Ruetz called the meeting to order at 10:00 a.m.
CONSENT AGENDA
Motion by Peavey, seconded by Marzolf, to adopt the agenda and the consent agenda approving the (1)
Land & Water Conservation and Parks vouchers, (2) May 5, 2009 and May 18, 2009 meeting minutes,
and (3) setting the next committee meeting for July 7, 2009. Carried.
PARKS DEPARTMENT
NEW BUSINESS
Capital Outlay Plans
Heise reported that the Parks Department spreadsheet details the preliminary Capital Outlay expenses for
2010. The numbers will changeover time but it is a starting point.
Emerald Ash Borer
Larson provided the Committee a brief overview on Emerald Ash Borer and presented the Committee a
state map showing various firewood restrictions in Wisconsin county parks. Discussion. Motion by
Ruetz, seconded by Marzolf, to ban all firewood from being brought onto all lands under the jurisdiction
of the St. Croix County Land & Water Conservation Committee. This ban includes pallets, lumber scraps
and any other wood meant to be burned as firewood. Motion carried with one no vote (Raebel). Campers
can purchase certified firewood at the campground in Glen Hills County Park.
OLD BUSINESS
_Pine Lake — Update
Larson updated the Committee on the negotiations with Xcel Energy regarding the auxiliary parking lot at
Pine Lake Park. County staff met on site with Xcel representatives on May 21. The parking lot will be
reduced in depth to allow parking for vehicles without trailers. Xcel will be sending a letter outlining
their decision. Discussion.

NEW BUSINESS
Summer Intern — Request approval to transfer budget dollars
Heise reported that a grant can be submitted through our Wisconsin Land & Water Conservation
Association for a summer intern. This year we have been working on drinking water problems in towns
of Emerald and Forest. We want to start mapping active sinkholes in both of those towns. In order to get
the grant from WLWCA, we need to match those dollars. We request using dollars ($2,000) from our
Land & Water Conservation Cost -Share program to match the $2,000 from WLWCA. We also would
like to get $500 from each town to help support the internship. Raebel made motion, seconded by
Marzolf, to approve using budgeted funds (up to $2,000) from the Land & Water Cost -Share Program
along with town contributions of $500 each, to match a WLWCA grant to fund the summer intern.
Carried. We are waiting for confirmation on decisions made from Town Board meetings whether we will
be moving forward with the intern position and project.
Capital Outlay plans
The spreadsheet details the preliminary LWCD expenses (four items) for 2010. The numbers will change
over time.
Heise updated the committee on the status of the county farm rental contract/agreement.
OLD BUSINESS
Amended Animal Waste Ordinance
Staff reviewed pages 8 -16 of the proposed ordinance with the committee. Committee provided input and
proposed amendments to proposed language of the DRAFT animal waste ordinance. Staff will track
those proposed comments and changes in the next draft. This concludes the review of the proposed
Animal Waste Ordinance. During the next committee meeting on July 7, staff and committee will discuss
the proposed Zoning amendments that need to be incorporated as a result of the animal waste ordinance
update and/or for clarification purposes.
