Ruetz called the meeting to order at 10:22 a.m.
CONSENT AGENDA
Motion by Peavey, seconded by Raebel, to adopt the agenda and the consent agenda approving the (1) Land
& Water Conservation and Parks vouchers, (2) June 2, 2009 meeting minutes, and (3) setting the next
committee meeting for August 4, 2009. Carried.
LAND & WATER CONSERVATION DEPARTMENT
WEST CENTRAL AREA
Ruetz attended the summer tour on June 12 hosted by Dunn County and reported on the featured areas
toured: Gilbert Creek Habitat Restoration Project, Western Wisconsin Energy LLC, Menomonie Shooting
Range, and the Red Cedar Cutoff. There was a short business meeting.
NEW BUSINESS
Director's report
Heise reported:
• The state budget has been approved. WLWCA was successful in having some of our proposed budget
cuts being restored. Our staffing dollars are back to where we were in 2009.
• The Land & Water Board is still in tact. It is an elected position on the board rather than being
appointed.
• The DATCP Board and the Natural Resources Board met on June 24 at WITC, New Richmond. Natural
Resources Board approved NR -115 (Shoreland Zoning Rules). They have been working on those rules
for about 8 years. It means that once these are officially approved, the WDNR will develop a model
ordinance.
• Working Lands Initiative — It is in the budget. St. Croix County is one of the first counties to get
approval and funds to amend our Farmland Preservation plan. DATCP looked at counties that were
growing rapidly and set those counties to be the first to update their Farmland Preservation plan.
2010 budget
Heise sated that budget instructions have been received. All departments are directed to build their budgets
on 0% increase, 5% reduction, and 10% reduction. Budgets will be based on levy dollars. Budgets are to be
completed and submitted to Finance in early August. Discussion by committee. The proposed department
budget will be reviewed during the August 4 LWCC meeting.
Animal waste ordinance review — zonin amendments
Staff reviewed proposed ordinance amendments to Chapter 17 of the general Zoning ordinance that should
be changed to reflect either the DRAFT — Animal Waste Ordinance, Administrative Code changes (Siting
law) or other items that just need to be updated regarding animal agriculture. There was a 5 -page (two- sided)
document mailed to the committee to review prior to the meeting. There was considerable discussion by the
staff and the committee. Committee and staff reviewed approximately half of the document and decided to
finish the review of these proposed amendments during the September LWCC meeting.
County Farm — letter to lessee
Discussion on the status of the lease agreement, the nutrient management plan, and the draft of a letter
addressed to the lessee. Committee approved sending the letter with some recommended changes.
OLD BUSINESS
Capital Outlay Plan - revised
The spreadsheet details the preliminary LWCD expenses (four items) for 2010. Some numbers were updated:
computer server ($8,000 - serves LWCD, UW -Ext and Parks) and total station ($3,000 - surveying
equipment) data recorder.

NEW BUSINESS
Director's report
• We held our first triathlon event at Homestead Parklands on June 28. It was hosted by a Twin Cities
Triathlon store out of White Bear.
• Pine Lake project - We are waiting to hear from Xcel Energy on marking boundaries of the upper
parking lot.
• Emerald Ash Borer — policy on firewood at all parks - Overall, most people are understanding and
receptive of the policy.
Authorization to exceed lod inE rate
Heise requested authorization for Dave Larson to exceed the maximum daily motel/hotel allowance for two
nights (July 22 and 23) at $89.00 rather than $70.00 allowed for attending the 2009 Park - Summer Tour in
Door County on July 23. Peavey made motion, seconded by Ruetz, to approve exceeding the lodging rate
($89.00) for Dave Larson to attend the Door County summer tour. Carried.
OLD BUSINESS
Capital Outlay Plan - revised
Heise reported that the Parks Department spreadsheet details the preliminary Capital Outlay expenses for
2010. Not much has changed since the last meeting. The old tractor will be replaced by a skidsteer ($10,000
reduction).
Chip seal was finished at the Glen Hills campground (completed as much as possible with money from this
year's budget). There are 5 -6 loops in the campground that will need to be chip sealed next year.
