PLANNING AND ZONING COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON WI
February 10, 2009

Call to Order: Vice Chair Norton- Bauman called the meeting to order at 8:30 a.m.
Adoption of Agenda: Motion by Sather, 2 nd by Post to adopt the agenda. Motion carried.
Approval of Previous Minutes: Motion by Sather, 2 nd by Hermsen to approve the minutes of
January 13, 2009. Motion carried.
Date of Next Meeting: A public hearing will be held on Thursday, February 26 at 7:00 p.m. in
the Community Room.
Fodroczi introduced Monica Lucht, who recently moved into the department Office Manager
position.
Old and New Business:
Land Use Ordinance Applications
Municipal Plats - none
Waivers and rezones to be scheduled — One waiver application was received this month. The
Committee agreed to schedule the public hearing on March 10 at 8:30 a.m. No rezoning
applications were received.
Discussion of Plats and CSM's currently in the review process - Blackburn reviewed the list of
the January submittals as well as corresponding Technical Review Committee letters. Three
applications were received in February.
Planning and Zoning Business
Bills and Revenue Reports - The January 2009 Planning Bills and Revenue Reports and the
January 2009 Zoning Bills and Revenue Reports were reviewed by the Committee and signed by
Vice Chair Norton- Bauman.
Recycling Ordinance Review - Fodroczi reported that, in response to an email from
Corporation Counsel regarding legal services, a meeting was held with Gene Ruetz, Sharon
Norton- Bauman, Darrell Standafer, Chuck Whiting and Greg Timmerman. It was a very
constructive meeting. Fodroczi then discussed the recycling ordinance further with Timmerman
regarding where it is and what it was intended to be. They agreed that Timmerman would look
at some of the provisions in the draft ordinance that were the largest questions. He is doing
further review of the ordinance this week. The proposal for legal services will be put on hold.
Fodroczi is expecting to report progress at the March meeting.

Comprehensive Plan Update — Denzer distributed the results of the St. Croix County
Comprehensive Planning Public Opinion Survey. The information is on the website. The survey
had a very good return rate of 44 %. She reviewed the executive summary included with the
report.
Hermsen stated that the summary is very biased. Denzer stated that survey staff can discuss the
survey with the Committee at a future meeting. This item will be on the next Committee
meeting agenda.
She also reported that the Town of Star Prairie's comprehensive planning project is nearly
complete. The final draft of the comprehensive plan is ready. They will hold a meeting this
evening. One more public information meeting is scheduled on March 24 and a public hearing
will be held after that.
The next workshops for the 2008 comprehensive planning project will be held on February 18
and 25 at WITC. She encouraged Committee members to attend and bring another person with
them.
Code Administration Report — Grabau reported on the Sukowatey issues. Staff has been
upholding the required court requirements, meeting dates, etc. but the Sukowateys declined to
appear at the appropriate dates or had health issues and could not attend. We are not getting
from them what is needed. The Sukowateys did come in the previous week about the list that
was created of the items on their property. They want to go through the list item by item to state
whether each item is junk or not. There are many vehicles and parts of vehicles. No date has
been set to meet with the judge. Grabau expects the Sukowateys to disagree with what items on
the list are considered junk. Don Gillen would like the judge to personally visit the site.
Grabau stated that he met the previous week with Gillen about the Bettendorfs and the
nonmetallic mining issue. Gillen put together a 12 question form. He reviewed all the files
related to nonmetallic mining and referenced each with the ordinances.
Floodplain Ordinance Amendments - Grabau distributed copies of the ordinance with
highlighted changes. He explained that the changes were dictated by FEMA. The Wisconsin
DNR also made some changes in the model ordinance, so we must make those changes in our
floodplain ordinance as well. Our current maps are dated 1976. FEMA updated its maps in
2007. P &Z staff reviewed those maps then made comments and recommended changes. FEMA
then made those changes and responded saying that these must be adopted by a certain date or St.
Croix County would be out of the flood insurance program. Response to the recommended
changes sent to the DNR was just received the previous week. The Committee needs to approve
the amendments to take to public hearing. Grabau reviewed those changes with the Committee.
Fodroczi explained the process. Motion by Post, 2nd by Sather to recommend proposed revisions
to the floodplain overlay district as recommended by staff and review by FEMA and Wisconsin
DNR. Motion carried.
The Committee agreed to hold the public hearing on February 26 at 7:00 p.m. at the Government
Center.
Register of Deeds Business — The report was previously sent to Committee members.

Announcements and Correspondence - Fodroczi reported that the office remodeling is 80 -90
percent complete. It should be ready for a Committee tour at the March meeting. He and
Committee members discussed a letter from the Western Wisconsin Land Development
Professionals. Staff will meet with the principal members of that group.
Possible agenda items for next meeting - Committee members asked that a representative of
the UWRF Survey Research Center be at the March 10 meeting to answer questions.
The meeting adjourned at 9:55 a.m.
