CALL TO ORDER
Supervisor Roger Rebholz called the meeting to order at 3:00 PM
Chair Esther Wentz was unavailable due to an injury.

APPROVAL OF MINUTES OF PREVIOUS MEETING — September 8 and 17, 2009
Ken Kolbe moved and Bill Crammer moved to approve minutes.

OLD AND NEW BUSINESS
1. Update of DOJ Grant (second year)
Doug reported $39, 500 was awarded for the second year. ($50,000 for first year.) New
Richmond schools are looking for money to fund a speaker for youth & parents. OJA
may be able to help. Dour also shared that they needed to start thinking about sustaining
program after 3' year.
2. Juvenile Drug Treatment Court Grant Application Update
Roger reported that he signed papers for grant. Announcement should be first part of
November. The other grant application was denied.
3. Drug Court Report
The next graduation will be on Wednesday October 7 th at 9:15.
4. Reports
a. MADAM No report.
b. Open Door Rescue Mission
Tom Hennes reported that they were offered an office at St. Paul's Episcopal.
Church. Experience Works provided office staff but she fell and is recovering/.
They have earned $17,000 thus far for Kwik Trip fund raiser. Looking at a
single family residence for the home. (5 residents)

5. Alcohol and Drug Information Update
New Richmond schools has come together with a school /community group Arrive Alive
groups (200 kids) that is promoting SAFE signs. Focus is underage drinking. Gail has
invited other AODA counselors to learn more about this. Joan Sprain shared that it is
funded with CESA AODA grant money. Tavern owners are on committee.
Parents Who Host Lose the Most will piggy back on this effort. In New Richmond,
Baldwin - Woodville, River Falls and Hudson. More materials will be available in the
future.
Joan Sprain reported that another SF 10 -14 parent education class will be in New Richmond
this fall. 5 people were trained this summer to implement the program.
Dana reported on trends at Hudson High School. -5 have gone up for pre - expulsion. 2 for
prescription drugs. Alcohol and marijuana is the norm including athletes. Another issue is
kids affected by parents use. Positive Connections (based on 40 developmental assets) is the
theme she is using this year. Teens are using chemicals as a stress reliever. Teen Intervene
(evidence based) is something that they are using to have students look at their own use.
Heroine use is also up. Steve reported that families are thinking that alcohol and marijuana
isn't so bad.
Roger asked if tobacco use is an issue. Dana said in Hudson is actually down.
Roger asked if there is a video that could be used with fraternal organizations. Joan
Chamberlain said the ones she has are longer.
Dana also said homecoming was a success because kids wanted to grill out for breakfast so
they went to bed instead of drinking. Red Ribbon Week is October 17 -23.
