Community Development staff have reviewed the Land Use Permit application for the construction
cf a single family dwelling, attached garage, driveway, septic system and V x 48 pole shed in the
S-oreland Overlay Zoning District pursuant to Chapter '17.30 I. 1 he request has been conditionally
approved based on the application submission and the following findings:
• 1 he proposed structures meet the 15 foot setback to the ordinary high water mark and is within
the 100 foot setback to the ordinary high water mark.
• The proposed structures meet the setbacks to the property lines.
• 1 he proposed structures meet the 50-toot setback to the mapped Weiland.
• lotal land disturbance is approximately *10,000 square feet.
• Erosion and sediment control plans have been submitted and meet Wisconsin Department of
Natural Resources Technical Standards. Best management practices and stormwater management
will be incorporated.
• °he nnpervious surface calculation resulted in 4% total impervious surface therefor, mitigation is
,A-ill riot be required.
• A County Sanitary permit for a new prvate onsite wastewater treatment system will be required.
• No land disturbance to slopes greater than 19.999' is proposed.
No Find disturbance is currently being proposed on the island.
Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1 Prior to Construction, the property lines, the SO-foot wetland setback and the 7S fool OHWM
setback must be flagged and erosion control measures, such as silt fencing, sediment logs, or
berms must be installed prior to all land disturbance activity.
1. No land disturbance shall occur downslope of the proposed silt fence.
3. No land disturbance shall occur on the island. A separate land use permit will he required prior to
any land disturbance activity on the island.

4. A pre-construction inspection is required to validate setbacks and verify erosion and sednnenl
control has been installed downslope of construction actrvilies. Please call me at (715) 386-4684, to
schedule this inspection.
5. St. Croix County reserves the right to require additional sediment and erosion control measures to
be installed if found necessary due to site-specific concerns and will be. documented in an as-built
site plan.
6. A post-construction inspection is required prior to removing the temporary sedirnent and erosion
control measures. Please call me at (/1S) 386 4684, to schedule this inspection.
7. All temporary erosion control measures shall be left in place and maintained until the site has
reached a point of at least 70% permanent vegetation. Permanent vegetation shall be established
once final grade is reached or as soon as applicable per plan.
8. It is the applicants responsibility to secure any other required local, state or federal permit(s) and
approval(s) prior to land disturbance activity.
9. 1 ailure to comply with the terms or conditions above may result in the revocation of this permit by
the /oning Administrator pursuant to Chapter 17.71 and chapter 17.30 P. (13).
This approval is subject to the conditions listed above; it does not allow for any additional
construction, structures, or buildings beyond the limits of this request. Your information will remain
on file at the M. Croix County Community Development Department suite It is your responsibility to
ensure compliance with any other local, stale, or federal permitting or regulations, including
contacting the Town of Baldwin and the Department of Natural Resources to inquire if additional
permissions are required. This permit is valid for one year, with the possibility of up to two (2) six-
month extensions if the applicant subrnits the appropriate permit extension fee and documentation
to the /oning Administrator. A copy of the Land Use Permit placard should be submitted to the
town's local Building Inspector upon applying for town building permit(s). The orange placard must
he posted on thejob-site and visible frorn public view.

REVIEW:
The Zoning Administrator wi., review the application for completeness and assign a file rumber to the application. The Zoning
Administrator may requ re additional information and will notify the applicant of this within 10 days. Upon receiving a complete
application and supporting documents, the Zoning Administrator will:
• send copies of the applications to the appropriate reviewing agencies for comment. Applicants are encouraged to contact
their town to discuss their application and inquire about necessary building permits and approvals at the town level;
• schedule a site visit to the applicant's property, at which time the applicant Shall flag all applicable property/project corners
and label the flags accordingly; and
• review the file and prepare lindings for approval or denial of the permit within 60 days. Upon approval, the permit will be
mailed to the applicant or to the applicant's agent.
It approved, the land use permit will be valid for one year from the date of the permit issuance. The applicant may also be required
to apply through the town for a Iota building; permit. All site plans, pictures, and other materials submitted with the application
