Committee and Public Comments ADJOURN (Items may be taken in different order) ** Additions /Changes /Corrections Items for County Board approval must be submitted to the County Clerk's office by Wednesday morning preceding a County Board meeting. 11/9/2009 11:23 AM UNOFFICIAL LOCAL EMERGENCY PLANNING COMMITTEE MINUTES 11/1912009 The St. Croix County LEPC meeting was held at the St. Croix County Government Center. Chair Borup called the meeting to order at 1:07 p.m. Present: J. Speer, R. Rebholz, J. Mortensen, D. Ostness — County Board; C. Swetlik - Emergency Communications; J. Colvard - Emergency Management; C. Olson — River Falls; Wendy Kramer, Ed Thurman — SCC Public Health; J. Klatt — Sheriff's Dept.; D. Briggs — Somerset PD; C. Nelson — Baldwin EMS; C. Mehls — New Richmond Emergency Mgmt.; R. Haider — Westfields Hospital. Excused — T. Ramberg NEXT MTG. —TO BE DETERMINED The LEPC Minutes of 6/17/09 were approved on a Mortensen/Rebholz MOTION. PLANS UPDATED SINCE THE LAST MEETING Colvard reported that the facility plan for Jongquist has been updated. NEW PLANNING FACILITY Colvard report that a new facility plan for MCI, Hudson, has been developed. 2010 EPCRA GRANT AWARD Colvard reported that the grant award has increased to $18,328 to cover LEPC /EM activities. Tabletop Exercises can be included in this grant of which three municipalities have requested an Exercise for 2010. HOSPITAL CONSORTIUM UPDATE Haider reported that there has been an increase in business, pertaining to the H1N1 vaccine. The hospital had two surges of clientele, and the hospital was able to manage the flow with current staff. Currently, the H1N1 flow of traffic is at a downswing. Things may pick up again in late December or January. Haider reported that Westfields, and other County hospitals, participated in a full -scale exercise with UWRF Campus. The scenario was a campus shooting. Haider commented that the communications aspect went wonderful, and it was a great drill. Haider reported that the Consortium grants will focus on Emergency Water Wells and Personal Protection Equipment. Westfield Hospital's well was a pilot program for Consortium funding. Kramer also reported that there may be a late second surge of H1N1 breakouts. Kramer reported that HIN1 is widespread throughout the State. St. Croix County Public Health has clinics scheduled for target populations; the mass clinics have not been scheduled due to a limited supply of vaccine. Haider reported that County hospitals have signed MOUs and are working together to confront the H 1 N 1 activity. 2010 HAZMAT /COMPUTER GRANT Colvard reported that the grant is available; application needs to be made by January 15, 2010. This is an 80/20 grant. Colvard reported that four computers will be applied for Emergency Communications. The 2010 Computer Grant is the last year of the four -year cycle; the max reimbursement is $6,000. REVIEW/UPDATE OF COUNTY HAZMAT TRAINING CLASSES Colvard reported that 2009 Training classes have reached $9,052, which are funded through the State and provides agencies and municipalities training. Colvard reported that for 2010, so far $18,398 has been approved through the State for training classes for various agencies and municipalities. Colvard reported that training is a Federal requirement for Emergency Responders. The Hospitals are considered Receivers, and OSHA rules apply to the hospital personnel. Colvard commented that County agencies have excelled in training; C. Nelson expressed the same comment. Colvard reported that County responders should be thanked for their participation in training courses. FUTURE CHANGE IN EMERGENCY MANAGEMENT PERSONNEL Borup spoke on his behalf stating that the downsizing of the County Board from 31 to 19 members occurring April, 2010, and Colvard's retirement will leave only one Department Head, Swetlik. A direction was made to Swetlik to put together a proposal combining the two departments to be presented to this Committee. This proposal will be open for input, and this proposal will be presented to the County Board on December 15, 2009. This Committee will need to move quickly to address this matter. Borup commented that over the years, he has had a good working relationship with Colvard. Briggs asked, of the combining of the two departments, would the same level of service be delivered to municipalities that they have come to expect. Briggs gave two examples: 1. Planning an exercise took approximately five months. 2. Damage Assessment which resulted in a return to the village of approximately $27,000. Borup also stated that the Committee's aim is to maintain what we have. Ostness commented that December 15, 2009 presentation to the County Board is not set in stone; a lot more time is needed, and more input from affected parties is needed. Rebholz commented that the County's obligation to the communities won't change. Nelson commented that he has just learned of this proposal and started hearing concerns from the LE, EMS, Fire, and Deputy EM Directors. Concerns are the rush to get a plan in place and exclusion of responders from this proposed plan. Mehls spoke of past incidents occurring in the County and would Swetlik be in the Communications Center or Comm. Van or doing assessments of damages. Mehls mentioned of putting a person in overload. Who would deputy emergency managers report to? Speer mentioned that the Committee is still searching who will fill these duties, not necessarily that Swetlik would. Olson commented on Colvard's expertise and dedication to the EM tasks. Olson stated that if the wrong decision is made, it will cost not only taxpayers money but lives. Borup commented on the experience of Colvard, and stated this fulfilling of EM duties will need to be done carefully and skillfully.
