Chairman Mehls called the meeting to order at 8 : 05 a.m. After introductions, the agenda was adopted on a Boche/Mortensen MOTION. DATE OF NEXT MEETING: July 13, 1999, 9: 00 a.m. - Site to be Determined After review, Minutes from the May 11, 1999 meeting were approved on a Boche/Jacobson MOTION. OLD BUSINESS: 1) Shelter Inventory Update Peterson stated that he will be surveying County shelter sites with Colvard starting this week. Those with generators will be seen first. Per Mehls, the Knights of Columbus (KC) Hall in New Richmond may be getting a generator and could possibly be designated as a shelter. (The Senior Center is in that building. ) Colvard explained to Village personnel that the Emergency Government Committee is holding meetings around the County to increase municipality awareness regarding emergency planning and for identifying local shelters and resources. Mehls said that a shelter was opened by New Richmond last week-end when there were storm warnings . Mortensen stated that he received a call from Baldwin, asking why no shelters were opened there. Discussion followed on how shelters are activated. NEW BUSINESS 1) Village of Hammond' s EOP (Emergency Operations Plan) Colvard spoke about two Presidential disasters that were declared for this area, back in 1993 and 1995 . Several local municipalities and St. Croix Electric Co-op have received or are getting payments from FEMA (Federal Emergency Management Agency) for damages due to flooding or storm damages . The protocol for declaring a disaster and the importance of having a line of succession were then discussed. Village personnel will be invited to attend a State training exercise July 21st at Woodville. This training will deal with public officials' responsibilities if and when a disaster is declared. A copy of the City of New Richmond's EOP and the Village of Woodville' s EOP were given to Madsen to be used as a guide for updating or revising the Village' s EOP. The plan should address all potential hazards that could affect the Village. Colvard offered to assist the Village with emergency planning. State Y2K and American Red Cross Y2K brochures were left at the Village Hall to be distributed. -Village personnel left the meeting at 8 : 55 a.m. ; Peterson left at 9: 04 a.m. 2) Disaster Declaration Ordinance Colvard said that there was a concern regarding County Resolution 1 (98) , dealing with a line of succession for declaring an emergency. This was then discussed. 3) Director' s Report Boche, Jacobson and Mehls spoke about different presentations they attended at the recent WEMA Conference, including one on terrorism and another on a storm that occurred in Tennessee. Per Jacobson, the longest a person should be working in an emergency operations center is 12 hours. After that, imprudent decisions are possible due to exhaustion. -Dorsey left the meeting at 9: 24 a.m. to attend another meeting. Colvard met with personnel at the Health Center for emergency planning on June 1 . There will be an Emergency Police Services workshop on terrorism June 23 . Colvard plans on attending. Colvard presented a Hazardous Material Awareness class to River Falls Ambulance personnel on May 19th. 4) Approve May Bills : The May bills were approved on a Jacobson/Mortensen MOTION. 5) Public Comments Mortensen stated that June 12th is the 100-year anniversary of the tornado that hit New Richmond and killed 117+ persons. Mehls stated that WIXK radio does not have a back-up generator, in the event of a power outage. Per Brantner, WEVR in River Falls does have a stand-by generator. ANNOUNCEMENTS AND CORRESPONDENCE POSSIBLE AGENDA ITEMS FOR NEXT MEETING: UHF radio offer for municipalities, presentation on Emergency Communications van, credential letter for teaching hazardous material courses, Committee resolution identifying the County as primary contact point for Y2K.
