MEMBERS PRESENT: Julie Speer, Laura Tommerdahl, Roger Larson and John Borup.
Cindy Leonard arrived at 8:34am.
ABSENT: None.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy John Shilts, Patrol Captain Scott
Knudson, Jail Captain Karen Humphrey, Accountant/Office Manager Mary Martell, Medical
Examiner Casey Swetlik, Medical Examiner Intern Samuel Lifton, Child Support Administrator

Meeting called to order at 8:30am by Chair Speer. Motion by Borup, 2 nd by Larson to adopt the
agenda. Carried unanimously.
Motion by Larson, 2 nd by Tommerdahl to approve the minutes of the September 9, 2009 meeting.
Carried unanimously.
The next regular meeting will be November 11, 2009 at 8:30am; the December meeting will be
on the 9 1h and the January 2010 meeting will be on the 13
MEDICAL EXAMINER'S REPORT: Swetlik introduced Samuel Lifton, an intern from UW-
River Falls who is working in the Medical Examiner's office for the fall semester. Lifton
provided a brief description of his education and future plans and highlighted benefits of the
intern program.
Swetlik presented September 2009 Medical Examiner bills in the amount of $0.00; outlined the
revenue and the year -to -date budget summary and noted there is one outstanding autopsy.
Motion by Leonard, 2 nd by Borup to approve the zero bills amount as presented. Carried
unanimously.
Brief discussion regarding the Medical Examiner's required involvement concerning cremations.
Swetlik presented a model jacket made with highly visible /reflective /reversible material and
reported he proposes to purchase identical jackets for each of the ME staff. Swetlik explained
the jackets meet OSHA regulations and summarized it is a way for staff to be more easily
identified. Cost per jacket is $140, the expense is covered in the budget and Swetlik indicated he
will draft a user agreement. Committee consensus is to support the purchase; it was determined
no motion for approval is necessary as the cost is covered in the budget.
CHILD SUPPORT DEPARTMENT REPORT: Child Support Administrator Kapaun and the
Child Support Specialists, along with Assistant Corporation Counsel Don Gillen were present in
a
honor of Linda Godfrey's retirement and her service to St. Croix County for the past sixteen
years. Kapaun expressed her appreciation to Godfrey for her dedication; Speer presented
Godfrey with an appreciation of service plaque. Applause.
Kapaun presented September 2009 bills in the amount of $2,253.68, clarified various expenses
and outlined the budrt status report. Kapaun summarized the budget remains in good shape.
Motion by Larson, 2 by Tommerdahl to approve the bills as presented. Carried unanimously.
Discussion regarding collections and increased case load. Kapaun reported over $968,000 in
collections for the month of September.
Kapaun presented a revised 2010 budget report indicating it has been updated because the health
insurance figures are now included. Discussion regarding salary and training costs for the new
staff person ( Godfrey's replacement). Brief discussion regarding the benefits of on -line webinar
training.
Kapaun reported her department now has access to the state of Minnesota's Child Support
System and described the benefits.
REPORTS OF THE SHERIFF DEPT /JAIL /PATROL CAPTAIN: September 2009 Jail
bills in the amount of $63,459.81 were presented; Shilts clarified costs associated with the matrix
switch update. Motion by Borup, 2 nd by Leonard to approve the bills as presented. Carried
unanimously.
September 2009 Sheriff Department bills in the amount of $48,733.08 were presented. Hillstead
explained costs/benefits of accident reconstruction training; Knudson clarified the cost associated
with the canine mouth piece. Motion by Larson, 2 nd by Borup to approve the bills as presented.
Carried unanimously. Brief discussion regarding boat repair and storage.
Hillstead /Martell reported foreclosures continue at a high rate and reported they are looking at
perhaps changing the billing process (bill more for the initial posting).
Hillstead /Humphrey reported the job outlook remains bleak for the Huber population.
Knudson provided results of the National Canine Competition summarizing Officers Sykora and
Stenseth represented St. Croix County very well. Discussion regarding providing a canine
demonstration to the County Board in the future; Knudson described ways in which the dogs are
utilized in schools (locker searches, etc.).
Hillstead reported there has been a series of car /home break -ins that have resulted in extra
patrol /overtime. Shilts described aspects of the City Watch program explaining it is a computer
system that selects certain residents and/or geographical areas and generates an automated call.
Shilts summarized the use of the system has been successful thus far.
Brief discussion regarding open -carry requirements.

Hillstead reported the department advertised for the open patrol position and received almost
two - hundred applications and indicated ninety to one - hundred applicants will be tested.
DISTRICT ATTORNEYNICTIM WITNESS REPORT: Johnson introduced Pam
Bellrichard, the new Victim Witness Coordinator. Johnson provided a brief background and
Bellrichard summarized her past experience. Johnson also introduced Jack Marsh, a volunteer
legal intern from New York and described his education background and his current work in the
District Attorney's office.
September 2009 District Attorney bills in the amount of $6,111.27 were presented. Johnson
clarified the costs in which funds were utilized from the asset forfeiture account. Motion by
Tommerdahl, 2nd by Leonard to approve the bills as presented. Carried unanimously.
Johnson reported criminal case numbers are down somewhat and cited the Drug Court and
Diversion programs as well as the process for bad checks as possible contributing factors for the
decline.
Johnson reported on a recent sentencing outcome from a 2008 Hudson shooting case.
Brief discussion regarding early release of non - violent prisoners.
