RQl ��j� NTY RESOLUTION FOR PARTICIPATION IN THE WDNR MUNICIPAL l ,n � �,Qkrr< ' DAM GRANT PROGRAM AND SUPPORT FOR A JOINT MUNICIPAL DAM GRANT APPLICATION FOR THE WILLOW RIVER LOWER POWER DAM 1 WHEREAS, the Willow River Lower Power Dam, Inventory No. WI 187, located in the 2 Village of North Hudson at the west end of Lake Mallalieu in Section 24, T29N, R20W, St. 3 Croix County, is jointly owned and maintained by St. Croix County, City of Hudson, Village of 4 North Hudson and Town of Hudson; and 5 6 WHEREAS, the four municipalities split the cost of operation and maintenance as 7 follows: St. Croix County 50%, City of Hudson 20%, Village of North Hudson 20% and Town 8 of Hudson 10%; and 9 10 WHEREAS, the four municipalities request financial assistance under Wis. Stats §§ 11 31.385 and 227.11 and Adm. Code Ch. NR(Natural Resources) 335 for the purpose of dam 12 repair; and 13 14 WHEREAS, the state share for such project may not exceed 50 percent(50%) of the first 15 $400,000 of total eligible projects costs; and 16 17 WHEREAS, the Hudson Water Utility is charged with ongoing operation of the Lower 18 Power Dam; and 19 20 WHEREAS, a Dam Failure Analysis has been completed and approved by the 21 Wisconsin Department of Natural Resources (WDNR); and 22 23 WHEREAS, an Emergency Action Plan and an Inspection, Operation and Maintenance 24 Plan have been completed and are on file with the WDNR; and 25 26 WHEREAS, a Concrete Repair Assessment and cost estimate for the Lower Power Dam 27 has estimated engineering plans and repair costs at approximately $100,000 plus 20%timeframe 28 contingency, $120,000; and 29 WHEREAS, a Municipal Dam Grant from the Wisconsin Department of Natural 30 Resources, if awarded, would cover up to 50% of the cost for engineering plans and 31 specifications and repairs to the Lower Power Dam; and 32 33 WHEREAS, a Municipal Dam Grant could result in savings of approximately $30,000 34 for St. Croix County, $12,000 each for the City of Hudson and Village of North Hudson and 35 $6,000 for the Town of Hudson, $60,000 total. 36 37 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of 38 Supervisors supports a joint application for a Wisconsin DNR Municipal Dam Grant for the 39 Willow River Lower Power Dam on Lake Mallalieu with the City of Hudson, Village of North 40 Hudson and Town of Hudson; and 41 42 BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors agrees 43 to contribute approximately $30,000 which is the County's 50 percent share of the Municipal 44 Dam Grant's 50 percent local cost share; and 45 46 BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors hereby 47 authorizes the City of Hudson Utility Director to: 48 o Submit an application to the WDNR for financial aid under ch. NR 335 Wis. 49 Adm. Code; 50 o Sign grant agreement documents; 51 o Take all necessary action to complete the project associated with any grant 52 agreement; and 53 o Submit reimbursement claims along with necessary supporting documentation to 54 St. Croix County for repair of the Willow River Lower Power Dam on Lake 55 Mallalieu. The primary purpose of the inspection is to identify and qualify the concrete repair needed at the dam and develop a construction cost estimate for budgeting. The need for the repair was identified in the January 19, 2012 inspection report by Stantec and in the January 6, 2016 directive from the Department of Natural Resources. The Lower Power Dam is comprised of two separate dams, the primary structure has three tainter gates and an abandon powerhouse that discharge directly on the shore of the St. Croix River. The second is a smaller single sluice gate structure at Bridge Street that passes a small flow out through the channel beneath the Union Pacific Railroad bridge. The concrete repair need was identified on the primary dam at the downstream end of the pier between gates#2 and #3 (numbered from north to south) near the waterline and the operating floor of the abandoned powerhouse directly to the south of the gates. There are other areas of concrete spalling and joint deterioration, none of which are critical to the integrity of the dam and are not in need of repair at this time. The secondary dam was in good condition with no repairs needed based on this observation or that of the earlier inspection. Attached are photos of the overall primary and secondary dam and the areas requiring repair. The downstream pier end concrete deterioration is approximately 6 inches deep by 5 feet high and has exposed the reinforcement bars. The pier is 2'-3"wide and the damage extends across the end and approximately a two feet onto each side of the pier. The deterioration is at the elevation of the normal or pool elevation of the St Croix River and therefore will require a cofferdam to perform the work in the dry to obtain the best quality repair. The cofferdam for this type of work is typically a fabricated box that is attached to the pier partially below the waterline, sealed to the pier and pumped out to create a dry space to remove and place concrete to the original like-kind dimensions. This type of cofferdam is less intrusive and less expensive than an earth or sheet pile cofferdam. The estimated surface area of this repair is 36 square feet. The powerhouse floor has a 28' x 24' x 1'4"thick lower level on which the generators had been and a 28' x 10' x 1'-0"thick upper level, two feet higher. A 1'-3"thick concrete wall and stairs separate the levels. The wall projects from the chambers below to the height of the upper floor level. These structural slabs span over the turbine pit and gate areas. The slabs have deteriorated due to freeze-thaw cycles exasperated by water standing on the surface. There are many previous patches and joints. This slab overlay should be 3 1/3" thick at the edge and rise to 5"thick near the center to obtain a 1%slope to better drain the surface. This overlay would have a single mat of bar reinforcement and fiber to reduce cracking. The stairs would need to be replaced with new concrete stairs with a 12"tread and lower 6" to 7" riser. The perimeter and stair railing and fence gate posts are in good condition and could be removed and reinstalled. There is approximately 990 square feet of floor and wall top that would receive the overlay. The schedule may be adjusted by mutual consent as the services proceed. PROJECT UNDERSTANDING The Lower Power Dam had been inspected and the DNR in their letter of January 6, 2016 directed the City to repair the concrete pier deterioration and concrete deterioration of the top slabs on the powerhouse, erosion and removal of vegetation. The erosion and vegetation items have been corrected by the City and only the concrete items remain and will be addressed by this project. The City is identified by the DNR as the owner. The City of Hudson is in an agreement with the Town of Hudson, Village of North Hudson and St. Croix County for a shared responsibility in the maintenance of the dam and have agreed to pursuit funding from the DNR under their Municipal Dam Grant Program for financial aid in making the repairs. To supplement the grant application and as part of the required DNR approval for the repairs, design and construction plans will be prepared as follows: SCOPE OF SERVICES The project will include the following Scope of Services provided by SEH under this agreement: 1. Field inspection to acquire measurements for the development of construction plans and repair quantities. 2. Design and develop construction plans for the repair of the concrete pier and top slab of the powerhouse. 3. Prepare technical specifications for the repairs and general conditions for the construction documents using City of Hudson Public Works Standard Standards. 4. Submit repair construction documents for review to the City and DNR Dam Safety for approval. The City will provide, among other things, a copy of the original construction plans and most recent repair project for the current dam, access to the site and will operate the gates to facilitate the field inspection, and will provide timely reviews of submitted documents. It is anticipated that for this repair project that only approval by DNR Dam Safety is needed. No additional agency permit approval will be sought. Construction phase services for shop drawing review, assistance with contractor questions, construction changes and payment requests, site representation and final inspection are not included in this Scope or Services but will be negotiated and contracted with SEH at a later time but in advance of advertising the construction project for bids. Dear Mr.Peters: Thank you for your cooperation with the Department's required dam safety inspections. We have reviewed the inspection report prepared by Philip Caswell P.E. of Stantec Consulting Services Inc.which was submitted to the Department of Natural Resources on November 18,2015. The report and recommendations meet the requirements of Ch. 31.19, Wis. Statutes for owner-responsible inspections of large dams. The report included specific recommendations for the dam. The Lower Power Dam is a large, low hazard dam,which discharges directly into the St. Croix River. The current Emergency Action Plan(EAP) and Inspection, Operation, and Maintenance Plan(IOMP), dated December 2014, were approved on January 6,2016. The minimum and normal water levels for Lake Mallalieu were permitted in 1983,which are 688.45 ft. and 688.95 ft.respectively. The Lower Power Dam is approximately 22 ft. in structural height and impounds a maximum of 3000 acre-ft. The inspection report includes timeframes for addressing the deficiencies and improving the safety and structural integrity of the dam. We have modified the recommended timeframes below in our directives to you to make repairs to bring the dam into compliance with the code. DIRECTIVES DATE DUE 1. Concrete Repair January 6,2018 i The 2012 inspection reported indicated concrete spalling was observed at the water line of the pier between tainter gates#2 and#3 (numbered right to left, looking downstream). The extent of the spalling is such that the steel reinforcing bars are exposed.Additional investigation of the remaining piers and abutments should be completed and the repairs as needed. The repairs of the piers, as long as they are replacement in kind,would be a maintenance item,however please submit plans and specifications to the Department for approval. 2.Powerhouse January 6,2018 According to the inspection report,the floor/deck of the decommissioned Powerhouse has signs of heavy efflorescence, due to water absorption. Sounding was completed with a hammer, and extensive delamination of the surface concrete was detected. The existing floor/deck of the Powerhouse should be replaced and designed to drain properly to avoid ponding.Please submit plans and specifications to the Department for review and approval. dnr.wi.gov a,q C°C,,FD PAPER wisconsin.gov Naturally WISCONSIN � Page 2 3.Erosion September 6,2016 Two areas of surface erosion were noted near the main dam; one approximately 120 ft.North of the dam and the other 120 ft. South. The areas of erosion should be filled with a clay-like soil, compacted and reseeded to armor the embankment of the dam. 4.Vegetation September 6,2016 Significant vegetation was noted north of the main dam and at secondary dam near the existing bridge and abutments. Continue to routinely maintain and remove any vegetation in all pertinent areas of the dam structure. As highlighted in the inspection report,please remove larger vegetation with caution, as to not weaken the embankment. Fill,compact, and re-seed any areas that are impacted by removal. If you are unable to meet the schedule for the completing the directives listed above,please submit a revised schedule to the Department by February 6,2016.If we do not hear from you by then,the schedule listed above will be in effect.If the schedules are not met,the Department may have to consider other alternatives to ensure the safety of the dam is maintained. This concurrence letter contains a sufficiency rating based on Departmental guidance dated September 18,2012. The rating is only intended to reflect the Department's interpretation of the physical conditions on the day of the inspection outlined in the report prepared by your consultant. The rating is not required by State Statute and does not imply any regulatory significance. The rating is not a Departmental certification of the overall safety, structural adequacy,hydraulic capacity or operation of the dam during any loading conditions. Departmental staff has been requested to assign sufficiency ratings to be in compliance with Federal grant requirements for the State Dam Safety Program. The Lower Power Dam has a sufficiency rating of Satisfactory.
