Community Development staff have reviewed the I and Use Permit application for the construction
of a 30-foot x 40-foot building and gravel access in the Shoreland Overlay /oning District pursuant
to Chapter 17.30 L The request has been conditionally approved based on the application
submission and the following findings:
• 1 he proposed structures meet the 75 foot setback to the ordinary high water mark and is within
the 300 foot setback to the ordinary high water mark.
• I he proposed structures meet the setbacks to the property lines.
• lctal land disturbance is approximately 8,000 square feet.
• Erosion and sediment control plans have been submitted and meet Wisconsin Department of
Natural Resources Technical Standards. Best management practices and storarwater management
will be incorporated.
• The impervious surface calculation is less than 15% total impervious surface therefor, mitigation is
will not be required.
• A County sanitary permit for a new pr vale onsite wastewater treatment system will be required.
• No land disturbance to slopes greater than 19.99% is proposed.
• Temporary Occupancy can be approved only if the owner of the parcel holds a valid building
permit and sanitary permit for construction of a principal structure.

Rased on these findings, approval of the I and Use Perrnit is subject to the following conditions:
1. This approval is for land disturbance in the shoreland overlay district, it does not provide for
temporary occupancy for pending LUP-2019-023. A valid building permit and sanitary permit for
construction of a principal structure shall be submitted for that pending application.
2. Prior to Construction, the property lines must be flagged and erosion control measures, such as silt
fencing, sediment logs, or berms must be. installed prior to all land disturbance activity.
3. No land disturbance shall occur downslope of the proposed double-wall silt fence.

4. A pre-construction inspection is required to validate setbacks and verify erosion arid sediment
control has been installed downslope of construction activities. Please call me at (715) 386 4142, to
schedule this inspection.
S. St. Croix County reserves the right to require additional sediment and erosion control measures to
be installed if found necessary due to site speafic concerns and will be documented in an as built
site plan.
6. A post-construction inspection is required prior to removing the temporary sediment and erosion
control measures. Please call me at (i'15) 386 4142, to schedule this inspection.
7. All ternporary erosion control measures shall be left in place aril maintained until the site has
reached a point of at least 70% permanent vegetation. Permanent vegetation shall be established
once final grade is reached or as soon as applicable per plan.
8 It is the applicant's responsibility to secure any other required local, slate or federal permit(s) and
approval(s) prior to land disturbance activity.
9. 1 allure to comply with the terms or conditions above may result in the revocation of this perrnit by
the 7oning Administrator pursuant to Chapter '17 11 and chapter 17.30 P. (13).

construction, structures, or buildings beyond the limits of this request. Your information will remain
or tile at the St. Croix County Community Development Department suite. It is your responsibility to
ensure cornpliame With any other local, state, or federal permitting or regulations, including
contacting the Town of Star Prairie and the Department of Natural Resources to inquire if additional
permissions are required. This permit is valid for one year, with the possibility of up to two (2) six-
rnonth extensions if the applicant submits the appropriate perrnit extension fee and documentation
to the Zoning Administrator. A copy of the Land Use Permit placard should be submitted to the
town's local Building Inspector upon applying for town building permit(s). The orange placard must
oe posted on :he job site and visible from public view.

• Submitted Original plus 2 copies of tee entire packet including all supporting information, maps & diagrams;
• Resolved any land use violations and paid any outstanding fees owed to the Community Development Department:
• Signed the application form (the signatures of the property owners ondagents acting on their behalf ore required); and

REVIEW:
I he Zoning Administrator will review the application for completeness and assign a file nurnbe- to the application. The Zoning
Administrator may require additional information and will notify the applicant of this within 10 days. Upon receiving a complete
dpplicdt:on drill supporting docurnenb, the Zoning Administrator will:
• Bond copies of the applications to the appropriate reviewing agencies for comment. Applicants are encouraged to contact
their town to discuss their application and inquire about necessary building permits and approvals at the town level;

• location of the OHWM of any abutting navigable waterways and all setbacks frorn the OFIWM;
• location and landward limit of all wetlands, specifications and dimensions For areas of proposed wetland alteration;
• existing and proposed topographic and drainage features and vegetative cover,
• location of floodplain and floodway limits on the property; and
• any other unique limiting conditions of the property or information deemeo necessary by the Zoning Administrator.
For projects that involve land disturbance requests, the following additional information may be required.
