applicant's Conditional Use requests:
The appiicant, Kelly Yule, submitted ar applicatior requesting a Conditional Use Permit for
a L)ooor Recreation Facility as a mobile shooting range; pursuant to Section 17.18 t91n. o-'
the St. Croix County Zoning Ordinance.
The Definition, as pe, Section 17.09 for an Indoor Recreation Facility States. 'A use inside
a building used for recreation. includinq but not limited to tennis. racquet ball, driving
ranges curling, dance schools, ice arenas, shooting ranges, pool halt, and health club." The
d-finibor, includes uses SUCn as a shooting range and therefore does not violate the spi,it
or general intent of the St. Croix Co.mtY Commercial District.
The proposed conditional use is designed to conform to the general standards and
conditional use standards found it Section 17.18 and is also subject to proposed
,onditions in the staff recommendations oeiow. The range was designed specifically for
,his use in which the safety o` the users and public are measured. Therefore, this use would
not be contrary to the public health, safety, or general welfare.

DECISION
On the ba;I~ of the above findmcs o` fad CAnciu.4ior1, of Law. and the record herein, the Board
approved the applicant's Conditional Use requests, wan the following condition:
1. The property owner shall ensure al, driveways and parking iots as shown in the site Dian
are paved by October 25, 2020.
2. The hours of operation shall be from 8AM-8PIv1, Monday-Sunday.
There shall be no firing of firearms outside of ere shooting range.
4. Approval of the proposed use applies only this site. Any elocation, temporary or
permanent. would require ootalning approvals from the authority of the new location.
5 TLw propetty owner shall maintain the existing vegetative screening.
6. All lighting associated with the business shall be illurnindted downward and shielded away
from pubiic view.
No other activities or events are to take place witnou: ydting the appropriate permits
and/or approvers from the Comrnunity Development Department.
8. Any signage shall comply with section 17.65 Sign Regpia!ion of trip St. Croix County Code
of Ordinances Land Use and Development.
9. These conditions may be amended or additional conditions may be added if unanticipated
circumstances arise that would affect the. health and/or safety of citizens or degrade the
natural resources of St. Croix County. Conditions will not be amended or aooed without
notice to the property owner and an oDDortuni-y for a public hearing.
10. Any change o- addition to use of the property buildings; or modification of or addition to
the property, building or facilities: o, changes to the current project details shall require
review by the Zoning Administrator to determine if the use may be allowed.
11. Accepting this decision means that tie a:r,>iicant has read, understands, and agrees to all
condi-ions of tnis decision and has no objections if County staff conduct unannounced
onsite inspections to check for compliance with the conditions of this Conditional Use
Permit.
12 The appiicant shall be responsible for securing any necessary local, State. or Federal
permit(s;' licenses and approvals and/or Board of Adjustment approvals if required.

the responsibility of the Board of Adjustment to submit its record ;file) of this matter to the circuit
court.
