CROIX COUNTY GOVERNMENT CENTER — ROOM 1216 1101 CARMICHAEL ROAD, HUDSON WI 54016 CALL TO ORDER ROLL CALL Supervisors Esther Wentz, Roger Rebholz, Ken Kolbe, Bill Crammer Steve Kirt, Doug Briggs, Amber Perry, Susan Morrow, Kathy Dunlap, John Gamong, Ron Kiesler, Dennis Hilstead, John Shilts, Mark Cummins, Kevin Gehle, Tim markgraf, Sarah Van Drivel, Beverly Green, Robin Pagel, Joan d Sprain & Judge Vlack DATE OF NEXT MEETING: SEPTEMBER 24, 2009 (3:00pm — Room 1281) OLD AND NEW BUSINESS 1. Review /Approval of St. Croix County Juvenile Treatment Drug Court Application Grant Judge Vlack reviewed the need to create a juvinile crime enforcement coalition and a plan. The plan was e- mailed to all members and handouts were available. Included information about YSB grant. The money goes to Village of Somerset with oversight by the County and then the county contracts with YSB. It serves 5 of 6 school districts. Discussion focussed on making more clearly the needs each program addresses. Other comments gave suggestions for making the plan clearer. Judge Vlack clarified that this plan is not the grant proposal. Tim Markgraf shared that we are limited to just what they ask in for in the plan. Judge Vlack asked for feedback on part A. Joan Sprain suggested that the data be put first in the plan. Doug Briggs identified that what it costs the county may be less relevant for the grant committee who will review this. Steve Kirt shared maybe we need to focus more on impact on the youth. Add prevention of going into adult court system. Kathy Dunlap suggested including impact on family. Bill Cranmer suggested including more detail on impact on the community. Evidence based models that will be used should also be included. Cannot add any attachments to proposal. C. may be combined into 1 paragraph. D. Clarify who at UW River Falls will be doing evaluation. Ken Kolbe suggested finding an alternative to using the word will so much. Joan will contact Jim Jahnke to see if they could be contracted to conduct the evaluation. Doug suggested one criteria be recidivision rates. E. Question was asked as to whether or not the paragraph need more detail? Doug suggested a chart be created like the other YSB grant. Bill also wants more detail on what the staff would be doing. F. Existing programs: Not a lot of AODA treatment services for juveniles in the county. In description of services could reason it is used be eliminated. Bullet points could be used and edited. Nf some editing but make sure section includes all services used. Use exact titles of staff to be doing the work. Amber Perry and Susan Morrow will revise.
