Adm. Code General This system shall be operated in accordance with Comm 82-84 Wis. Adm. Code, and shall maintained in accordance with its' component manuals ISSD- 10691 -P (N.01/01), SSWMP Publication 9.6 (01/81), and Pressure Distribution Component Manual Ver. 2.0 SBD 10706 -P (N. 01/01)] and local or state rules pertaining to system maintenance and maintenance reporting. No one should ever enter a septic or pump tank since dangerous gases may be present that could cause death. Septic and pump tank abandonment shall be in accordance with Comm 83.33, Wis. Adm. Code when the tanks are no longer used as POWTS components. Septic or pump tank manhole risers, access risers and covers should be inspected for water tightness and soundness. Access openings used for service and assessment shall be sealed watertight upon the completion of service. Any opening deemed unsound, defective, or subject to failure must be replaced. Exposed access openings greater than 84ndhes in diameter shall be secured by an effective locking device to prevent accidental or unauthorized entry into a tank or component. Septic Tonk The septic tank shall be maintained by an individual certified to service septic tanks under s. 281.48, Stats. The contents of the septic tank shall be disposed of in accordance with NR 113, Wis. Adm. Code. The operating condition of the septic tank and outlet finer shall be assessed at least once every 3 years by inspection. The outlet filter shall be cleaned as necessary to ensure proper operation. The filter cartridge should not be removed unless provisions are made to retain solids in the tank that may slough off the filter when removed from its enclosure. If the filter is equipped with an alarm, the filer shall be serviced if the alarm is activated continuously. Intermittent filter alarms may indicate surge flows or an impending continuous alarm. The septic tank shall have its contents removed when the volume of sludge and scum in the tank exceeds 113 the liquid volume of the tank. If the contents of the tank are not removed at the time of a triennial assessment, maintenance personnel shall advise the owner of when the next service needs to be performed to maintain less than maximum scum and sludge accumulation in the tank. The addition of biological or chemical additives to enhance septic tank performance is generally not required. However, if such products are used they shall be approved for septic tank use by the Department of Commerce. Pump Tank The pump (dosing) tank shall be inspected at least once every 3 years. All switches, alarms, and pumps shall be tested to verify proper operation. If an effluent filter is installed within the tank it shall be inspected and serviced as necessary. Mound and Pressure Distribution System No trees or shrubs should be planted on the mound. Plantings may be made around the mound's perimeter, and the mound shall be seeded and mulched as necessary to prevent erosion and to provide some protection from frost penetration. Traffic (other than for vegetative maintenance) on the mound is not recommended since soil compaction may hinder aeration of the infiltrative surface within the mound and snow compaction in the winter will promote frost penetration. Cold weather installations (October - February) dictate that the mound be heavily mulched as protection from freezing. Influent quality into the mound system may not exceed 220 mg/L 1300 150 mg/L TSS, and 30 mg/L FOG for septic tank effluent or 30 mg/L BOD 30 mg/L TSS, 10 mg/L FOG, and 10 cfu/100 mL for highly treated effluent. Influent flow may not exceed maximum design flow specified in the permit for this installation. The pressure distribution system is provided with a flushing point at the end of each lateral, and it is recommended that each lateral be flushed of accumulated solids at least once every 18 months. When a pressure test is performed it should be compared to the initial test when the system was installed to determine if orifice dogging has occurred and if orifice cleaning is required to maintain equal distribution within the dispersal cell. Observation pipes within the dispersal cell shall be checked for effluent ponding. Ponding levels shall be reported to the owner, and any levels above 6 inches considered as an impending hydraulic failure requiring additional, more frequent monitoring. Contingency Plan If the septic tank or any of its components become defective the tank or component shall be repaired or replaced to keep the system in proper operating condition. If the dosing tank, pump, pump controls, alarm or related wiring becomes defective the defective component(s) shall be immediately repaired or replaced with a component of the same or equal performance. If the mound component fails to accept wastewater or begins to discharge wastewater to the ground surface, it will be repaired or replaced in its' present location by increasing basal area if toe leakage occurs or by removing biologically dogged absorption and dispersal media, and related piping, and replacing said components as deemed necessary to bring the system into proper operating condition. Prereatrnent Units The information and schedule of mananagement and maintenance for pretreatment devices such as aerobic treatment units or disinfection units are attached as separate documents and are considered part of the overall management plan for this system. Croix County, Wisconsin DEPARTMENT OF COMMERCE DIV S`ON OF SAFETY AND BUILDINGS SEE I RES NDENC INTRODUCTION: On 15 April 2006 a site and soil evaluation was completed for a proposed three lot Certified `jurvey Map. Previously, three lots were approved to the north and the east of the proposed lots with potentially nine future lots from the original forty acres. One dwelling was on the original forty acres. (see attached survey map and the Site and Soil Evaluation Report.) The initial determination 6, this soil tester found that there is no clear A ++ distance to seasonal saturation as required 6 Comm 85.50 (2) Wisconsin Administrative Code for location of new soil absorption systems. An Interpretative Determination Report is required in lieu of groundwater monitoring to verify that the highest level of soil saturation is greater than six inches and that the level of saturation may not 6e less than six inches for seven consecutive days. GEOLOGICAL HISTORY: As we know, this area in Wisconsin is an area of the Glaciated Region of which the last Page 2 - Wachtler occurred 12,000 to 15,000 years ago. ' This caused erosion, deposition, stream erosion and other Processes. Wisconsin is divided into five natural regions which are related to land 6 the use of plants, animals and 6 man. Also the boundaries are determined 6 soil texture and structure in the underlying rocks. St. Croix County is located in the Western (Jpland which is underlain 6 Ordovician dolomites. 3 This part of St. Croix County was formed 6 ground moraine deposits from the Wisconsin stage of deposition. The parent material at this site is loess overglacial till. LOCAL HYDROLOGY: This land area is located within theft. Croix River Basin which includes the Apple, Willow and Kinnickinnic Rivers and several small creeks. 4 A tributary of the Kinnickinnic River is located approximately one mile due north and flows at a northwesterly direction and another one is located one mile due west and flows at a southerly direction. Part of the Kinnickinnic River is located one -half mile southeasterly and flows southwest. Much of the groundwater is recharged from rainfall and possibly the tributaries of the Kinnickinnic River. The attached topographic map from the state of Wisconsin Geological and Natural history `jurvey shows the land thirteen feet higherthan the two drainage areas that surround the proposed area. The Derinda Variant series are on nearly level and gently sloping shale uplands and are somewhat poorly drained. The Vlasaty series are on low ridges and knolls of ground moraines that are gently sloping and are moderately well drained. There are no wetland areas or areas of ponding water in the tested areas nor h soil indicators. As indicated in the Soil Survey of St. Croix County,l/1/isconsin p u6lished 6 the National Cooperative Soil Survey one area tested is mapped as Derinda Variant silt loam with t to 6 percent slopes and mostly mapped as Vlasaty silt loam with 2 to 6 percent slopes. The order is an Alfisols which has P P ro ernes o P f wet and simple horizons.' These soils are formed mostly under broadleaf deciduous forest and prairie vegetation and where drainage is not restricted from the water table and has erratic soil moisture regime. 6 501L CONDITIONS AND 5UKrACr- WATER rLOW: The soil evaluation completed 6 this certified soil tester encountered an A horizon of 8 to 10 inches of silt loam with no redoximorphic features and with root and worm action present. This indicates that there would 6e enough in -situ soil to accommodate a properly functionally soil adsorption system. The soil colors are more of a grayish brown then a gleyed color that is associated with wet conditions. Kedoximorphic features are observed under the A horizon and into the glacial till. The j) horizon consists of silt loam to clay loam with no massive conditions. The till material consists of clay and some gravel. In 2005, this soil tester completed two soil reports on neighboring property located on the fort y acres to the north of this forty with similar soils and a clearA ++ horizon and zones of season saturation at 25 to +2 inches. Also in 200+ an interpretive determination was completed and approved on two lots located approximately one and a half miles to the west. 5 Soils. Page 4 - Wachlter According to the St. Croix County map for depths to groundwater, this area is mapped at greaterthan 75 feet. (Map enclosed.) The surface waterflow is apparently straight down into the A horizon which may 6e perched in the 5 horizon as indicated 6y the redoximorphic features. The drainage from the site appears to flow away from the site in three directions as indicated on the topography map. The slope at the sites are all linear and convex and positioned and the shoulder of the hillslope. Located to the north of borings i through 4 are two mound systems and another mound system was installed to the south for the original dwelling on the forty. The elevations at the two sites to the north are approximately the same elevation and mapped as the same soils. The system to the south is much lower and mapped as 5k y 6erg silt loam. Three pits were dug west of borings 1 through 4 which had redoximorphic conditions in the A horizon and within one pit water was observed at 24 inches. These pits are located 100 to 500 ft. to the west and at lower elevations. CONCLUSION: The landscape at this site shows the water movement away from the tested areas. These soils will properly accept and treat the wastewater with a long and narrow mound system. Due to the lack of redoximorphic features in the top eight inches, there is adequate depth of eight inches before the soils become saturated for any length of time. Kr-COMMr-NDAT1ON5: t .) The depth of the approved sand 6e at least 2.50 feet for adequate treatment and dispersal. 2.) In -situ soil texture, structure, and consistence factors were also reviewed as they relate to wastewater application rates. Other site conditions such as percent and direction of slope, landscape position, land surface contour length, and surface water hydrology may also be noted and their effects are factors considered in the recommendations and conclusions portion of this report. The soil profile verified near CST B- 7 on proposed Lot 1 was representative of the CST's description to 16" depth. Several soil borings were verified on proposed Lot 3. Redox concentrations were observed at less than 6 inches at CST boring B -3 and in other hand dug borings. The CST is aware of the conditions observed and needs to determine if enough area exists to the SSE to site a mound. Subsoil RMFS were f2f -d for 3 -5 inches below the A horizon. If a mound system is designed to overcome limitations of a high level of seasonal soil saturation and slow permeability, the linear loading rate should not exceed 4.0 gpd /ft and the basal wastewater application rated should not exceed 0.2 gpd /ft The additional basal area will partially compensate for the gentle land slope and prevent wastewater leakage at the mound toe. At least 30 inches of sand lift is recommended when applying septic tank effluent to the distribution cell of the mound to ensure proper treatment. The longest portion of the mound must be orientated along the contour. The mound shall be constructed to divert surface water around the mound structure as much as possible. In addition, an up slope drainage ditch should be considered if it is determined that surface or subsurface hydrology is improved by intercepting water and diverting it away from the mound site. Proposed Lot 2 should have such an up slope ditch. The mound on proposed Lot 2 should be well shaped up slope to divert surface water.
