PUBLIC PROTECTION COMMITTEE MEETING UNOFFICIAL RECORD
Jan. 6 2000
MEMBERS PRESENT: Julie Speer, Bill Krueger and Chuck Mehls . Bob -
Gunderson and Tom Irwin were excused. Meeting called to order by
Chair Speer at 9 : 00 a.m.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert,
Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey,
Administrative Assistant Mary Martell and Renee Carufel .
Motion to adopt the agenda by Krueger/Mehls . Carried.
Date of the next meeting is Feb. 9th at 9: 00 a .m.
Motion to approve the minutes of Dec. 8th by Krueger/Mehls .
Carried.
STATUS OF SECURITY WINDOWS: Don Brown came in before the meeting
and informed the committee a vendor is coming to give the County a
bid on the security windows . He will report back on any bids he
receives .
VICTIM WITNESS ROOM: Committee will ask Don Brown to check on the
status of the Victim Witness room. No other action was taken at
this time.
CT. COMM. ED VLACK: At an earlier date, Irwin was concerned about
the number of cases of domestic violence cases in the County.
Speer explained to the committee that this matter should be worked
out between the DA' s office and the Court Commissioner. The
questions have been addressed to the Committee ' s satisfaction. Any
further concerns should be handled between each party involved.
SHERIFF' S REPORT: Hillstead reported that on the whole, the year
has gone very well. Sheriff thanked everyone in the department
for all their help and feels a lot of progress is being made .
Knudson and Fayerweather are on patrol now. He reported there
have been a couple of suicide attempts from inmates in the Jail .
Now we have to transport any inmates to Mendota at a cost of $1000
per round trip. The County has been trying to get a contract with
United Hospital in the Twin Cities for this . This would be a lot
more cost effective.
Hillstead informed the committee we are in need of a snowmobile
trailer to haul the two patrol snowmobiles for about $900 . There
is a possibility that the local snowmobile clubs would help with
this expense. He also informed the committee Jeff Klatt needs a
computer to measure accident stats such as speed of impact at all
accident scenes . There is a class that Klatt would have to attend
to learn how to use this machine. If we buy this machine new,
there will be no cost for the school . The cost of this computer
is $2148 . Motion by Mehls/Krueger to approve the cost of $900 for
the trailer and $2148 for the computer to be taken from the
Confiscated Drug fund. Carried.
The Sheriff reported we have received a $1500 grant for a Juvenile
Alcohol Abatement program. He suggested this fund be divided
between the Village of Somerset and the City of Hudson to help
them with this problem.

Alcohol Abatement program. He suggested this fund be divided
between the Village of Somerset and the City of Hudson to help
them with this problem.
PATROL CAPTAIN' S REPORT: Klandermann reported the new cars are on
order and we are short of patrol cars at this time.
He also reported we had an Emergency Response Unit exercise at the
Baldwin High School . It was very well attended and a lot was
learned from this demonstration. Our K-9 dog, Chance, was in on
this training and gave an excellent performance .
Mehls told of the need for a certified fire ladder. The ERU team
needs two 12 foot sections for a cost of $574 which would be used
for second story and roof top entry. Motion by Speer/Krueger to
spend up to $600 from the Confiscated Drug fund for this ladder.
Carried.
Mehls gave a progress report on the new van. Some changes were
made in the floor plan. We will be installing the galley
ourselves which will represent a large savings . They hope to have
the finished product within 90 days from the date of the signing
of the contract.
BILLS AND VOUCHERS : Motion by Krueger/Mehls to approve the bills
of $21, 918 . 13 for the Sheriff department. Carried. Motion by
Krueger/Speer to approve the bills of $32, 087 .25 for the Jail.
Carried. Revenues for the month of December were $31, 996. 49 .
Ninety-seven percent of the Revenues went into the general fund or
specialized accounts .
JAIL CAPTION' S REPORT: The average daily population for the Jail
for the whole year was 95 .
Head Sets : Humphrey reviewed other head sets but came to the
conclusion that the Jailers should not have to share head sets for
sanitary reasons . Motion by Krueger/Mehls to approve up to $3200
for the 26 head sets and 2 amplifiers . Carried.
Humphrey reported they are about finished installing the new
cameras in the Jail booking area and will work on getting a report
to the committee showing what areas these camera cover.
Martell reported that all the data from Clues cannot be converted
to the new computer system. This committee feels that anything to
solve this problem should be implemented as soon as possible .
MEDICAL EXAMINER' S REPORT: Motion to approve the bills of $4083 . 87
by Krueger/Mehls for the Medical Examiner. Carried.
DISTRICT ATTORNEY' S REPORT: Motion by Krueger/Speer to approve the
bills of $1789 . 64 . Carried.
Motion to adjourn at 10: 40 a.m. by Krueger/Speer. Carried.
