Committee and Public Comments ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 2/10/2009 2:40 PM OFFICIAL LOCAL EMERGENCY PLANNING COMMITTEE MINUTES 2/18/2009 The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Chair Borup called the meeting to order at 1:00 p.m. Present: J. Speer, R. Rebholz, J. Mortensen, D. Ostness — County Board; C. Swetlik - Emergency Communications; J. Klatt — Sheriff's Dept.; J. Colvard - Emergency Management; D. Briggs — Somerset PD; R. Haider — Westfields Hospital; C. Olson — River Falls; G. Arnevik — Phillips Plastics; Ed Thurman — SCC Public Health; Paul Hubenette — Hulcher Services; NEXT MEETING — JUNE 17, 2009, at the St. Croix County Government Center, Community Rm. at 1:00 p.m. The LEPC Minutes of 8/13/2008 were approved on a Speer/Mortensen MOTION. Colvard informed that two items have been followed up on: Hazmat Response Expenses and Training for County and Municipal Officials. Colvard informed of three upcoming ICS 402 classes for Elected Officials — April 15, 16, and 22, 2009. Interested parties need to pre- register with WITC, New Richmond. 2009 COMPUTER GRANT Colvard informed that an application for this grant has been made. It is an 80/20 Grant. CHANGE IN 2009 EPCRA REPORTING AND PLANNING FEES Colvard informed, along with a handout, that Reporting, Planning, and Late Fees have been increased. Colvard also explained of a new requirement through Environment Protection Agency (EPA) that requires large farms who have cattle to file a report with their County Emergency Management Department. FACILITY PLANS UPDATED A handout showing the existing Facility Plans that have been updated since September, 2008 was given. HOSPITAL CONSORTIUM UPDATE Haider commented on the NRC EOC Activation Exercise: -Air ambulance traffic went smooth. - Drills were held. -RACES were involved. - Y -Trac Alert was utilized. - Satellite phones were tested. - Decontamination took place; relationship - building took place. - Equipment was obtained through this grant for the EM, Ham Radio operators, and Dispatch. Haider is the Vice Chair for the West Central Region Consortium and informed that RTAC and EMS budget has been deceased and will now fall under the Hospital Preparedness Program. This Program is in the process of providing Personal Protection Equipment for EMS responders. Westfields Hospital will be getting an Emergency Water Well. Hospitals will be receiving body bags; these bags have a shelf life of ten years. Haider informed of a Communications Exercise for St. Croix County and Pierce County hospitals. This will take place June 15, 2009. Westfields, Hudson, River Falls, and Baldwin Hospital personnel have been trained in Hazmat Decontamination. HUDSON TABLE -TOP EXERCISE Colvard explained that through the State, a Grant and Exercise is planned for June 10, 2009, at the Hudson City Hall from 10 a.m. to Noon. It is a Hazmat, Mass Casualty Riverboat Exercise. Colvard, the State representative, E. Christensen, and D. Briggs are in the process of drafting the participant list. PUBLIC HEALTH APPOINTMENT TO COMMITTEE E. Thurman will represent Public Health. An appointment letter will be drafted. Rebholz would also request W. Kramer to attend these Committee meetings occasionally. A Rebholz /Speer MOTION was made supporting this appointment. OSHA TRAINING Colvard informed of an OSHA Safety /General Industry class being conducted March 25, 2009 at WITC, New Richmond. Colvard gave a handout giving more details. Colvard commented that this class is valuable. SHORT AND LONG TERM GOALS Colvard informed of a Federal Exercise that will be taking place in 2011.
