ST. C}l LINTY. RESOLUTION TO ACCEPT DONATION FOR FUTURE DEVELOPMENT

" ~~~ OF ECKERT BLUFFLANDS ON THE ST. CROIX RIVER COUNTY PARK
1 WHEREAS, the St. Croix County Outdoor Recreation Plan, adopted by the County
2 Board of Supervisors, identifies the need to expand outdoor recreational opportunities in the
3 County through land acquisition, facility development and expansion of a county-wide multi-
4 jurisdictional trail system; and
5
6 WHEREAS, St. Croix County is projected to continue to be a fast-growing county and
7 preservation of open space and expansion of existing park facilities is needed to serve a growing
8 population; and
9
10 WHEREAS, utilizing St. Croix River Crossing Bluffland Mitigation Funding and
11 Wisconsin Department of Natural Resources Stewardship funding, St. Croix County has
12 acquired 171 acres for a new County Park in the Towns of Hudson and St. Joseph; and
13
14 WHEREAS, adjoining property owner Gary Zappa, has provided a letter explaining his
15 interest and intent to donate approximately $340,000 to be used exclusively towards the future
16 development of facilities and improvements at Eckert Blufflands on the St. Croix River; and
17
18 WHEREAS, St. Croix County's acquisition of 2 acres of undeveloped land located
19 adjacent to Eckert Blufflands on the St. Croix River County Park would protect water quality,
20 blufflands, steep slopes, wildlife habitat and the Starr Wood subdivision Conservation Area
21 which is adjacent to this property; and

23 WHEREAS, acquisition of an easement for future access and utilities will provide
24 opportunities for residents in the surrounds areas to have walk in access to the new county park;
25 and
26
27 WHEREAS, acquisition of a Deed Restriction limiting 6.74 acres of adjacent property to
28 one single-family residential home site would also provide protection to water quality,
29 blufflands, steep slopes, wildlife habitat and further protection to the Starr Wood Conservation
30 Area; and

32 WHEREAS, the donation could provide some of the matching funds for additional grant
33 funding and capital improvement funding for development of the new county park.

35 NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
36 Supervisors accepts the donation of approximately $340,000 to be used exclusively for future
37 development of facilities and improvements on the new county park, Eckert Blufflands on the St.
38 Croix River.

40 BE IT FURTHER RESOLVED by the St. Croix County Board of Supervisors that the
41 funds will be retained in account: 120-5210-600357-48510.

Fiscal Impact: Acceptance of donation will commit the County to additional future expenses from
the donated revenues.

Dear Board mfSupervisors;
Once Starnwoodout|mt#1, (future StarnmoodLot#I6) is approved asabuildable residenda| lot,
byall the required government entities, | shall donate approximately three hundred forty
thousand dollars, ($ 340,000.00)to the St. Croix County Parks, with the condition that the funds
will be used for future development of facilities and improvements, on the Eckerts Bluff lands on
the St. Croix, County Park, which ajoins my property, Starrwood Outlot#1, (future Starrwood
Lot#26) inthe Town of Hudson.
