On June 14, 2019, the application was deemed complete and on July 12, 2019, revised plans were submitted. the request has been conditionally approved based on the application submission and the following findings. • Per FEMA Floodplain Panel Number SS109C0030L arid 2I163C0200L, the principal structure is located within a /one A. 2011 Wisconsin Act 2,12 generally requires a county to amend its floodplain zoning ordinance with respect to the relevant property to the extent the ordinance is contrary to the LOMA. On March 16, 2009, Case No.:13-05-3902A affected the above map panels to the lowest adjacent grade 899.7`. Survey grade plans have been provided which indicate the structure and extent of filling/grading will be above this elevation. 1 he existing deck will be replaced with compost board; no filling and grading is necessary. • The proposed lateral expansion rmeels the 20 foot setback to the bluffline, measured to the proposed roof overhangs. Limiting grading and a retaining wall will be necessary for pre and post-contours to rneet, the retaining wall will meet the 20-foot setback. • Total land disturbance will be limited to the minimal amount necessary (approximately 150 square feet per grading plans); Best Management Practices will be incorporated during construction. • Disturbance beyond the bluffline setback, within slopes greater than 25% is riot proposed in this application and is prohibited by ordinance. • The height of the lateral expansion complies with Section 17.30 F.4. • An addition of a stairway of the northeast side of the deck was proposed during preliminary plans and has not been accepted as part of final plan approval. • Impervious Surface (IS) calculation resulted in 5.7% impervious surface; therefore, mitigation is riot required. The project resulted in addition of 190 square feet of impervious surface. Best Management Practices will be incorporated. Based on these findings, approval of the I. and Use Permit is subject to the following conditions: 1. The bluffline and 20 foot setback from the bluffline shall be flagged off before and during construction to prevent accidental cut/grading within the bluffline or structure encroachment within the setback. 2. A pre-construction inspection is required to verify the areas above and have been flagged and that erosion and sediment control are installed priorto land disturbance. It is the applicant's responsibility to schedule this appointment, please call me at (115) 386-4680 to schedule this inspection. St. Croix County staff reserve the right to require additional Best Management Practices (BMPs) due to site conditions. 3. The stairway proposal off the northeast end of deck requires an Addendum to this permit; a fee may be required depending on the scope of work proposed. 4. All temporary erosion control measures shall be left in place and maintained until the site has reached a point of at least 70% permanent vegetation. Permanent vegetation shall be established once final grade is reached or as soon as applicable per plan. S. A post-construction inspection is required to close out the permit. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and approval(s) pr or to land disturbance activity. 1. failure to comply with the terms or conditions above may result in the revocation of this permit by the 7oning Administrator according to Chapter 17.36. This approval is subject to the conditions listed above; it does not allow for any additional construction, structures, or buildings beyond the limits of this request. Your information will rernain on file at the St. Croix County Community Development Department suite. It is your responsibility to ensure compliance with any other local, state, or federal permillrrug or regulations, including contacting the Town of Somerset to inquire if a building permit is required. This permit is valid for one year, with the possibility of up to two (2) six-month extensions if the applicant submits the appropriate perrflit extension fee and documentation to the 7oning Administrator. A copy of the Land Use Permit placard should be submitted to the local Building Inspector for the town upon application for the building permit. The orange placard must be posted on the job-site and visible from public view.
