CALL TO ORDER: County Board Chair Roger Rebholz (sitting -in as Chair for Esther Wentz)
called the meeting to order at 3: l Opm.
MEMBERS PRESENT: Doug Briggs- Somerset PD, Ed Thurman -HHS, Rick Johnson - District
Attorney, Bill Cranmer- County Board, Bill Miller, Troy Jensen, Peter Van Dusartz- Hudson
Medical Center, Ken Kolbe- County Board, Gail Colligan -Youth Service Bureau.
ADOPTION OF THE AGENDA: Motion by Bill Cranmer, 2nd by Ken Kolbe to adopt the
agenda. Carried unanimously.
APPROVAL OF MINUTES OF PREVIOUS MEETING: Motion by Ken Kolbe, 2 by Bill
Cranmer to approve the minutes of April 29, 2009. Carried unanimously.

OLD AND NEW BUSINESS:
1. Reports
a. DOJ Grant: Doug Briggs reported everything seems to be in place and we need to
follow up to see that it gets here, as it should come through.
b. Youth Service Bureau: Gail Colligan reported on the activities of last month and
the progress being made at the schools. She works with Somerset, New
Richmond, Somerset, Baldwin - Woodville and St. Croix Central schools. Their
fundraiser has brought the balance to $3082.50, along with a reserve somewhere
between $750 and $1,000. The DOJ Grant is due for filing (2 year) and the
public comments meeting will be held in Eau Claire on June 16
c. Drug Court: No Report.
d. Tom Hennes Report: No Report.
e. MADAM: No Report
2. Alcohol and Drug Information Update Troy Jensen and Bill Miller are new members to
the committee. They discussed what their involvement is. Miller has worked with Tom Hennes
in the past. Jensen is setting up a ministry for addicts (monitoring programs) and reported Faith
Community Church in New Richmond helped start the program. They helped Jensen set up the
program at Christ Lutheran Church in Somerset and are working with Jensen to get drug and
family programs going for Friday nights to begin the 3rd Friday of September. Also Impact
Ministries of Baldwin has helped Jensen and Miller and has offered to work with current addicts.
Peter Van Dusartz discussed the new guides available to help fight tobacco, drug and alcohol
misuse. He will have brochures and guides for the committee at the August meeting. They are
working hard to get a grant to help offset the cost of information material. Van Dusartz spent
time talking about the misuse of. steroids, OTHC, prescriptions, marijuana and inhalants and
what we must do to put a dent in that misuse. He also discussed a recent panel and round -table
forum he attended in Eau Claire and reported it is being presented around the state.
Alcohol is a significant problem around the state. The four A's of alcohol use are:
1. Affordability -could change use patterns
2. Accessibility -how easy to use.
3. Acceptability- parents and kids
4. Attractiveness - advertising in Wisconsin is greater than any state.
Discussion regarding raising tax on beer and liquor cost increases. There appears to be a lack of
political will in Wisconsin (some states take the plates off your car and hold them if picked up
for an OWI). Also, Wisconsin has no mandatory insurance until the first accident is filed. We
need to stand up and fight against the grain. Brewery owners live in other countries. The tavern
league holds up any tax increase. How much could the state raise in revenue with a mere 10 cent
increase in the price of a glass of beer?
Other discussion centered on current Drug Court activity and the direction the county is going
with the program.
