CROIX COUNTY LAND & WATER CONSERVATION COMMITTEE Agricultural Service & Education Center, Baldwin, WI May 5, 2009 Members Present: Ken Graf, Linda Luckey, Buzz Marzolf, Bill Peavey, Gene Ruetz Members Absent: Dan Raebel - excused Staff Present: Director Bob Heise, Administrative Assistant Arlene Lier Others Present: Steve Pernsteiner, Judy Derricks -NRCS, County Senior Planner Ellen Denzer Ruetz called the meeting to order at 10:59 a.m. Action on Previous Minutes: Peavey made motion, seconded by Marzolf, to approve the amended April 7, 2009 meeting minutes (under Parks — Director's Report — Power loading boats onto boat trailers causes big scour holes). Carried. Adoption of Agenda: Motion by Marzolf, seconded by Peavey, to adopt the agenda. Carried. Date of next meeting: June 2, 2009 LAND & WATER CONSERVATION DEPARTMENT FARM SERVICE AGENCY (FSA) Graf reported on the recent staff changes. Jeff Myers- Chippewa Falls has been working at the Baldwin FSA office about once weekly as acting County Executive Director. The CED position has been posted and closed. Applicants will tentatively be interviewed the week of May 11. Beth Zimmerman has accepted a position in Wausau with the FSA Farm Loan Team. NATURAL RESOURCES CONSERVATION SERVICE (NRCS) Steve Pernsteiner- District Conservationist reported: • Judy Derricks, the new Assistant State Conservationist, was introduced. • 2009 Environmental Quality Incentives Program (EQIP) application period just ended. St. Croix County had 23 applications for about $390,000. Application was for a variety of practices including: Waste Storage, Nutrient Management, Pest Management, Irrigation Water Management, Grassed Waterways, Grade Stabilization Structures and other minor practices. Agency should hear soon on who will get funding. • Applications are being taken until May 29 for a new list of practices cost shared by EQIP. These practices are for management plans including Forestry, Energy and Organic Farming. • Interest has increased recently for the SAFE program. This is the Conservation Reserve Program (CRP) for short to mid grass prairie. DEPARTMENT OF NATURAL RESOURCES (DNR) No report. RESOURCE CONSERVATION AND DEVELOPMENT (RC &D) Ruetz reported: • Local food programs with the hospitals are going well. • The food coop will not accept any produce which has not gone through a commercial kitchen. The produce has to be cleaned up, cut up, packaged and ready to sell. • He will attend a meeting on Thursday at Independence. WEST CENTRAL AREA Heise reported that Dunn County will be hosting the summer tour on Friday, June 12. We need to know soon as to whether any LWCC members are interested in attending. NEW BUSINESS Director's report Heise reported: • The town of Somerset sent notice of a road discontinuance. Our recommendation would be "no objection" to it. • Received information that DNR has provided some dollars (from stimulus package) to begin developing an implementation plan for the TMDL (Total Maximum Daily Load) for Willow River and Lake Mallalieu. Vouchers Discussed the voucher list and the need for approval since the payments have already been made according to the approved budget. Each month the mailing will include the voucher list (informational) which will cover the payments made from the one date to the next date of mailing to the LWCC. Marzolf made motion, seconded by Ruetz, that at future meetings, the vouchers be incorporated into a "consent agenda ". Carried with one no vote (Peavey). Glen Hills Dams - 2009 inspection report The annual inspection was conducted by Parks Department and LWCD staff. The inspection report was discussed. We are still working with false alarms on some of our dams. We are working with Nextgen on a longer (2 -5 minutes) relay switch. 2009 Soil & Water Resource Mana ement Grant contract Heise presented the grant contract for staffing and cost share dollars. Peavey made motion, seconded by Graf, to authorize Chair Ruetz to sign the 2009 SWRM Grant contract. Carried. Resolutions — Targeted Resource Management grants — (1) Goodrich (2) YMCA Camp Heise presented two resolutions: (1) RESOLUTION AUTHORIZING APPLICATION FOR GRANT FUNDS TO IMPROVE WATER QUALITY OF LAKE ST. CROIX LOCATED IN THE TOWN OF TROY, (2) RESOLUTION AUTHORIZING APPLICATION FOR GRANT FUNDS TO IPMROVE THE WATER QUALITY OF THE WILLOW RIVER LOCATED IN THE TOWN OF CYLON. Staff wrote two separate Targeted Resource Management grant applications: YMCA camp (along County FF) to control erosion site leading down to the St. Croix and Goodrich Farms (Hwy 64). The projects are accounted for in the 2010 SWRM grant application. Peavey made motion, Luckey seconded, to approve both resolutions with the amendment by Luckey to add " animal " before waste storage (Goodrich Farms) and notice that no county dollars will be spent in these resolutions. Carried. OLD BUSINESS 2008 Strategic Initiatives County Board goal setting session was held on Friday, April 24. Initiative #10 —Heise recommended maintaining the initiative to "Reduce Nutrient Runoff by 20 % ". As priorities change, we can realign differently. Heise thought the survey that Fodroczi presented on comprehensive planning was more important. There was a high response as to protection of groundwater and surface water in the county. Amended Animal Waste Ordinance Due to the time needed to review the amended ordinance, a special meeting is scheduled for Monday, May 18, 8:30 a.m. to focus on amending the ordinance. PARKS DEPARTMENT Members Present: Linda Luckey, Buzz Marzolf, Bill Peavey, Gene Ruetz Members Absent: Dan Raebel - excused Staff Present: Director Bob Heise, Administrative Assistant Arlene Lier Others Present: County Senior Planner Ellen Denzer NEW BUSINESS Director's Report Heise reported: • Electrical project at Glen Hills Campground is close to being completed. • Homestead park and Glen Hills park are officially open as of May 1. • We had a prescribed burn at Homestead. The road ditches and cut slopes have been burned by the St. Joseph Fire Department. • The Scuba Club came to Homestead park on April 25 and did one eurasian milfoil pull. We want them back on May 16 to do another pull. Another aquatic weed pull will be done in June. The objective of these early pulls is to get a jump on it while the plants are young. We will make big improvements in the swimming area if we get a good kill on it early in the year. • Trifitness from White Bear Lake has contacted staff about holding a small Triathlon at Homestead Park on June 27. Parking would be an issue so the number of registrations would have to be limited. It would be a new use for the park. Liability issues would have to be worked out with the County Risk Manager. Vouchers The May bills list for Snowmobile and Parks was presented. Motion by Marzolf, seconded by Ruetz, that at future meetings, the vouchers be incorporated into a "consent agenda ". Carried with one no vote (Peavey). OLD BUSINESS 2008 Strategic Initiatives No report. Bass Lake, Pine Lake — Update Bass Lake - WI DNR Regional Office Crew came on April 27 to remove sediment deposits from the lake bed due to excessive power loading of boats. Discussion on the boat landing and the receding water level. Heise will contact the County Risk Manager regarding liability. A "donation box" could be used to help with expenses related to the boat landing. We will be working with the Bass Lake District on this issue. Pine Lake — Park staff and the County Risk Manager will be meeting with Excel Energy staff on Thursday, May 21, 9:00 a.m. at Pine Lake park.
