CROIX COUNTY SUBSTANCE ABUSE COMMITTEE Minutes of Emergency Meeting TUESDAY — SEPTEMBER 8, 2009 — 9:30 A.M. ST. CROIX COUNTY GOVERNMENT CENTER — ROOM 1216 1101 CARMICHAEL ROAD, HUDSON WI 54016 CALL TO ORDER ROLL CALL Bonnie Scheel, Doug Briggs, Supervisor Ken Kolbe, Amber Perry, Supervisor Bill Cranmer, Joan Chamberlain, Ed Thurman, Steve Kirt and Joan Sprain. Guests: Fred Johnson,Kathy Dunlap, Ron Kiesler, Tim Markgraf, Pat Haeney, Robin Pagel, Mark Crimmens, Susan Morrow, Sarah Van Driel, and Judge Vlack. Approval of Agenda: Supervisor Ken Kolbe moved to approve agenda. Chair Esther Wentz seconded. APPROVAL OF MINUTES OF PREVIOUS MEETING — May 27, 2009 Supervisor ken Kolbe moved to approve minutes. Chair Esther Wentz seconded.. DATE OF NEXT MEETING: To be determined OLD AND NEW BUSINESS 1. Department of Justice Application Grant / Juvenile Drug Court Background: Judge Vlack reported that SCC has had an Adult Drug Court for about 3 years. Last fall a group began discussion about a juvenile drug court to give repeat offenders more supervision. This group submitted a concept paper to the Department of Justice and heard on August 17 that St. Croix County has been approved to submit an application. There is funding for 5 projects and the application is due September 24 One requirement is a juvenile crime enforcement coalition and the thought is to have the Substance Abuse Committee serve that role. The announcement of those projects funded will be in November. Judge Vlack handed out data regarding the current cost to the county of juvenile justice. The court would focus on substance and mental health issues of youth ages 10 -17. This committee does not have to write the grant but needs to create a plan. b Discussion Supervisor Ken Kolbe moved/and Supervisor Bill Cranmer seconded that we the SAC support this Juvenile Treatment Grant proposal. Motion carried. On Friday September 11 at noon the sub committee will meet. The original planning committee ( Amber Perry, Judge Vlack, John Ganong, Tim Markgraf, Sara Van Dreil, Susan Morrow, Bev Green and Supervisor Roger Rebholz plus Supervisor Ken Kolbe and Sheriff Hillstead will Review the proposal and discuss the required plan. The Substance Abuse Committee will review the plan on September 17 at noon . Adjourn Supervisor Esther Wentz adjourned the meeting Respectfully suibmitted, Joan Sprain
