If high concentrations are detected have the contents of the tank(s) removed by a septage servicing operator prior to use. System start up shall not occur when soil conditions are frozen at the infiltrative surface. During power outages pump tanks may fill above normal highwater levels. When power is restored the excess wastewater will be discharged to the dispersal cell(s) in one large dose, overloading the cell(s) and may result in the backup or surface discharge of effluent. To avoid this situation have the contents of the pump tank removed by a Septage Servicing Operator prior to restoring power to the effluent pump or contact a Plumber or POWTS Maintainer to assist in manually operating the pump controls to restore normal levels within the pump tank. Do not drive or park vehicles over tanks and dispersal cells. Do not drive or park over, or otherwise disturb or compact, the area within 15 feet down slope of any mound or at -grade soil absorption area. Reduction or elimination of the following from the wastewater stream may improve the performance and prolong the life of the POWTS: antibiotics; baby wipes; cigarette butts; condoms; cotton swabs; degreasers; dental floss; diapers; disinfectants; fat; foundation drain (sump pump) water; fruit and vegetable peelings; gasoline; grease; herbicides; meat scraps; medications; oil; painting products; pesticides; sanitary napkins; tampons; and water softener brine. ABANDONMENT When the POWTS fails and /or is permanently taken out of service the following steps shall be taken to insure that the system is properly and safely abandoned in compliance with chapter Comm 83.33, Wisconsin Administrative Code: • All piping to tanks and pits shall be disconnected and the abandoned pipe openings sealed. • The contents of all tanks and pits shall be removed and properly disposed of by a Septage Servicing Operator. • After pumping, all tanks and pits shall be excavated and removed or their covers removed and the void space filled with soil, gravel or another inert solid material. CONTINGENCY PLAN If the POWTS fails and cannot be repaired the following measures have been, or. must be taken, to provide a code compliant replacement system: • A suitable replacement area has been evaluated and may be utilized for the location of a replacement soil absorption system. The replacement area should be protected from disturbance and compaction and should not be infringed upon by required setbacks from existing and proposed structure, lot lines and wells. Failure to protect the replacement area will result in the need for a new soil and site evaluation to establish a suitable replacement area. Replacement systems must comply with the rules in effect at that time. • A suitable replacement area is not available due to setback and /or soil limitations. Barring advances in POWTS technology a holding tank may be installed as a last resort to replace the failed POWTS. T alua ' o ing tank be ' e ai e . 1 Tlem. Wisconsin Admin. Code Comm. 21.125 requires the building permit applicant and /or landowner to follow erosion control procedures and maintain them until the site has been stabilized. Erosion control is a requirement of the conservation easement recorded for this lot. The Owner is responsible for notifying all contractors performing construction on this site that an Erosion & Sediment Control Plan is in effect and the following activities will be required in order to maintain compliance with the plan: 1. The primary source for construction site runoff will be the house foundation excavation, driveway, and any soil stockpiled until final grading and stabilization is complete. Septic system installation adds to temporary disturbance, but establishing cover on exposed soils will prevent erosion. Apply seed and mulch as recommended in #5 below. Maintain existing vegetation wherever possible to minimize erosion and sediment movement. Surface drainage flows northwesterly toward a ravine that contributes seasonal flows to a tributary of the Kinnickinnic River. The proposed septic system is >500 ft. from the ravine, according to Certified Survey Map #799041 and > 100 ft. from the road ditch along Emerson Valley Drive. 2. Intercept and route contaminated runoff into stabilized vegetated buffer areas by creating temporary diversions graded ALONG CONTOUR between construction areas and any potential receiving waters (includes drainage ditches). Do not allow diverted runoff to be directed into surface water conveyances. (See specification sheet for temporary diversions provided by Zoning Dept.) 3. If excavator grades the site to create temporary diversions (see #2) to contain sediment and leaves adequate vegetative cover to protect areas of concern, installation of other products may not be necessary. However, silt fence, straw wattles, or other approved sediment control products will be required if sediment cannot be contained on owner's property with diversions and vegetative buffers. The POWTS or Building inspector may evaluate ESC plan effectiveness and make recommendations to owner for any action required to comply with applicable regulations. i 4. Construction equipment and vehicles must utilize a stabilized driveway access off public road for heavy equipment; this includes cement trucks, well drillers, and other contractor's vehicles that access the property during construction. This helps avoid muddy, rutted conditions that may allow contaminated runoff to reach waterways and/or drainage ditches. Property owner must repair damage to ditches resulting from multiple access points and sediment tracked on public roadways must be removed at the end of each workday. 5. Stabilize new topsoil cover over septic system with seed and mulch immediately after installation - do not wait for final stabilization and/or landscaping of entire site to cover exposed soils on the system. If late season weather will not permit seed germination, a heavy straw mulch cover will prevent erosion until vegetation can get established. Erosion control matting can be applied any time of year and, if installed properly, will provide protection even if seed germination is delayed. The owner of record during site construction will be responsible for compliance with the ESC Plan. Please feel free to contact me with questions regarding erosion & sediment control product installation. The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and /or subsoil. In -situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. A typical soil profile at could be described as follows: 00 -10° 10YR 312 sil, 2msbk, mfr, as. 10 -16" 2.5Y 4/3 cl, 2msbk, mfr, w/ c2d 7.5YR 5/6 rmfs If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd /ft and the basal wastewater application rated should not exceed 0.2 gpd /ft This site is nearly level and mound perimeter slopes should be designed at 5:1 or 6:1 to add additional basal area that will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible. In addition, surface water drainage ditches should be considered if it is determined that surface or subsurface hydrology is improved by intercepting water and diverting it away from the mound site. C P 4244 , 20/ FOR: Description: INTERPRETIVE DETERMINATION Object Type: Soil Saturation Determination Regulated Object ID No.: 993938 The submittal described above has been reviewed for conformance with applicable Wisconsin Administrative Codes and Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. The following conditions shall be met during construction or installation and prior to occupancy or use: 1. Approval is hereby granted pursuant to s. Comm 85.60(2), Wis. Adm. Code, to estimate the depth to seasonal soil saturation based on an interpretive determination process. Approval of the interpretive determination negates the requirement in s. Comm 85.30(2)(b), Wis. Adm. Code to designate the ground surface as the higest level of soil saturation when redoximorphic features are less than 4 inches below the bottom of the A horizon. 2. The estimated highest level of prolonged soil saturation approved under this determination is 9 inches below grade. At least 30 inches of sand lift on top of 6 inches of unsaturated, in -situ soil is required for adequate treatment and dispersal. 3. The basal soil application rate for the mound shall be not exceed 0.2 gpd/sf, and the linear loading rate may not be more that 4.0 gpd/ft. 4. Chisel plowing to a depth of 12 inches immediately prior to sand placement is required to improve vertical water movement into the soil solum. 5. Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent surface water from concentrating along the up slope edge of the mound and to divert surface water drainage away from the system. 6. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 7. This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. 8. A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. MARY JO H I OLLISTER Page 2 1/6/2005 + If the Interpretive Determination Report was accompanied with a plan and an expiration date is shown on this letter, the expiration date only applies to the plans for the design, not to the decision on the Interpretive Determination Report. A copy of the approved plans, specifications and this letter shall be on -site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. If plan index sheets were submitted in lieu of additional full plansets, a copy of this approval letter and index sheet shall be attached to plans that correspond with the copy on file with the Department. All permits required by the state or the local municipality shall be obtained prior to commencement of construction /installation/operation. In granting this approval the Division of Safety & Buildings reserves the right to require changes or additions should conditions arise making them necessary for code compliance. As per state stats 101.12(2), nothing in this review shall relieve the designer of the responsibility for designing a safe building, structure, or component. An Interpretative Determination Report was submitted for this 10 acres and approved on 08 November zoo+ for an A +o site. Currently, the buyer has plans to split the 10 acres into three parcels, two being+ acres each with an outlot of 2 acres. This required another site and soil evaluation report for the third lot. A site and soil on -site was conducted on 12 November 2oo+ 6 this soil tester. Another determ ination report is required for an A +o site. Two hand 6orings were conducted. See Site and Soil Eyaluation R eport. GEOLOGICAL I115TORY: As we know, this area in Wisconsin is an area of the Glaciated Region which occurred 35,000 to 50,000 years ago. This caused erosion, deposition, stream erosion and other processes. Wisconsin is divided into five natural regions which are related to land 6, the use of plants, animals and 6, man. Also the boundaries are determined 6, soil texture and structure in the underlying rocks. 5t. Croix County is located in the Western up land which is underlain 6 Ordovician dolomites. (Martin, L. (1965). The Physical G eology of Wisconsin. university of Wisconsin Press, Madison, Wisconsin.) This part of 5t. Croix County was formed 6 ground moraine deposits from the Wisconsin stage of glaciation. Page 2 - jac6len /Plunkett The parent material at this site is loess overglacial till. LOCAL HYDROLOGY: This land area is located within the ft. Croix }liver E)asin which includes the Apple, Willow and Kinnickinnic Rivers and several small creeks. (5t. Croix County Development Management Plan; Physical Peatures Analysis pg. 2 -1 1.) The KinnicLinnic River is located approximately one and one -half miles due north and flows at a southwesterly direction. Much of the groundwater is recharged from rainfall. The attached topographic map from the State of Wisconsin Geological and Natural History jurvey shows the land thirteen feet higher then the two drainage areas that surround the proposed area. Another drainage area approximately 500 feet to the northwest drains northerl The drainage areas do appear to carry water. This area is indicated on the copy of the foil jurvey map as Derinda Variant series which are on ridge tops of shale uplands that are gently sloping and somewhat poorl drained. There are no wetland areas or areas of ponding water in the tested area. 501 MAPPING: As indicated in the ` Survey of 5t. Croix County, Wisconsin published 69 the National Cooperative Soil jurvey the area tested is mapped as Derinda Variant silt loam with 1 to 6 percent slopes. The order is an Alfisols and is classified as A9uollic Hapludalfs which has properties of wet and simple horizons. These soils are formed mostly under broadleaf deciduous forest and where drainage is not restricted from the water table and has erratic soil moisture regime. (Keys to foil Taxonomy (soil jurvey 5taff) U5DA- NRCS-) 5O1L CONDITIONS AND SURFACE WATER PLOW: Page 3 - Jac6len /Plunkett The soil evaluation completed 6 this certified soil tester encountered an A horizon of 9 to 1 t inches of silt loam with no redoximorphic features and with root and worm action present. This indicates that there would 6e enough in -situ soil to accommodate a properly functionally soil adsorption system. The soil colors are more of a grayish brown then a gleyed color that is associated with wet conditions. Kedoximorphic features are observed under the A horizon and into the glacial till. The E) horizon consists of silt loam to clay loam with no massive conditions. The till material consists of clay and some gravel. According to theft. Croix County map for depths to groundwater, this area is mapped at greaterthan 75 feet. Map enclosed.) The surface waterflow is apparently straight down into the A horizon which may 6e perched in the 5 horizon as indicated 6 the redoximorphic features. The drainage from the site appears to flow away from the site in three directions as indicated on the topography map. Located to the east of the property are four dwellings with mound systems. The elevations at these sites are lower. They appear to 6e mapped as the same soils but with 6 to 12 percent slopes. CONCLUSON: The location and position of the new site will 6e located on the same contour elevation as the site that was previously approved. The landscape at this site shows the water movement away from the tested area with drainage northeasterly. These soils will properly accept and treat the wastewater with a long and narrow mound system. There is adequate depth of nine inches before the soils become saturated for any length of time. based on all this evidence the proposal shall 6e: i .) The depth of the approved sand 6e at least 2.5o feet for adequate treatment and dispersal. 2.) The mound system 6e designed long and narrow with a linear loading rate 4.0 gpd /ft. and the basal soil application rate shall 6e 0.2 gpd /ft.2. Page 4 - jackelen /Plunkett 3•) Chisel Plowing to a depth of 12 inches immediately Prior to sand Placement. 4.) increase the slope areas around the mound system to increase absorption areas. 5.)5urFace water is to 6e diverted from the mound system with either a grass -way diversion or upslope area of mound system designed with a greater slope. 6.) Quinn An onsite soils verification was conducted at the above referenced site as per district policy for all sites with less than four inches of unsaturated soil below the bottom of the A horizon. The intent of this investigation is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and /or subsoil, In -situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. A typical soil profile at could be described as follows: 00 -10" 10YR 3/2 sil, 2msbk, mfr, as. 10 -16" 2.5Y 4/3 cl, 2msbk, mfr, w/ c2d 7.5YR 5/6 rmfs If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.5 gpd /ft and the basal wastewater application rated should not exceed 0.2 gpd /ft This site is nearly level and mound perimeter slopes should be designed at 5:1 or 6:1 to add additional basal area that will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe, At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment.
