Personnel Committee Meeting
Date: August 10, 1999 Location: Government Center, Hudson
The Personnel Committee meeting continued in session after the Finance Committee
dismissed themselves from the joint session. Discussion regarding the upcoming negotiations
with AFSCME union representatives. Moved (Jacobson, Speer) and approved to authorize
one Personnel Committee member to participate in bargaining sessions between the unions and
the County. It was determined that the assignment of members would be on a rotating basis.
It was noted that the initial exchange of proposals would be at 1 p.m. on September 7. The
entire Committee would be in attendance for that session.
The Committee discussed a three-year compensation package to be extended to the non-
represented employees. Moved (Speer, Olson) and approved to recommend a five-point non-
represented compensation package to the County Board as follows: 1.) voluntary direct
deposit of employee's paychecks, 2.) introduction of Section 125 plan (flexible spending
account), 3.) assessment of a 90/10 employer/employee contribution to the health insurance
monthly health insurance premiums, effective with the,October payment for November
coverage, 4.) implementation of an 11-day lag for payroll checks currently issued on a 4-day
lag, and 5.) wage grid schedules for 2000, 2001, and 2002 as proposed.
Moved (Jacobson, Olson) and approved to adjourn at 2:35 p.m.
