchers and questioned or reviewed the following vouchers: HUMAN SERVICES: 24746: A. H. Wilder Foundation, $17, 553.82, child care in an institution. Costs for four juveniles for November. Their placements are court ordered. 24941: Sunburst Youth Homes, $5,843.70, November care for one juvenile in a CCI facility. This was a court ordered placement. This facility provides specialized services ST. Krieger said Congress has passed a bill that will increase the Medicare rates as follows: 1. Allows the Health Center to immediately transition to the full Federal rate effective 12/29/99, 2. Adjust the 44 RUGS (Resource Utilization Group) categories by 20% on 04/01/00 and 4% on 10/01/00. 3. Removal of the cap on Part B. 4 . The Nursing Home will no longer have to pay for ambulance services for dialysis, chemo-therapy, and prosthetic devices. Krieger said the census is 99 today but was 101 this past week. Referrals are slow due to the holidays. NURSING HOME: Krieger said St. Croix Health Center has secured a contract with the VA to admit veterans. She said St. Croix Health Center will also be signing a contract on December 16 with Preferred One for future admissions. WORKFORCE ATTACHMENT AND ADVANCEMENT (WAA) PROGRAM: We have received the announcement and planning instructions for the implementation of the WAA program. St. Croix County W-2 agency will receive $46, 321 for the WAA program for a two-year contract period (2000-2001) and 15% may be used for administration costs. The WAA program provides an opportunity to develop new service strategies to stabilize low-income workers, provide skill training to persons so they can advance to higher-paying employment and help employers to retain and upgrade the skills of employees. Krieger said she is working with Fruit to formulate a plan and this will be brought to the Board in January. 5 i Johnson said we have done billing for secure custodv costs for the last quarter of 1999. Olson left the meeting at 8:00 AM. W-2 UPDATE: W-2 cases have increased to 19. There is an increased level of participation in case management only, with some needing minimal support services such as uniforms, etc. The FSET cases are at 16, ChildCare at 78 and BadgerCare at 138 . The maintenance associated with the ChildCare and BadgerCare caseloads have caused the overall workload to increase substantially. Bethke asked if there were any other issues to bring before the Board. Borup said the State contract for DHFS came in with an overall increase more than anticipated. Basic County Allocation was up $53, 669, but 4E incentives for children is down $18,000. Borup said he and Don Gillen met with the City of New Richmond in November regarding contamination at the City landfill. He said the landfill was apparently used by anyone from the area who wanted to use it, there are no records available of what :.==_s dumped. The -City is asking area users to voluntarily share in the clean up costs. Motion: A motion was introduced by Berenschot, seconded by Bethke, and unanimously adopted: That the meeting be adjourned.
