Community Development staff have reviewed the Land Use Permit application for the construction
of a new parking lot and scenic overview site in the Shoreland Overlay /oniny Distncl pursuant to
Chapter 17.30 I. The request has been conditionally approved based on the application submission
and the following findings:
• The proposed structures meet the 75-foot setback to the ordinary high water mark and are greater
than 300 feet to the ordinary high water mark.
• The proposed structures meet the setbacks to the property lines.
• Total land disturbance is more than 10.000 square feet but less than 1 acre (0.67 as per I lighway
Dept.).
• the impervious surface calculation resulted in 4.91/o total impervious surface therefore, mitigation is
not required.
• Vo land disturbance to slopes greater than 19.99% is proposed.
i3ased on These findings, approval of the Land Use Permit is subject to the following conditions:
A pre-construction inspection is required to validate setbacks and verify erosion and sediment
control has been installed downslope of construction activities. Please call me at (/'15) 386-4684, to
sc •iedule this inspection.
Z_ St. Croix County reserves the right to require additional sediment and erosion control measures to
be installed if found necessary due to site-specific concerns and will be documented in an as-built
site plan.
3 A post-construction inspection is required prior to removing the ternporary sediment and erosion
control measures. Please call me at (715) 386 4684, to schedule this inspection.
4. AI' ternporary erosion control measures shall be left in place and maintained until the site has
,eached a point of at least 70% permanent vegetation. Permanent vegetation shall be established
once final grade is reached or as soon as applicable per plan.

approval(s) pr lot to land disturbance activity.
6. Failure to comply with the terms or conditions above may result in the revocation of this permit by
the Zoning Administrator pursuant to Chapter 11.11 and chapter 17.30 P. (13).
Ihis approval is subject to the conditions listed above, it does not allow for any additional
constru(tion, structures, or buildings beyond the limits of this request. Your information will rernain
on file at the St. Croix County Community Development Department suite. It is your responsibility to
ensure compliance with any other local, state, or federal permitting or regulations, including
contacting the Town of Somerset and the Department of Natural Resources to inquire if additional
permissions are required. This permit is valid for one year, with the possibility of up to two p) six
month extensions if the applicant submits the appropriate perrnit extension fee and documentation
to the Zoning Administrator. A copy of the I and Use Permit placard should be submitted to the
town's local Building Inspector upon applying for town building permit(s). 1 tie orange placard must
be posted on thejob-site and visible front public view.

REVIEW:
The Zoning Admin,% ratoi will review the application for completeness and assign a file number to (he application. The Zoning
Administrator may require additional information and will notify the applicant of this within 10 days. Upon receiving a complete
application and supporting documents, the Toning Administrator will:
• send copies of the applications !o the appropriate reviewirg agencies for comment. Applicants are encouraged to contact
their town to discuss their application and inquire about necessary building permits and approvals at the town level-
• schedula a site visit to the appli(ant) properly, a' whir h time the applicant shall hag all applicable property/proper t corners
and label the llags accordingly; and
• review the file and prepare findings For approval of denial of the permit within W days. Upon approval, the permit will be
mailed to the applicant or to the applicant's agent.
If approvee, t',e land use permit will be valid for one year from the date of the permit asuance. 1 he applicant may also be required
to apply through the Town for a local building permit. All site plans, pictures, and other materials submitted with the application
become the property of the Community Development Department and wi,i terrain in the file.

• location of existing arid proposed POWTS, wells, driveways, parking areas, access, signs, and other features;
• location of slopes 12% arid greater frttinlroum contours to be determined by the7nning Administrator);
• all blufflines and slope preservation zones (Riverway/ and setbacks frorn blufflines;
• !ocation of the OHWM of any abutting navigable waterways and air setbacks from the OIIWM;
• :ocation and landward limit of all wetlands, specifications and dimensions for areas of proposed wetland alteration;
• existing and proposed topographic and drainage features and vegetative cover;
• location of 'loodplain arid Iloodway limits on the property; and
• any other unique limiting conditions of the property or information deemed necessary by the Zoning Administrator.
For projects that involve land disturbance requests, the following additional information may be required:
❑ Detailed drawings (scale should not be greater than 2 inch to 200 feet).
❑ Grading plan showing grading limits and pre and post contours.
❑ Project schedule and contractor list.

❑ Storm water management plan slarnped by an engineer and including, all runoff calculations.
❑ Vegetation plan including schedule, seeding rates, anti species size, type and location.
