The owner agrees to maintain the access road or drive so that the pumper can service the holding tank(s) with the pumping equipment. The owner further agrees to pay the pumper for all charges incurred in servicing the holding tank(s) as mutually agreed upon by the owner and pumper. 3. The pumper agrees to submit to the local governmental unit that has signed the pumping agreement and to the County, a report for the servicing of the holding tank(s) on a semiannual basis. The pumper further agrees to include the following in the semiannual report: a. The name and address of the person responsible for servicing the holding tank; b. The name of the owner of the holding tank; c. The location of the property on which the holding tank is installed; d. The sanitary permit number issued for the holding tank; e. The dates on which the holding tank was serviced; f. The volume in gallons of the contents pumped from the holding tank for each servicing; g. The disposal sites to which the contents from the holding tank were delivered. 4. This agreement will remain in effect until the owner or pumper terminates this contract. In the event of a change in this contract, the owner agrees to file a copy of any changes to this service contract or a copy of a new service contract with local governmental unit and the County named above within ten (10) business days from the date of change to this service contract. The primary source for construction site runoff will be the house foundation and driveway excavation, well drilling, and soil stockpiled until final grading and stabilization is complete. Septic system installation adds to temporary disturbance, but establishing cover on exposed soils will prevent erosion. Apply seed and mulch as recommended in #5 below. Surface drainage will be >200' from road ditches along Emerson Valley Drive or Cty. Rd. M and must be contained within property lines. 2. Install construction entrance before any excavation begins!! Construction equipment and vehicles must utilize a stabilized driveway access off public road for heavy equipment; this includes cement trucks, well drillers, and other contractor's vehicles that require access to the property during construction. Avoid muddy, rutted conditions that may allow contaminated runoff to reach waterways and /or drainage ditches. Property owner must repair damage to ditches resulting from multiple access points and sediment tracked on public roadways must be removed at the end of each workday. 3. Do not allow contaminated runoff to be directed onto neighboring property or into surface water conveyances. Create temporary diversions graded ALONG CONTOUR between excavated areas and any potential receiving waters (this includes driveway & road ditches) by routing contaminated runoff into vegetated buffer areas on owner's property. (A specification sheet for temporary diversions is available from county). 4. if contaminated runoff cannot be contained on owner's property with temporary diversions and vegetative buffers, then installation of approved sediment control products (straw wattles, silt fence, etc.) will be required. The POWTS inspector and /or building inspector will evaluate ESC plan effectiveness and recommend additional action required to comply with applicable regulations. Adm. Code n I This system shall be operated in accordance with Comm 82-84 Wis. Adm. Code, and shall maintained in accordance with its' component manuals [SBD- 10691 -P (N.01 /01), SSWMP Publication 9.6 (01/81), and Pressure Distribution Component Manual Ver. 2.0 SBD 10706 -P (N. 01/01)) and local or state rules pertaining to system maintenance and maintenance reporting. No one should ever enter a septic or pump tank since dangerous gases may be present that could cause death. Septic and pump tank abandonment shall be in accordance with Comm 83.33, Wis. Adm. Code when the tanks are no longer used as POWTS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall be sealed watertight upon the completion of service. Any opening deemed unsound, defective, or subject to failure must be replaced. Exposed access openings greater than 8- inches in diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. Septic Tank The septic tank shall be maintained by an individual certified to service septic tanks under s. 281.48, Stats. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. Code. The operating condition of the septic tank and outlet filter shall be assessed at least once every 3 years by inspection. The outlet filter shall be cleaned as necessary to ensure proper operation. The filter cartridge should not be removed unless provisions are made to retain solids in the tank that may slough off the filter when removed from its enclosure. If the filter is equipped with an alarm, the filter shall be serviced if the alarm is activated continuously. Intermittent filter alarms may indicate surge flows or an impending continuous alarm. The septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 1/3 the liquid volume of the tank. If the contents of the tank are not removed at the time of a triennial assessment, maintenance personnel shall advise the owner of when the next service needs to be performed to maintain less than maximum scum and sludge accumulation in the tank. The addition of biological or chemical additives to enhance septic tank performance is generally not required. However, if such products are used they shall be approved for septic tank use by the Department of Commerce. Puma Tank The pump (dosing) tank shall be inspected at least once every 3 years. All switches, alarms, and pumps shall be tested to verity proper operation. If an effluent filter is installed within the tank it shall be inspected and serviced as necessary. A„ lIgund and Pressure Distribution System No trees or shrubs should be planted on the mound. Plantings may be made around the mound's perimeter, and the mound shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetration. Traffic (other than for vegetative maintenance) on the mound is not recommended since soil compaction may hinder aeration of the infiltrative surface within the mound and snow compaction in the winter will promote frost penetration. Cold weather installations (October - February) dictate that the mound be heavily mulched as protection from freezing. Influent quality into the mound system may not exceed 220 mg& BOD 150 mg/L TSS, and 30 mg /L FOG for septic tank effluent or 30 mg/L BODS, 30 mg/L TSS, 10 mg/L FOG, and 10 cfu/100 mL for highly treated effluent. Influent flow may not exceed maximum design flow specified in the permit for this installation. The pressure distribution system is provided with a flushing point at the end of each lateral, and it is recommended that each lateral be flushed of accumulated solids at least once every 18 months. When a pressure test is performed it should be compared to the initial test when the system was installed to determine if orifice clogging has occurred and if orifice cleaning is required to maintain equal distribution within the dispersal cell. Observation pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner, and any levels above 6 inches considered as an impending hydraulic failure requiring additional, more frequent monitoring. Continency Plan If the septic tank or any of its components become defective the tank or component shall be repaired or replaced to keep the system in proper operating condition. If the dosing tank, pump, pump controls, alarm or related wiring becomes defective the defective component(s) shall be immediately repaired or replaced with a component of the same or equal performance. If the mound component fails to accept wastewater or begins to discharge wastewater to the ground surface, it will be repaired or replaced in its' present location by increasing basal area if toe leakage occurs or by removing biologically clogged absorption and dispersal media, and related piping, and replacing said components as deemed necessary to bring the system into proper operating condition. See Page 5 of this plan for the name and telephone number of your local POWTS regulator and service provider. Pretreatment Units The information and schedule of mananagement and maintenance for pretreatment devices such as aerobic treatment units or disinfection units are attached as separate documents and are considered part of the overall management plan for this system. INTRODUCTION On September 24, 2007 a soil onsite was completed with personnel from St. Croix County Zoning Office as they requested a verification of the soils at this site before approval of the lot for construction purposes. The County report is attached with the previous test that was completed in 1999. It was determined that a new site and soil evaluation was needed with an Interpretive Determination Report as A +0 conditions where on this site. This report is required to determine the suitability for installation of a private on -site wastewater treatment system (POWTS) in lieu of groundwater monitoring per State of Wisconsin Department of Commerce regulations. In 2004, this soil tester had completed an Interpretive Determination Report for 2 lots to the northeast of this lot. The Report was approved by the State of Wisconsin. II. PREPARATION OF REPORT This report is being prepared according to the standards set forth by Comm 85.60(2) of the Wisconsin Administrative Code and a guideline prepared by Leroy Jansky called "Preparing the Interpretive Determination Report. " Ill. REQUIRED INFORMATION A. A Soil Evaluation Report has been conducted according to Comm 85.40 and is attached as part of this report. B. Local Hydrology 1. Surface Water: no ponding appears to take place on the site based on the slope of the land and vegetation. The tested area is at the shoulder of the slope with a three percent slope. 2. Subsurface Water: some rainfall leaves the site and some is absorbed into the A horizon. The silt loam texture within the A horizon has good structure with root and worm action taking place. The subsoil has a higher clay content and a weaker structure which tends to hold more water due to the evidence of redoximorphic features at 7 inches. 3. Soil Saturation - soil appears to become saturated under the A horizon due to evidence of redoximorphic features. Saturation conditions vary due to the depth of the heavier silt loam. Page 2 - Plunkett No water was observed in any of the pits. Two other backhoe pits were observed to the north that had redoximorphic conditions in the A Horizon. 4. Surface Water Elevations - this land area is located within the St. Croix River Basin which includes the Apple, Willow and Kinnickinnic Rivers and several smaller creeks. (St. Croix County Development Management Plan; Physical Features Analysis pg. 2 -11.) The Kinnickinnic River is located approximately one and one -half miles due north and flows at a southwesterly direction. The attached topography map from the State of Wisconsin Geological and Natural History Survey shows the land thirteen feet higher then the two drainage areas that surround the proposed area. Another drainage area approximately 500 feet to the northwest drains northerly. The drainage areas do appear to carry water. C. Geomorphology 1. Parent Material - The parent material is loess over glacial till. 2. Landform Type - The proposed system will be in soils formed in silty material with underlying clay loam till. D. Landscape Position and Local Topography - The proposed system is located in the middle of the landscape and on the shoulder of the area. The shape of the slope is linear and convex to a minimum degree. The ground surface elevation is at 1115 feet mean sea level with lower elevation all around the site. See attached USGS Topographic Map. E. Soil Series and Mapping Units - The Soil Survey of St. Croix County has the area mapped as a V(asaty Series. This soil tester encountered the conditions similar except mottles in the subsurface layer. The typical profile per the Soil Survey is (in a cultivated area): 0 -8 ", very dark grayish brown, friable, weakly structured silt loam 8 -11 ", pale brown, very friable, moderately structured silt loam 11 -16, dark yellowish brown, friable, moderately structured heavier silt loam 16 -25, brown, very firm, moderately structured (clay loam with faint mottles Page 3 - Plunkett The series is described as moderately welt drained soils on gently sloping areas on low ridges and foot slopes of ground moraines. Permeability is moderate and water capacity is high. F. Field Observations - the proposed site has been cropped /tilled for many years. The site currently is in corn but has been alfalfa for many years prior. The soils identified were similar to the Vlasaty Series except redoximorphic features were under the A horizon estimating high ground water to be at 7 inches. Two open pits located north of the proposed site had redoximorphic features in the A horizon. No water was observed in the pitslhat were completed by this soil tester. G. Comparative Analysis - Soil Borings (61, B2 and 63) were completed within the proposed area with two other pits observed at a lower elevation. All pits were similar except B1 has a greater A horizon.. They alt had tow and high redoximorphic conditions under the A horizon varying from few to common and faint to distinctive. The prolonged saturation does occur at 7 ". There is no prolonged saturation for more than 7 consecutive days within the top 7 ". H. Government Reports and Comments - see attached County On -site Report completed by Ryan Yarrington. The adjacent properties to the north had an approved Interpretive Determination Report approved in 2004. There also is a new dwelling to the east approximately 500 feet with a mound system. IV. Conclusion and Recommendations - the site is suitable for a POWTS as evidenced by the redoximorphic conditions described above. There appears to be no evidence of hydric soils or hydrophytic vegetation. Most of the surface water leaves the site due to the position in the landscape. There is a slope to the site of 3% and no surface ponding anywhere. No prolonged saturation occurs within the top 7" as evidenced by lack of the redoximorphic features. 1. The system shall be installed on the elevation of 99.35. 2. The sand fill shall be 2.5' of ASTM C -33 code required material. 3. Plow depth should be the maximum required depth of 12 Page 4 - Plunkett inches during dry soil conditions so there is no chance of soil smearing. 4. The system loading rate to be 0.4 GPD /ft2. 5. Construct the toe area of the mound system at a 1:4 ratio instead of the required 1:3 to increase absorption area. The State of Wisconsin, Department of Commerce will review the site and report to make a final approval. The intent of this investigation Is to confirm initial observations by the certified soil tester (CST) relating to the presence or absence of redoximorphic features in the A horizon and/or subsoil, In -situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report A typical soil profile at CST 8-1 could be described as follows: 00 -10" 10YR 3/3 sil, 1csbk, mfr, as. (with some incorporated crop residues) 10.15" 10YR 4/4 cl, 2mabk, mfr, w /f2f 10YR 4/6 rmfs. Three hand dug soil borings were reviewed. The redox features In the subsoil are difficult to see but it is possible that the level of saturation could be to the bottom of the A horizon for short periods of time. If a mound system Is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 70 gpd /ft and the basal wastewater application rated should not exceed 0.4 gpd /ft The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is required when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible In addition, an up slope drainage ditch should be considered if it Is determined that surface or subsurface hydrology Is Improved by intercepting water and diverting It away from the mound site.
