CROIX COUNTY AGRICULTURAL CENTER, BALDWIN, WI August 26, 2009 Supervisors: Gene Ruetz, Lorin Sather, Sharon Norton- Baumann, Steve Hermsen Absent: Peter Post Staff: David Fodroczi, Beth Pabst, Michelle Pietrick Guests: Ed Flanum, Don L. Johnson, Wayne Willink, Joe Hurtgen, Leah Klanderman, Lila Hambleton Chair Ruetz called the meeting to order at 6:10 p.m. Motion by Norton- Baumann to adopt the agenda. Sather and Hermsen questioned the inclusion of Item Number One, Register of Deeds -WCA Flat Fee Resolution, based on Roberts Rules of Order. Hermsen referred to the minutes of September 9, 2008 when the same Committee acted upon and failed to approve a similar resolution. Motion failed for lack of second. Motion by Norton- Baumann, seconded by Sather, to approve the agenda less Item Number One. Motion failed on a tie vote. Hermsen and Sather voted "Aye ". Norton- Baumann and Ruetz voted "Nay ". Motion by Norton- Baumann, seconded by Ruetz, to approve the agenda less Item Number One. Motion carried. Discussion. The next committee meeting is scheduled for September 15, 2009 at 3:00 p.m. in Hudson. Action on previous minutes: none 2010 Planning & Zoning Budget Fodroczi reviewed a 2010 budget option requested by the Committee at the August l l meeting. It included the numbers and conditions to decrease the previous 2010 budget alternatives by one Full -Time Equivalent (FTE) position or the equivalent reductions in hours among department staff. The average net cost savings would be $48,864. The Committee discussed the merits of the two alternatives and the impact on the options discussed at the previous meeting. Motion by Hermsen to approve the 90% budget with the reduction of one FTE or its equivalent. Motion failed for lack of second. Motion by Sather, seconded by Hermsen to approve the 90% budget with the reduction of one FTE. Motion carried. Public Hearing Chair Ruetz opened the public hearing at 7:00 p.m. The public hearing notice was acknowledged for the record and turned over to Fodroczi. APPLICANT: Lance VanDamme LOCATION: SW1/4 ofNWl /4, Section 8, T29N, R16W, Town of Baldwin ADDRESS: 220 Street REQUEST: To rezone approximately 20 +/- acres from Agricultural to Agricultural II, pursuant to Section 17.72 of the St. Croix County Zoning Ordinance. Fodroczi reviewed staff report as well as a current county zoning map and a map of the proposed rezoning. The purpose of the request is to allow the applicant to sell 60 acres of farmland to an adjoining owner and retain the 20 acres to be rezoned for a single, future home site. Staff recommended that the Committee approve the requested rezoning for the parcel listed in this application if a recommendation with proper findings was received from the Town of Baldwin by the time of the meeting based on the following findings of fact: 1 1. Based on TRC findings (# 1 -17) the rezoning is consistent or generally consistent with the County Development Management Plan and the County Natural Resources Management Plan. 2. It appears that the proposed use can comply with standards in the Land Use, Subdivision and Sanitary ordinances. 3. The proposed use is generally consistent with the spirit or intent of the ordinance. Chair Ruetz asked if anyone wished to speak in favor. Ed Flanum, agent for the application, spoke in favor of the application and explained the applicant's intent to sell 60 acres and keep 20 acres for future use. Joe Hurtgen, Chair of the Town of Baldwin explained that the Town Board recommended approval and the necessary correspondence was e- mailed to the Planning & Zoning Department earlier in the day. Chair Ruetz asked if anyone wished to speak in opposition. No response. Motion by Sather, seconded by Norton- Baumann, to recommend approval of the rezoning, pending receipt pp g, p g P of the proper correspondence from the Baldwin Town Board, based on the 17 findings identified in the staff report. Chair Ruetz asked if there was any further discussion. No response. Chair Ruetz asked for a vote to approve the motion on the rezoning. Motion carried.
